Reclaimed timber can be used safely in a new building when its current condition is investigated, its structural properties are established for the proposed use, and the authority having jurisdiction accepts the design evidence. A clean-looking beam or an old grade stamp is only a starting point. Hidden decay, insect damage, altered moisture history, damaged fibres, unknown treatments, and an undocumented load history can all change its capacity.
Safety therefore depends on a documented decision for a specific project, not on the fact that the timber performed adequately in its former building. Structural reuse needs a defensible grading and engineering path. Material that cannot support that path may still be suitable for an appropriate non-structural application, subject to the applicable health, fire and building requirements.

What makes reclaimed timber safe to reuse?
Three questions have to be answered together:
- Is the material in sound condition? The member must be checked for decay, insects, cracks, splits, delamination, crushed fibres, warping, charring, prolonged wetting and other damage. Surface appearance alone cannot reveal every defect.
- Can its properties support the proposed design? The project needs a reasonable basis for species, density, stiffness, strength, dimensions, defects and any reduction in net section. Former use or a previous grade mark does not automatically establish a current structural grade.
- Will the local authority accept the evidence? Requirements vary by jurisdiction, building type and whether the timber is structural. A structural engineer, qualified inspector or grading agency, and the building official may all have roles.
The ECOS guide Planning the reuse or recycling of structural timber in redevelopment projects (2025) recommends involving a competent expert early. The guide describes visual inspection, review of records and markings, and—where useful—in-situ non-destructive measurements of likely properties such as density and stiffness. It is an overview, not a project-specific assessment method, so professional advice remains necessary for safety and compliance.
Prior use is evidence about history, not proof of present suitability. A member may have carried a different load, been exposed to heat or moisture, been cut or drilled, or suffered damage during removal. The assessment must be tied to the role it will play in the new building.

Structural and non-structural reuse are different decisions
Decide early whether the timber is intended to carry load or to serve another building function. The two pathways have different evidence, processing and approval consequences.
| Decision factor | Structural reuse | Non-structural reuse |
|---|---|---|
| Intended role | Beams, joists, rafters, posts or other members carrying design loads. | Applications where the member is not assigned a structural load, such as suitable finishes or other non-load-bearing work. |
| Evidence needed | Properties that support the actual design: dimensions, species or other identification, defects, stiffness, strength and any reduced section. | Condition and suitability for the particular use, including health, fire and code requirements that apply to that use. |
| Inspection and grading | Usually requires a competent structural assessment and a grading or engineering method accepted locally. | May require less structural testing, but does not eliminate inspection or code review. |
| Design approach | Design around the measured or defensible properties of the recovered stock, not an assumed substitute for new lumber. | Select a use compatible with the material that was actually recovered and processed. |
| If the material falls short | Change the design, downgrade the role, or reject the member for structural use. | Consider another appropriate non-structural use or downcycling if condition and regulations permit. |
Structural reuse can preserve more of the timber’s original function, but it also creates the most demanding proof and approval burden. A non-structural destination is not a way to ignore hazards: contamination, fire performance, moisture and local code obligations still need project-specific answers.
A safe reuse workflow, from survey to approval
1. Define the project and the authority having jurisdiction
Before buying or designing around reclaimed stock, identify the building type, location, intended member role, loads, spans and connection details. Ask the building department what code edition, submittals, inspection reports and appeal or alternative-material process it uses. There is no universal approval route.

2. Survey the timber before deconstruction
Have a competent person inspect the existing building while members are still accessible. Record species information, dimensions, grade marks, visible repairs, connection locations, exposure, moisture history and known load history. Photograph markings and map defects. Estimate recoverable quantity and quality, but treat the estimate as provisional until removal is complete.
3. Screen condition systematically
Use a written checklist rather than a quick visual walk-through. Portland’s local residential guidance describes salvaged lumber in generally good condition and free of obvious decay, with examples including:
- No structural cracks, splitting or delamination.
- Holes that are limited and not clustered in a way that weakens the member.
- Dry wood without decay or rot, and no evidence of mold or active insects.
- No deep cracks, severe warping or crushed fibres.
- No long-term moisture damage.
- No severe burn damage or charring.
Those are Portland examples, not a universal code checklist. Any suspected defect should be documented and evaluated for its effect on the proposed use.

