Can FRP Composite Mesh Replace Steel in Every Concrete Application?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

No. Fiber-reinforced polymer (FRP) mesh—most commonly glass-fiber-reinforced polymer (GFRP)—can be a sound choice for selected concrete work, particularly where corrosion exposure is a major concern. It is not an equal-for-equal substitute for steel mesh, and a product sold as GFRP mesh is not automatically approved for every structural use.

The deciding question is not whether FRP can reinforce concrete at all. It is whether the exact mesh, in the exact concrete element and exposure, has an engineered design, documented qualification and approval under the code and authority governing that project.

What FRP composite mesh is—and what “replace steel” would mean

FRP reinforcement uses high-strength fibers embedded in a polymer matrix. GFRP is the most familiar form for concrete because it uses glass fibers. Mesh products are manufactured as connected grids, supplied in panels or rolls, and marketed for uses such as slabs, pavements, floors, foundations and precast elements.

Steel mesh and GFRP mesh do not behave the same way. Steel is a ductile, relatively stiff material that can yield before rupture. GFRP is corrosion-resistant in environments that attack steel, but its stiffness, strength development, failure mode, thermal response and detailing requirements differ. Those differences affect crack control, deflection, development, splicing, cover and construction tolerances. Consequently, replacing a specified steel area with the same nominal area of FRP can produce an incorrect design.

The ACI GFRP-Reinforced Concrete Design Handbook (MNL-7(23)) states: “Most importantly, it is not appropriate to simply replace steel reinforcement with an equal amount of FRP reinforcement.” That is the practical answer to the word “replace” in this question: substitution requires redesign, not a product swap.

Why corrosion resistance does not make FRP universal

Steel reinforcement can lose section when chlorides, marine exposure, moisture or chemicals reach it. GFRP does not rust, so eliminating corrosion can be valuable in decks, pavements, slabs and other elements where repeated wetting or de-icing exposure drives maintenance risk. FHWA studies of GFRP bars in continuously reinforced concrete pavement describe corrosion resistance as promising.

Corrosion is only one design condition. Reinforcement must also provide the required tensile capacity, crack control, serviceability, anchorage and constructability. In pavement, for example, FHWA examined stress development caused by shrinkage and temperature change and the resulting implications for cracking. The example demonstrates why corrosion resistance alone cannot select the reinforcement: restraint, early-age behavior and thermal stresses still have to be designed.

FRP also does not provide the same visual or structural warning as yielding steel. A project engineer must account for the material’s different stress-strain behavior and for the consequences of a brittle rupture mode. These are design issues, not defects that can be solved by adding an arbitrary amount of mesh.

Code and qualification: bars are not automatically mesh

ACI CODE-440.11-22

ACI CODE-440.11-22 was published in September 2022 and became effective September 2, 2022. It sets minimum requirements for materials, design and detailing of structural concrete buildings and applicable nonbuilding structures reinforced with qualifying GFRP bars. Its provisions address strength, serviceability, durability, analysis, deflection, development and splicing, construction documents, inspection and testing.

That scope matters. The code is written for qualifying GFRP bars and does not constitute blanket approval of every FRP mesh product or every application. Before specifying mesh, confirm that the governing jurisdiction has adopted the relevant code edition and that the project engineer and authority having jurisdiction accept the product form and design method.

FHWA and bridge references

FHWA bridge resources list the AASHTO LRFD Bridge Design Specifications for GFRP-Reinforced Concrete, second edition (2018), among application-specific references. FHWA’s 2009 TechBrief on FRP bars in continuously reinforced concrete pavement discusses advantages, disadvantages, design considerations and construction considerations, including two experimental projects. These references show established technical work in particular infrastructure applications; they are not permission to use any FRP mesh in any concrete element.

ASTM D7957/D7957M scope

The cited scope for ASTM D7957/D7957M covers solid round GFRP bars supplied in cut lengths and bent shapes with surface enhancement. A supplier’s reference to that standard does not, by itself, demonstrate that a welded-looking grid, prefabricated mesh or other configuration is covered. Request documentation for the actual mesh: its material specification, manufacturing configuration, mechanical test reports, durability information, design basis and any evaluation or acceptance report required by the project.

