Sometimes a building with weak or deteriorated concrete can be made safe through engineered repair or strengthening; sometimes rebuilding is the only practical way to meet the required performance. The condition cannot be decided from a crack, a low test result, or a photograph alone. A qualified structural engineer must establish the building’s actual geometry, concrete and steel properties, damage mechanisms, structural capacity, intended use and legal requirements. If you suspect active structural distress, keep people away from danger areas and follow the directions of the local building authority or emergency services while an assessment is arranged.

What the question really means

“Weak concrete” can describe several different conditions. Concrete may have lower-than-expected compressive strength, have lost strength through chemical attack or freeze-thaw cycles, or be damaged by fire or an earthquake. Reinforcing bars may be misplaced, undersized, or reduced in area by corrosion. Cracking, spalling, excessive deflection and other deterioration can reduce strength, stiffness, durability or serviceability. The same visible symptom can have very different structural consequences depending on which member is affected, how the structure is connected and what loads it must carry.

For that reason, a visual label is not a demolition rule. The American Concrete Institute’s current ACI CODE-562-25, published in 2025, sets minimum requirements for assessment, repair and rehabilitation of existing concrete structures. It addresses material properties, structural analysis, repair design, durability and strengthening. The code is intended to work with the International Existing Building Code or to be adopted as a stand-alone code, but the enforceable edition and any additional requirements are determined by the authority having jurisdiction.

When a structural assessment is needed

Investigation and structural evaluation are appropriate when an existing structure shows damage, displacement, deterioration, a structural deficiency, or behavior that does not match the available design and construction information. They are also needed when a preliminary review indicates that strengthening may be necessary. ACI’s assessment guidance describes the objective as determining the need, type and extent of rehabilitation.

Arrange an urgent professional review for signs such as rapidly widening cracks, newly visible reinforcement, concrete falling from overhead members, unusual or increasing sagging, doors or windows that suddenly bind because of movement, significant water or chemical exposure, fire damage, impact damage, earthquake damage, or unexplained changes in vibration. These signs do not prove that collapse is imminent, but they justify restricting access until an engineer or public safety official gives direction.

How engineers decide whether the building can be rehabilitated

A defensible decision follows the whole structural system rather than one isolated test. A typical investigation proceeds in stages; the engineer may expand or narrow each stage as evidence develops.

  1. Define the assignment and immediate risks. The engineer records the building’s use, occupancy, alterations, observed hazards and any need for temporary shoring, exclusion zones or staged evacuation. Life safety takes priority over testing convenience.
  2. Collect design and construction information. Available drawings, specifications, inspection records, permits, repair history, alteration records and information about fires, floods, earthquakes, leaks or chemical exposure help establish what was intended and what has changed.
  3. Document geometry and the load path. The survey identifies spans, member sizes, floor and roof systems, walls, columns, foundations, joints and connections. It also tracks how gravity, lateral and environmental loads travel to the ground.
  4. Map visible distress. Crack locations and widths, spalls, rust staining, damp areas, deflections, exposed steel, settlement and previous patches are recorded by member and location. Patterns matter: a repeated pattern can indicate a system-wide mechanism, while a local defect may have a different cause.
  5. Establish in-place materials and reinforcement. Sampling and testing can determine concrete properties. Scanning, selective exposure and records can establish bar size, spacing, cover, placement and loss of steel area. The engineer chooses the combination needed to reduce uncertainty.
  6. Identify causes and progression. The assessment distinguishes causes such as corrosion, inadequate detailing, overload, chemical attack, freeze-thaw action, fire, earthquake movement, water ingress or construction defects. Treating only the visible symptom will not provide a durable solution if the mechanism continues.
  7. Analyze capacity and serviceability. Using measured conditions and applicable loads, the engineer checks strength, stiffness, deformation, stability, connections, foundations and relevant durability concerns. Members adjacent to obvious damage and their connections are considered because load can redistribute into them.
  8. Set performance and rehabilitation goals. The required outcome may involve life safety, continued occupancy, a change of use, resilience to a hazard, a service-life target or a combination. The goals must be compatible with the jurisdiction’s adopted code and the owner’s constraints.
  9. Compare feasible strategies. Repair, strengthening, partial replacement and rebuilding are evaluated against safety, serviceability, durability, constructability, temporary support, disruption, approvals, time and cost. The selected option is then designed, reviewed and inspected—not improvised in the field.