- FIND HIDDEN WALL MOISTURE EARLY — Check suspicious drywall and building surfaces after a leak, water stain, or other moisture concern. Detect abnormal moisture before a small issue develops into more extensive damage and costly repairs
- CHECK BEFORE YOU REPAIR — Don't rely on a wall looking or feeling dry. Use the moisture meter to check questionable areas before painting, repairing, or covering the surface, helping you make decisions based on actual moisture readings.
- CHECK FIREWOOD BEFORE YOU BURN — Test firewood before placing it in your fireplace or wood stove. Knowing the moisture level of your firewood helps you choose wood that is ready for burning and avoid relying on appearance alone.
- PIN-TYPE TESTING FOR DIRECT MEASUREMENTS — The contact pins penetrate the material to measure moisture inside wood and building materials. This makes it useful for checking areas where surface conditions may not tell the whole story.
- ONE TOOL FOR TWO IMPORTANT HOME CHECKS — Keep it ready for two practical jobs: checking walls for hidden moisture and checking firewood before burning. A simple way to make informed decisions before a moisture problem becomes expensive or wood goes into the fireplace.
4. Plan removal, sorting and storage
Prepare a deconstruction plan that protects members from splitting, impact and new wetting. Sort reusable and non-usable pieces as they come out. Label members so their inspection records follow them. Store timber off the ground, protected from rain and standing water, with ventilation that allows it to remain dry. The quantity that survives removal—not the quantity visible in the old building—is the quantity available for design.

Clean the recovered stock and remove nails, screws, bolts, plates and other metal before resawing or planing. Hidden fasteners can damage machinery and force additional trimming, reducing the available section. Repair or resize only when the resulting dimensions and defects can be reassessed for the intended design.
6. Reassess after recovery
The ECOS workflow calls for a second assessment after deconstruction. Inspect newly exposed surfaces, verify dimensions, separate pieces with damage revealed during removal, and update the inventory. Recalculate the expected quantity and quality before finalizing the design.
7. Establish properties for the actual design
Use a method recognized by the local authority and appropriate to the material. Depending on the project, that may involve visual grading, non-destructive measurements of density or stiffness, sample proof or destructive testing, or a combination. Unknown species or growth area, uncertain former grading, repairs, damage and treatments can make reclaimed timber harder to grade than new stock.
8. Submit a clear approval package
Provide plans that identify reclaimed members, their assumed or measured properties, spans, loads, connections, inspection records and any limitations. Arrange required field inspections. Do not assume that an inspector’s informal acceptance replaces the building department’s formal process.
What an inspector should look for
A visual examination is a first screen, not a certificate of strength. Inspectors should look at the whole member, ends and concealed faces where accessible, and note how defects relate to the proposed stress pattern. Checks commonly include:

- Decay, soft spots, fungal growth, mold and insect galleries.
- Checks, splits, shakes, delamination, crushed fibres and excessive knots or holes.
- Warping, twist, bowing and cuts that reduce the net section.
- Burning, charring or heat exposure.
- Water staining and evidence of long-term wetting or repeated wet-dry cycles.
- Old notches, drilled holes, connection damage and repairs.
- Unknown coatings, preservatives or other treatments that could affect health, fire performance or processing.
A moisture meter can help screen whether timber is dry during assessment, but it cannot determine structural grade, strength, hidden defects, contamination, code compliance or whether the building official will accept a member. Readings should be interpreted with the species, temperature, moisture history and instrument limitations in mind.
How reclaimed timber is graded for structural use
Do not infer a grade from age, appearance, species name alone or a former stamp. A member may have been graded for a different use, and its current section may be reduced by holes, notches, decay or trimming. The grading basis must match the new design.
The ECOS policy report Laying the foundations to safely reuse timber in Europe (2025) discusses visual grading, non-destructive measurements of density and stiffness, and sample proof or destructive testing as possible approaches. It presents these as standards-development options, not as a universal project protocol. Your engineer and authority should agree on the method before testing begins.