Historical ICC guidance

An ICC technical article from 2020 discussed the code environment at that time and described ICC-ES acceptance criteria AC454 and AC521 as evaluation routes. That article is historical context, not a current statement of what your jurisdiction permits. Check the presently adopted building code, amendments, specifications and approval procedures before relying on an ICC route or any other evaluation document.

Where GFRP mesh may be a reasonable candidate

GFRP mesh is most defensible when the project team can identify a corrosion-related benefit and complete a product-specific structural review. Typical candidates include:

  • Concrete exposed to chlorides, marine conditions, de-icing salts or persistent moisture, where corrosion of steel is a principal durability concern.
  • Slabs, pavements, floors, foundations and precast elements for which the supplier provides a documented panel or roll system and the engineer can verify design compatibility.
  • Selected bridge and pavement work developed under the applicable transportation design references and agency approval process.
  • Projects where handling, cover or electromagnetic considerations make a nonmetallic reinforcement option useful, provided all structural and inspection requirements remain satisfied.

These are candidate situations, not automatic approvals. A manufacturer may list GFRP mesh for slabs, pavements, floors, foundations and precast concrete, but those statements establish a marketed product category rather than independent proof that every listed use meets a particular load, crack-width, fire, impact or durability requirement.

What the available mesh products show

Commercial mesh exists in several geometries. Danterr lists Starbars GFRP mesh in SL72, SL82, SL92 and SL81 formats, with sheets listed at 2400 × 5800 mm. IMARA describes GFRP mesh supplied in panels and rolls for slabs, pavements, floors, foundations and precast concrete. These details confirm that mesh is a real product category, not merely a theoretical alternative.

They do not establish a universal performance ranking. Product pages are manufacturer claims unless supported by independent testing and project-specific acceptance. A buyer should obtain the technical data for the exact product and confirm that the supplied grid, bar intersections, surface treatment, tolerances and joining method match the design documents.

Steel mesh versus GFRP mesh: the comparison that matters

Decision factor Steel mesh or reinforcement GFRP mesh What the project team must verify
Exposure Can corrode when moisture, chlorides or chemicals reach the steel. Offers corrosion resistance that may be valuable in aggressive exposure. Actual chloride, marine, chemical, wetting and drying conditions; required cover and durability provisions.
Structural behavior Ductile yielding and familiar steel-based design assumptions. Different stiffness, stress-strain behavior and failure mode; no equal-area substitution. Strength, serviceability, crack control, deflection, development, splicing and detailing under the governing design method.
Qualification Usually covered by the project’s conventional reinforcement specifications. Must be tied to the exact product form, specification, tests and approval route. Whether the adopted code covers the product and whether the authority accepts the proposed mesh.
Geometry and installation Common sheet sizes, tying practices and field familiarity. Available in panels or rolls, with product-specific handling and joining requirements. Panel or roll dimensions, overlaps, supports, cover, cutting, storage and compatibility with concrete placement.
Economics Delivered and installed cost depends on local steel prices, labor and corrosion protection requirements. Cost depends on product, freight, design, approvals, labor and the value assigned to corrosion resistance. Apples-to-apples delivered and installed cost, schedule effects, maintenance assumptions and lifecycle basis. No universal current cost advantage is established.

