Fly ash can be incorporated into Portland cement concrete, stabilized bases and subbases, flowable fill, soil improvement, asphalt filler, structural fills and embankments, and grout used beneath pavement. Each application requires its own mix design, performance testing, environmental review, and state or local approval.
Coal ash is not automatically safe or unsafe as a road material. Its suitability depends on ash chemistry and particle size, moisture behavior, the proposed placement, exposure pathways, engineering specifications, and controls during handling and construction.

What “coal ash” means in road work
Coal combustion residuals are not one uniform product. Fly ash is the fine particulate collected from coal-combustion flue gas. Bottom ash and other residuals have different particle sizes, chemistry and handling characteristics. Engineering evidence for one ash type cannot be generalized to every coal-combustion residual.
Most highway guidance concerns fly ash. The Federal Highway Administration’s Fly Ash Facts for Highway Engineers, fourth edition (FHWA-IF-03-019), and its archived User Guidelines for Waste and Byproduct Materials in Pavement Construction describe established highway applications. The first dates to 2003 and the second to 1997, so their technical concepts remain useful but do not replace current transportation-agency specifications, environmental rules or project-specific testing.

Where fly ash is used in road construction
| Application | How fly ash functions | Design and construction issues |
|---|---|---|
| Portland cement concrete | Replaces part of manufactured cement and participates in the cementing reaction. | Proportion the mix for required strength, durability, setting and curing performance. |
| Stabilized base or subbase | Works with an activator, aggregate and water; some subbituminous or lignite ashes can self-cement. | Verify ash reactivity, moisture, compaction and final strength. |
| Flowable fill | Forms part of a self-leveling, cementitious fill placed where low-energy installation is useful. | Control strength, confinement before set, curing, removability and possible metal-pipe corrosion. |
| Soil improvement | Blends with soil to alter engineering behavior and provide cementitious activity where suitable. | Test the blended material rather than assuming the ash will improve every soil. |
| Asphalt mineral filler | Fine particles fill voids and can influence asphalt mixture workability and performance. | Meet the project’s gradation, binder-compatibility and performance requirements. |
| Structural fill or embankment | Compacted in lifts to build road shoulders, fills or large highway embankments. | Manage moisture, density, hydration, drainage, expansion and leaching requirements. |
| Subsealing or slab-support grout | Blends into grout injected beneath pavement to fill voids or support slabs. | Control flow, set, strength, durability and interaction with surrounding materials. |
These are separate engineering designs, not interchangeable recipes. An ash that works as a cement replacement in concrete may not be appropriate for an embankment, and a self-cementing ash may behave poorly if stockpiled or compacted after wetting.
Potential benefits—and the conditions attached
Replacing virgin materials
A successful project can replace some virgin soil, aggregate or manufactured cement with a recovered material. That may reduce borrow-pit demand, disposal volume and the extraction of new resources. The benefit exists only when the ash performs the intended function and is used in the quantity required by the design.
Engineering performance
Fly ash particles can provide useful pozzolanic or cementitious reactions. In concrete, a properly proportioned replacement can contribute to strength and durability. In flowable fill and grout, fine particles can improve flow. In asphalt, fly ash can act as mineral filler. In structural fill, locally available ash can be compacted into large volumes when its moisture and strength behavior are understood.

Local supply and delivered cost
FHWA notes that structural fill may be cost-effective when ash is available locally in bulk. Savings depend on hauling distance, processing, testing, placement controls and the cost of the virgin material or disposal route being displaced. A low purchase price does not prove a project benefit if transport, moisture conditioning, environmental controls or special construction equipment outweigh it.

Resource and disposal benefits
The U.S. Environmental Protection Agency says beneficial use can reduce virgin-resource use and disposal costs and can improve strength and durability in some materials. EPA’s framework treats those as possible benefits, not automatic outcomes. A project must demonstrate a functional benefit and replacement of virgin material while meeting applicable product, regulatory or design standards.
For context, the American Coal Ash Association reported that U.S. coal-fired electric utilities generated 63.6 million tons of coal combustion residuals in 2024, as reported by EPA from an ACAA survey. That is a generation figure, not the amount used in roads.
Engineering limitations and risks
Variability between ash sources
Coal source, combustion conditions and collection methods affect particle size, chemistry and reactivity. A generic label such as “fly ash” is not enough for design. Characterize the actual source and confirm that its properties remain within the range used for the tested mix or fill.

Bituminous fly ash is generally pozzolanic and requires an activator or another cementitious system. Some subbituminous and lignite ashes can self-cement. That property can cause premature hardening after wetting, making stockpiling, spreading and compaction more difficult. A material that begins to set before it reaches the specified density may need to be rejected or handled under a different procedure.
Strength, expansion and durability
Structural fills must achieve the specified density and strength while remaining stable under traffic and weather. FHWA identifies hydration rate after water exposure and excessive expansion where sulfate content is high as design concerns. The project team should evaluate settlement, drainage, curing and long-term dimensional behavior rather than relying on a historic placement record.
Flowable fill presents a different balance: it must be strong enough for support but not so strong that future utility access or removal becomes impractical. Before set, it may require confinement. Where early strength is low, curing conditions matter. Contact with metal pipe can raise corrosion concerns and should be evaluated in the design.
Dust and worker exposure
Dry ash can become airborne during loading, transport, spreading and cleanup. Controls may include moisture management, covered transport, equipment procedures, site exclusion zones and worker-protection practices selected for the material and task. The applicable occupational and environmental requirements must be confirmed locally.