The process is described in greater detail in ACI’s 364.1R-19 Guide for Assessment of Concrete Structures before Rehabilitation and the accessible ACI 562-16 assessment and rehabilitation preview. Those documents support the assessment principles, but they are older editions; the project team must use the code edition adopted for the project.

What testing can—and cannot—tell you

Visual and dimensional surveys

Visual mapping is often the first step because it reveals patterns, moisture paths, active movement and the relationship between distress and the structural layout. Level surveys, crack monitoring and deflection measurements can show whether movement is stable or changing. A clean surface, however, does not establish adequate internal strength, and a cracked surface does not by itself establish an irreparable structure.

Destructive testing

Core samples, removed concrete, exposed reinforcement and other openings provide direct information about in-place materials and detailing. They leave local damage that must be repaired and cannot economically sample every member, so locations and quantities are selected to answer specific engineering questions.

Nondestructive testing

Methods that scan, rebound, pulse, measure corrosion activity or otherwise examine concrete without removing large sections can help locate variability and target samples. Their readings depend on the method, calibration, moisture, surface condition and equipment. They are interpreted with other evidence rather than treated as a stand-alone pass-or-fail number.

ACI’s assessment approach emphasizes the structural system. Results from one surface, one core or one visibly distressed member cannot be generalized to the entire building without considering contiguous members, load redistribution and connections.

Repair, strengthening, partial replacement or rebuilding

Once the condition and causes are established, the engineer can distinguish four broad paths. They are not interchangeable: a cosmetic repair may restore cover or appearance without restoring lost capacity, while strengthening changes the way a member or system carries load.

Path What it is intended to do When it may fit Questions that must be answered
Repair Remove damaged material, address the deterioration mechanism and restore protection or local function. Damage is limited, the remaining member and system have adequate capacity, and the cause can be controlled. Will the repair bond and remain durable? Has corrosion, water entry or another cause been stopped? Is capacity actually restored?
Strengthening Increase capacity, stiffness, ductility or stability of members, connections or the overall system. Existing construction is viable but does not meet required demands or performance goals. What new load path is created? Are adjacent members, connections and foundations adequate for the added forces? Is temporary support required?
Partial replacement Remove and reconstruct selected members or areas while retaining usable portions. Defects are concentrated and separation can be made safe and buildable. Can the interface transfer forces and remain durable? How will the retained structure be supported during work?
Rebuilding Replace a portion or all of the structure with new construction designed for the required use and code. A compliant rehabilitation cannot be designed or built, damage is too extensive, or constraints make rehabilitation impractical. What demolition, temporary works, permits, hazardous-material controls and replacement design are required?

ACI CODE-562-25 expressly covers repair and rehabilitation strategies, structural analysis and strengthening. The engineer’s design must address the assessed condition, the deterioration mechanism, expected demands, required performance, durability, construction sequence and local requirements. Do not treat surface patching, crack filling or a new finish as a structural solution unless the engineer’s design specifically assigns that work a structural function.

How the causes change the solution

Corrosion and moisture

Where reinforcement has corroded, the design must account for lost steel area, damaged bond and the source of moisture or chlorides. Replacing loose concrete without controlling the exposure can allow the same deterioration to return. The engineer may need to evaluate neighboring members because corrosion is rarely confined exactly to the area where rust staining first appears.