A step-by-step process for deciding on FRP mesh

  1. Define the exposure. Record whether the concrete faces marine air, de-icing salts, chemical contact, groundwater, repeated wetting or another corrosion hazard. If corrosion is not a meaningful risk, the principal reason to consider FRP may be absent.
  2. Define structural demand and serviceability. Establish loads, span or panel geometry, restraint, temperature and shrinkage effects, allowable crack widths, deflection limits and any impact or fire requirements. Do not begin with the mesh sheet area; begin with the performance the element must deliver.
  3. Identify the reinforcement form. Determine whether the design reference addresses solid bars, a prefabricated grid, welded mesh or another configuration. A bar standard cannot be assumed to qualify a mesh solely because both use GFRP.
  4. Check the adopted code and approval path. Confirm the code edition adopted by the authority having jurisdiction, transportation-agency specifications where applicable, and any required evaluation report, testing or special approval. Record the responsible design professional’s acceptance in the construction documents.
  5. Collect product documentation. Obtain the exact product designation, dimensions, fiber and resin information, surface enhancement, mechanical properties, tolerances, test reports, durability data, installation instructions and quality-control records. Ask which claims are independently verified and which are manufacturer declarations.
  6. Complete the engineered design. Design the reinforcement for strength, serviceability, development, splicing, crack control, deflection, durability and constructability using the applicable FRP provisions or approved alternative method. Size and spacing may differ substantially from a steel design.
  7. Resolve construction details. Show supports, chairs, laps or mechanical connections, cover, penetrations, cutting restrictions, storage and placement sequence. Confirm that workers can maintain the designed position during concrete discharge and vibration.
  8. Plan inspection and testing. Specify receiving checks, identification of each shipment, dimensional verification, damage limits, placement inspection and any required field or laboratory tests. A corrosion-resistant material can still fail to perform if it is damaged, misplaced or outside the approved specification.
  9. Compare the complete project cost. Include engineering, submittal review, evaluation fees, freight, installation labor, schedule effects and realistic maintenance assumptions. Do not present an unverified service-life or savings claim as a guaranteed result.

Common mistakes and how to avoid them

“Use the same amount of mesh”

This is the central error. Equal area does not mean equal capacity or equal crack and deflection performance. Require a redesign by the engineer responsible for the concrete element.

“The product cites ASTM D7957, so the mesh is compliant”

ASTM D7957/D7957M’s cited scope is for solid round GFRP bars in cut lengths and bent shapes. Ask for evidence that the actual mesh configuration is covered by the specified standard or by another accepted specification.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“A manufacturer lists foundations, so any foundation is suitable”

Marketing applications are not project approval. Foundation loads, soil restraint, groundwater, crack-width limits, fire conditions and local code requirements vary. Treat the listing as a reason to investigate, not as a design certificate.

“Corrosion-free means maintenance-free”

GFRP can remove steel corrosion as a failure mechanism, but concrete still requires correct mixture, curing, cover, crack control, placement and inspection. Damage, poor detailing or an unsuitable design can create other durability problems.

“A historical code article proves current permission”

The 2020 ICC discussion should be read as historical context. Code adoption changes by jurisdiction and edition. Verify current requirements with the authority having jurisdiction and the project specification.

“The cheapest material price is the cheapest system”

A meaningful comparison includes design changes, engineering review, approval work, freight, installation method, availability, schedule and the maintenance assumptions behind any lifecycle claim. The available evidence does not establish a universal cost, lifespan or sustainability winner.

What to put in the specification and submittal review

A clear specification should identify the reinforcement type as FRP or GFRP mesh, not merely “fiberglass,” and should name the required product properties and governing design method. It should state the permitted product form, dimensions, tolerances, surface treatment, overlap or connection requirements, cover, storage conditions and damage criteria.

Submittals should include drawings showing mesh orientation and support, product data for the exact designation, manufacturing and quality-control information, applicable test reports, durability evidence, code or evaluation documentation, and installation instructions. Require the design professional to confirm that the submitted product is the one used in calculations; a visually similar grid is not an acceptable substitute.

Bottom line for owners, designers and contractors

FRP composite mesh can replace steel in some concrete applications, but never by default and not in every application. Its strongest case is a project with a genuine corrosion exposure, a qualifying product, an accepted design method and enough documentation for the engineer and authority to verify performance.

For every other project, steel may remain the simpler or more demonstrably accepted solution—or another reinforcement strategy may be better. The responsible decision is made by comparing exposure, structural behavior, qualification, construction and whole-project economics, then documenting the choice for the specific concrete element.