Environmental questions: what must be evaluated
Potential release pathways include groundwater, surface water, soil and air. A road project should examine whether water can contact the ash, where drainage will go, whether the material is encapsulated or exposed, and whether dust could leave the site. The assessment must use the ash’s measured chemistry and the project’s actual hydrogeology, not assumptions based on a different source.
Leaching or other environmental tests may be required by state agencies, local authorities, project specifications or site conditions. The fact that a material has been used successfully elsewhere does not waive those requirements. Conversely, the presence of a constituent of concern does not by itself establish that a properly designed, controlled road application is unacceptable.

EPA says state environmental agencies are primarily responsible for regulating beneficial use. Under the existing federal definition, coal combustion residuals qualify as beneficial use when they provide a functional benefit, replace virgin material and meet applicable product specifications, regulatory standards or design standards. If no relevant standard exists, the material must not be used in excessive quantities.
For unencapsulated placement of 12,400 tons or more in non-roadway applications, the existing framework includes an environmental-release demonstration and recordkeeping requirement. That threshold is specifically described for non-roadway uses; it should not be presented as the same federal trigger for a roadway project. State and local requirements may impose different tests, thresholds or permits.

EPA announced proposed CCR amendments on April 9, 2026. The proposal includes revisions to beneficial-use provisions, including a proposal to eliminate the existing environmental-demonstration requirement for large unencapsulated non-roadway uses. The material describing that change is a proposal, not enacted law. Confirm the rules in force at the time of procurement, design and placement.
Safeguards for a road project
- Identify and characterize the ash. Document the combustion source, ash type, particle characteristics, chemical properties, moisture behavior, reactivity and any constituents relevant to environmental review.
- Choose one defined application. State whether the ash is intended for concrete, base, subbase, flowable fill, soil improvement, asphalt filler, structural fill, embankment or grout. Do not transfer proportions from another application.
- Demonstrate a functional benefit. Show what the ash does in the design and which virgin material or disposal route it replaces. EPA’s beneficial-use framework centers on both function and substitution.
- Design to current specifications. Use the governing highway agency’s current requirements for strength, density, gradation, durability, curing, drainage and construction acceptance. Older FHWA handbooks are references, not universal recipes.
- Test the proposed material and mix. Use representative samples and test the intended performance, including compaction or cure behavior, strength, expansion where relevant, flow and removability where relevant, and durability.
- Review exposure pathways. Evaluate groundwater, surface water, soil and air pathways; determine whether leaching or other environmental tests are required.
- Plan placement controls. Specify moisture conditioning, dust control, stockpile time, lift thickness, compaction effort, confinement, curing, drainage and weather limits as applicable.
- Protect workers and the public. Set procedures for loading, hauling, spreading, cleanup and access control based on the ash’s measured properties and applicable safety rules.
- Secure approvals before delivery. Confirm beneficial-use status, permits, notifications and documentation with state and local authorities and the project owner.
- Keep records. Retain source characterization, mix designs, test results, placement locations, quantities, environmental evaluations and acceptance records required by the governing rules.
How to decide whether fly ash fits the project
Use the following sequence before comparing a fly ash proposal with conventional soil, aggregate or cement:
- Engineering role: What performance must the material provide—cement replacement, load-bearing fill, flow, stabilization or void filling?
- Material fit: Does the measured ash chemistry and particle distribution match that role?
- Construction behavior: Can the contractor keep the material within its workable moisture range, achieve compaction or cure, and control dust?
- Environmental setting: Is the ash exposed to infiltrating water, groundwater, drainage outfalls or erosion?
- Compliance: Which transportation, environmental, air-quality and worker-safety requirements apply in the project’s jurisdiction?
- Delivered economics: After testing, hauling, conditioning, controls and monitoring, does the ash displace enough virgin material or disposal cost to provide a real project benefit?
If any answer is unresolved, the material is not ready for unrestricted placement. Resolve the question through characterization, design testing or agency review rather than assuming that a historic use establishes suitability.

What the historical record shows
FHWA’s archived 1997 guideline recorded fly ash use in embankments in at least 14 states since 1970. Its known-project list—explicitly incomplete—covered at least 21 highway embankment or structural-backfill projects and an estimated 2 million or more cubic yards, sometimes mixed with bottom ash. Those figures demonstrate that structural use has a substantial history; they are not current adoption statistics and do not guarantee performance for a new source or site.
The age of the FHWA references is important. Materials, specifications, environmental rules and construction practices can change. A current project should use the historical guidance to identify design issues, then rely on current state requirements and project-specific evidence for approval.
Is fly ash safe for road construction?
It can be safe and useful when the specific ash is characterized, the application provides a documented engineering benefit, the design meets current specifications, exposure pathways are controlled and the required agencies approve the use. It is not responsible to call all coal ash safe, because ash streams vary and poorly controlled placement can create dust, handling, expansion, corrosion, leaching or performance problems.
The practical question is therefore not “Is coal ash universally safe?” It is “Does this tested ash, in this designed application, at this site, meet the engineering, environmental and regulatory requirements?” That is the standard a responsible road project should apply.