Chemical attack and freeze-thaw damage

Chemical exposure or repeated freezing can reduce the quality of the concrete near the surface or deeper in a member. Testing must establish the extent and whether the environment remains aggressive. A durable rehabilitation addresses both the damaged material and the exposure conditions.

Fire, earthquake and impact

Fire can alter concrete and steel properties and create hidden damage. Earthquake or impact can damage members, joints and connections, even where surface distress is modest. The evaluation therefore includes stability, load redistribution, ductility and the behavior of the complete lateral and gravity systems.

Construction defects or misplaced reinforcement

Insufficient cover, misplaced bars, honeycombing, inadequate connections or undocumented alterations can change the original design assumptions. The engineer verifies what was actually built before selecting a strengthening detail; relying solely on the drawings can produce an unsafe design.

When rebuilding becomes the rational choice

Rebuilding is justified when a properly developed rehabilitation cannot meet the required safety, serviceability, durability or performance objectives, or when it cannot be executed with acceptable temporary works and approvals. It may also be selected when deterioration affects so much of the system that retaining fragments creates greater technical, safety or construction risk than replacement. Those are project-specific conclusions, not universal thresholds.

An owner should ask the design team to document why each viable strategy does or does not satisfy the goals. A rebuild comparison should include demolition sequencing, temporary stabilization, neighboring-property protection, hazardous-material surveys where applicable, permitting, utility isolation, new-foundation conditions, schedule and the effect on occupants. No general cost percentage or single strength value determines the choice; prices and feasibility depend on the building, site, market, code and scope.

Codes, approvals and the current ACI reference

The ACI store identifies ACI CODE-562-25 as the 2025 edition and a 134-page publication by ACI Committee 562. It is a professional technical reference, not a consumer diagnostic tool. A project may instead be governed by a locally adopted edition, an existing-building code, hazard-specific provisions and permitting conditions. Confirm the applicable requirements with the building official and the engineer of record before relying on any design assumption.

The 2019 ACI 364.1R preview and 2016 ACI 562 preview remain useful background for assessment concepts, but their dates matter. They should not be presented as substitutes for the code edition legally adopted for the work.

What to do if the building is occupied

  • Do not remove shoring, barriers or warning signs installed by a qualified professional.
  • Keep occupants out of areas with falling concrete, severe movement, fire or impact damage, or other immediate hazards.
  • Do not load suspect floors with stored materials, heavy equipment or crowds until the engineer evaluates them.
  • Record when cracks, leaks, deflections or falling debris appear and photograph them from a safe location; do not disturb evidence.
  • Contact the local building authority or emergency services when there is an immediate threat to life, and follow their occupancy instructions.
  • Engage a licensed structural engineer with experience in existing concrete structures; a general contractor’s visual opinion is not a substitute for structural evaluation.

Questions to take to the engineer

  • Which members, connections and foundations are affected, and which adjacent components were checked?
  • What concrete strengths, reinforcement sizes, placement and steel loss were established, and how certain are those findings?
  • What mechanism caused the distress, and how will the proposed work prevent recurrence?
  • What loads, occupancy, hazard level and performance objectives govern the analysis?
  • Does the proposal restore capacity, increase it, or only improve durability or appearance?
  • What temporary shoring, evacuation, sequencing and inspection are required during construction?
  • Which code edition and approvals apply in this jurisdiction?
  • What maintenance, monitoring and future inspections will the completed work require?

Practical decision checklist

Before authorizing demolition or a repair contract, make sure the project record contains:

  • A documented condition survey tied to plans and member locations.
  • Material and reinforcement evidence adequate for the decisions being made.
  • An explanation of the deterioration or damage mechanism.
  • Analysis of strength, serviceability, stability, connections and load redistribution.
  • Defined performance goals and the legally applicable code requirements.
  • At least one technically feasible rehabilitation option and a documented reason if it is rejected.
  • A construction sequence covering temporary support, access, worker and occupant safety, quality control and inspection.
  • A durability and maintenance plan for the selected repair or strengthening system.
