Can Low-Carbon Concrete Be Used for Foundations and Structural Slabs?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Yes—if the proposed concrete satisfies the same structural, durability, reinforcement, placement and curing requirements as any other mix, and the governing code or approval route allows it. “Low-carbon” describes an environmental attribute, not structural adequacy. A structural engineer must define and accept the performance requirements, and a concrete supplier must demonstrate that it can deliver the specified mix on the project schedule.

Lower-carbon mixes commonly reduce Portland-cement content with supplementary cementitious materials (SCMs) such as GGBS or fly ash. That can alter early-strength gain, curing time and cold-weather behavior, so the decision belongs in the structural specification—not in a carbon comparison made after the design is complete.

What “low-carbon concrete” means for a foundation or slab

Concrete’s embodied carbon is influenced heavily by Portland cement (clinker), but a lower clinker content does not automatically make a mix suitable for a footing, raft, pile cap, ground-bearing slab or suspended structural slab. Suitability is performance-led: the mix must achieve the specified compressive strength at the specified age, resist the project’s exposure conditions, protect reinforcement, remain workable for the placement method and be cured adequately.

The project team should also distinguish a structural slab from a non-structural topping or screed. A structural slab transfers calculated loads and may be part of a frame or foundation system; its concrete specification follows the engineer’s design and the applicable code. A lower-carbon topping may be selected separately, but it cannot be substituted for structural concrete simply because both are called “slabs.”

The scale of the opportunity is large. A UK Department for Energy Security and Net Zero consultation document (2025) reports approximately 14 billion cubic metres of concrete used worldwide in 2020 and 52.7 million tonnes of UK ready-mixed concrete produced in 2021. Those figures explain why cement substitution and efficient structural design matter, but they do not establish one universal percentage reduction for every project.

When a lower-carbon mix can be used

It meets the design strength and design age

The engineer specifies a strength class and the age at which that strength is required. Some SCM-rich concretes develop strength more slowly than a high-clinker reference mix. That may be acceptable when the design is based on a later age and the construction programme allows it. It may not be acceptable where formwork must be removed quickly, a floor must be loaded early, or a foundation is needed to support the next construction stage.

It satisfies durability and exposure requirements

Concrete must be appropriate for its environment: moisture, freeze–thaw exposure, chlorides, sulfates, carbonation risk, ground conditions and other hazards identified by the engineer. Minimum cementitious content, water–binder ratio, cover to reinforcement and curing provisions can be controlled by the governing standard. A carbon target cannot justify relaxing a durability requirement.

It is compatible with reinforcement and construction

The mix must flow around reinforcement, suit the specified placing and consolidation method, and achieve the required finish without excessive water addition. Pumping distance, reinforcement congestion, slab flatness, joints, finishing windows and temperature control can all affect the feasible mix. The supplier should confirm the proposed aggregate grading, consistence and admixture system for the actual placement conditions.

It is permitted by the local code or an approved performance route

Standards may prescribe constituent types or limits, or may allow a performance demonstration when a mix falls outside those limits. The Institution of Structural Engineers describes BS 8500 as the UK standards context and notes that mixes outside prescribed limits may need an equivalent-performance demonstration or another applicable approval route. This is a project and jurisdiction question; a mix accepted in one country is not automatically accepted elsewhere.

How SCMs change construction behavior

GGBS, fly ash and silica fume

Ground granulated blast-furnace slag (GGBS), fly ash (FA) and silica fume can replace part of the Portland cement while contributing to the binder’s performance. The permissible proportion depends on the standard, exposure class, constituent supply, test evidence and the specified performance. There is no replacement percentage that is universally safe for every foundation or slab.

High-GGBS mixes can require longer curing and can be more sensitive to cold weather. Fly-ash and other SCM mixes may also have slower early strength, while silica fume can change water demand, cohesiveness and finishing behavior. These are reasons to plan the pour, protection and testing regime with the engineer and supplier rather than treating SCM content as a simple sustainability setting.