Portland’s June 16, 2026 residential guidance illustrates how local assumptions can work. Under the city’s stated pathway, ungraded salvaged dimensional lumber may be treated as no better than Douglas Fir–Larch No. 2 when the local condition and identification requirements are met. Plans and field members must be clearly identified, and plan review checks loads and maximum spans using that assumption. This is a Portland rule pathway, not a general rating for reclaimed lumber elsewhere.
The same Portland article reports that this DF-L No. 2 assumption gives approximately 6–9% less span than Select Structural old-growth in the cited local comparison. That figure is a local comparison for the stated assumptions; it is not a strength or span conversion for arbitrary reclaimed members, species or jurisdictions.
A Portland appeal record describes a proposed inspector-led salvage report that would check reduced net section, decay and insect damage, structural damage and sustained exposure above 100°F (38°C). The record states that administrative staff had not reviewed the appeal at the time shown, so the proposal should not be represented as an adopted rule.

Code approval depends on location
Portland says its residential code allows certain salvaged dimensional-lumber uses under specified condition and identification requirements. The city also says reuse of other materials or elements—such as placing an existing window in a new wall—will usually require a building-code appeal. Confirm the current adopted code, building type, plan requirements, field inspections and official interpretation before design or purchase.

The cited text of Building Code § 27-618 requires structural wood to have grade identification and says reused lumber must be marked according to its regraded status. The hosted code text carries a currency disclaimer, so the current official city code must be checked before relying on it. A pathway accepted in Portland cannot be generalized to New York, another state or another country.
Ask the authority having jurisdiction these practical questions:
- Is reclaimed timber permitted for the proposed structural role?
- Which grading agency, engineer or test method is recognized?
- What identification must appear on drawings and on each member?
- Is an appeal, alternative-material request or special inspection required?
- Which fire, moisture, health and connection provisions apply?
Recovery, storage and schedule risks
Reuse should be part of the project plan before demolition starts. Deconstruction takes longer than destructive removal because members must be protected, sorted and documented. Fastener removal, cleaning, trimming and repair can reduce both dimensions and yield. Storage delays can introduce new moisture or insect exposure, while an unplanned shortage can force a late substitution.
Designers should therefore carry a recovery contingency: identify which members are essential, which can be resized, and which can be replaced if the recovered stock fails inspection. Do not order foundations, connections or framing around an unverified inventory. Reassess after recovery and release the final design only when the actual quantity, dimensions and grades are known.

Portland reports that its city deconstruction program recovers about three to four tons of reusable salvaged lumber and other historic or practical elements per house deconstructed. That is a local program figure for the houses in that program, not a general yield estimate for every building or deconstruction method.

When structural reuse is not justified
Reject a structural role when the member’s condition cannot be established, the required properties cannot be supported, or the authority will not accept the proposed evidence. Do not conceal defects with cladding or rely on a lower safety factor to make uncertain timber fit.
Possible next steps are to redesign with a smaller structural demand, assign the piece to a suitable non-structural use, use it for a different component after reprocessing, or downcycle it. The alternative must still satisfy applicable fire, health, moisture and building rules. A non-structural label does not make contaminated, decayed or severely damaged wood safe.
Issues that require project-specific investigation
The reviewed guidance does not establish one list of chemical contaminants or legacy treatments that must be tested for every reclaimed member. The right investigation depends on the timber’s origin, coatings and treatments, age, exposure, building use and jurisdiction. Ask qualified professionals whether sampling, laboratory analysis, worker-protection measures or disposal controls are required.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteFire performance is likewise project-specific. A building’s occupancy, height, separation, protection system and local code can impose requirements that are not answered by a structural grade. Confirm fire-resistance, flame-spread and charring provisions with the designer and authority having jurisdiction.
A defensible decision before purchase
Proceed only when the project team can show a traceable chain from source building to approved new use: documented history, condition records, post-recovery inventory, accepted grading or testing, design calculations, member identification and building-official approval. If any link is missing, pause the structural decision rather than treating reclaimed timber as interchangeable with new lumber.