Aggregates and alternative binders

Recycled aggregate can reduce environmental impact in applications where its quality, grading, absorption and durability are suitable. Australian housing guidance from YourHome describes cement extenders and recycled aggregate as options, while advising that a structural engineer specify the final mix. CircleZero’s Western Australian guide describes SCM mixes in general construction and infrastructure but characterizes non-Portland cement alternatives as generally specialized applications. Alternative binders therefore require evidence for the particular structural use; they are not interchangeable with ordinary structural concrete by default.

Specify the mix before comparing carbon numbers

A meaningful comparison uses equivalent performance. Compare candidate mixes for the same specified strength class, design age, exposure and placement requirements, then examine the carbon data. The UK consultation identifies strength class, SCM type and percentage, early-strength and consistence needs, environment, minimum cement content, aggregate grading and source, and the age at which strength is specified as variables that can change a carbon rating.

Ask for a project-relevant Environmental Product Declaration (EPD) or equivalent verified GWP data. Check all of the following before comparing two numbers:

  • the functional unit, such as kilograms of CO2e per cubic metre;
  • the declared strength class and design age;
  • the life-cycle boundary, such as cradle-to-gate modules A1–A3;
  • the geographic market, plant and delivery assumptions;
  • the EPD issue date, validity and data quality; and
  • whether the figure represents the actual proposed project mix or a generic product average.

The UK consultation discusses embodied-carbon assessment using EN 15804+A2:2019, cradle-to-gate A1–A3 and gross emissions. Use the same boundary and units wherever possible. A lower number with a different strength class or boundary is not a fair comparison.

A practical approval workflow

  1. Identify the responsible engineer and rules. Confirm the structural engineer, geotechnical information, governing building and concrete standards, exposure classification, authority requirements and any client or procurement carbon criteria.
  2. Define performance. Record the strength class, design age, durability criteria, reinforcement cover, consistence, aggregate limits, temperature limits, placement method, finish and testing requirements for each foundation and slab element.
  3. Set programme constraints. State when forms must be stripped, when loads can be applied, when the slab must be finished, and whether winter temperatures or restricted site access affect curing and delivery.
  4. Request a supplier proposal. Ask regional ready-mix suppliers for a mix that meets the complete specification, its constituent proportions, test history, curing recommendations, expected early-strength development and project-relevant EPD or GWP value.
  5. Check constructability. Review pumping, reinforcement congestion, placing rate, vibration or self-compaction, finishing, joints, thermal control and curing protection. Confirm what happens if the delivery arrives outside the specified consistence or temperature.
  6. Agree testing and acceptance. Establish sampling frequency, strength-test ages, conformity criteria, trial-mix or preconstruction testing, and the process for reviewing nonconforming results.
  7. Compare alternatives on equal terms. Evaluate carbon, performance, supply availability, programme risk and price together. Do not lower a structural requirement to obtain a carbon rating without formal engineering review.

Jurisdiction or programme What the cited material shows What it does not show
United Kingdom BS 8500 is the standards context identified by the Institution of Structural Engineers. Mixes outside prescribed limits may need performance demonstration. The 2025 UK consultation discusses strength-class market classification and EN 15804+A2:2019 A1–A3 assessment. It does not give one SCM percentage that is valid for every exposure or project.
United States federal procurement The U.S. General Services Administration (GSA) published April 10, 2025 concrete GWP limits by specified compressive-strength class. For 4,000 psi concrete, the listed limits are 284 kg CO2e/m³ for the top 20%, 326 kg CO2e/m³ for the top 40% and 352 kg CO2e/m³ as better than average. GSA says to add 30% where high early strength is technically required and permits cement limits where qualifying concrete is impractical. These are GSA Inflation Reduction Act procurement provisions, not structural-code approval or a universal definition of low-carbon concrete.
Japan Japan’s Ministry of Land, Infrastructure, Transport and Tourism lists an April 18, 2025 notice on treatment of low-carbon concrete under the Building Standards Act and a policy on applying reinforced-concrete standards to members using it. A Japanese recognition route cannot be assumed to apply to a project in another country.
Australia and New Zealand transport infrastructure An Austroads report published February 27, 2026 examines adoption barriers, agency specifications, availability of low-carbon concrete and EPDs, case studies and procurement processes. It does not replace the project’s local specification, supplier qualification or engineering approval.

Programme, weather and curing risks

Slow early strength

If strength develops more slowly, the consequences can include delayed formwork removal, later loading, a longer protection period and a narrower finishing window. The engineer may specify a later strength age, select a different SCM balance or require trial results. A high-early-strength requirement can reduce the carbon benefit or make a proposed rating impractical.

Cold weather

Cold conditions can slow hydration, especially in mixes with high GGBS. Protect the pour from freezing, maintain the curing temperature recommended by the supplier, and do not strip forms or load the element solely because the calendar says the nominal age has passed. Record concrete and ambient temperatures and use the agreed testing plan.

Finishing and curing

Slabs need timely finishing and continuous curing to limit plastic shrinkage, drying and surface defects. Confirm bleed-water behavior, finishing sequence, curing compound or membrane compatibility, saw-cut timing and joint layout before the pour. The lower-carbon mix may be structurally adequate yet still fail to deliver the required surface if the site procedure is copied from a different mix.

Common decision mistakes and their fixes

Problem Why it happens Corrective action
Choosing the lowest published GWP The number represents a different strength class, boundary, geography or generic product. Compare verified project-relevant data on equal performance and declared boundaries.
Assuming an SCM percentage is universally allowed Constituent limits and performance routes vary by standard and exposure. Have the engineer confirm the applicable code and obtain supplier evidence or an approved demonstration.
Ignoring the construction programme Early-strength and curing behavior were considered after the mix was selected. State stripping, loading, finishing and temperature requirements before the supplier designs the mix.
Ordering a generic “green concrete” The description does not define strength, durability or acceptance criteria. Order against a signed structural specification and identify the exact plant mix and EPD.
Treating a procurement threshold as a design certificate A carbon benchmark is mistaken for code compliance. Check structural approval separately with the engineer and authority having jurisdiction.
Changing the mix at the gate Water or admixture is added without control to recover consistence. Follow the agreed site-adjustment procedure, document the change and assess its effect on water–binder ratio and acceptance.

Can redesign reduce carbon further?

Concrete mix selection is only one lever. UK guidance also points to the specified strength, SCM type and share, early-strength demand, exposure, cement content, aggregate grading and the age of specified strength. The design team may also investigate whether structural optimization or reducing unnecessary concrete volume is possible. Examples could include rationalizing member dimensions, spans or reinforcement, but only where calculations, robustness, fire performance, geotechnical behavior and constructability remain satisfactory.

For foundations, volume is often governed by bearing capacity, settlement, punching, bending, shear and ground variability. For slabs, thickness may be governed by span, vibration, fire, punching, crack control and services. A smaller volume is not automatically safer or cheaper; any redesign requires the engineer’s calculations and approval.

What to ask before approving the pour

  • What exact strength class and design age are specified for this element?
  • Which exposure and durability requirements govern the binder, water–binder ratio, cover and curing?
  • What SCMs, recycled aggregates or other constituents are in the proposed mix, and are they permitted by the applicable standard?
  • What evidence demonstrates strength and durability, and at what ages was it measured?
  • How will the mix behave in the expected temperature range and placement method?
  • When can forms be removed and loads applied?
  • What EPD or GWP data describe this actual mix, and are its units, boundary, strength class, geography and date clear?
  • What is the contingency if the supplier cannot meet the specification or delivery schedule?

The Lower Carbon Concrete Group, quoted in the UK Department for Energy Security and Net Zero consultation document (2025), states: “Performance requirements may make it impractical to achieve some ratings for a particular application.” That is the central design constraint: pursue the lowest-carbon solution that demonstrably meets the project’s structural and construction requirements, rather than treating a benchmark as the objective by itself.
