The building thermal insulation market is expanding because energy costs and stricter building-performance rules are making heat loss a financial and regulatory concern. Demand is not concentrated in one universal product: fiberglass, mineral wool, cellulose, foam, batts, loose-fill, rigid boards and spray systems serve different parts of a building envelope. The clearest quantified outlook currently available is conditional and EU-specific: the International Energy Agency (IEA) cites a possible insulation-sector value of about USD 175 billion by 2030, associated with approximately 1.5 million jobs under the Fit for 55 package and Renovation Wave. That is a projection, not a realized global market total.
What is driving the building thermal insulation market?
Insulation demand follows two practical pressures: the cost of heating and cooling buildings, and rules that require better energy performance. The IEA reports strong growth in building insulation in recent years and links continued momentum to rising energy costs and tighter energy-performance regulations. New construction creates demand for insulation designed into walls, roofs, floors and foundations, while renovation programs create a large retrofit market in existing buildings.

Policy is especially important because insulation is part of a building’s compliance strategy. A project may need to meet a local energy code, an energy-performance certificate target, a public-renovation program requirement or a voluntary efficiency goal. The required thermal resistance depends on the location in the building and the applicable jurisdiction; there is no single insulation specification that applies to every wall, attic, roof or foundation.
Broader efficiency policy reinforces the trend but should not be mistaken for an insulation-market statistic. The IEA’s Energy Efficiency 2025 overview reports preliminary global efficiency progress of 1.8% in 2025, up from 1% in 2024, and more than 250 new or updated policies in countries representing 85% of global energy demand. Those figures describe economy-wide efficiency progress, not insulation revenue or installed area.

What the IEA’s EU projection means
The IEA reports a conditional European insulation-sector outlook of around USD 175 billion by 2030 and approximately 1.5 million jobs. The condition is important: the estimate is associated with implementation of the European Union’s Fit for 55 package and Renovation Wave. It is an IEA-reported projection for the EU, not a confirmed market size, a global forecast or a guaranteed employment figure.
The same IEA analysis identifies an investment signal rather than a market valuation. In its 2024 context, the three largest European insulation-material producers had committed about USD 1 billion of investment over the preceding three years in Europe alone. That amount is cumulative over that period, not annual spending and not evidence that the whole market is worth USD 1 billion.
What is not established by the available evidence
There is no current, globally comparable insulation-market revenue figure and growth rate established by the official sources used here. A number from a syndicated forecast should not be presented as authoritative unless its geography, product scope, base year, methodology and original publisher are independently verified. For planning, separate the EU policy-linked projection from local indicators such as building permits, renovation rates, energy prices, code changes and manufacturer capacity.

The market includes both materials and delivery formats. The U.S. Department of Energy (DOE) identifies fiberglass, mineral wool, cellulose and foam among the insulation materials used in buildings. Those materials may be supplied as batts and rolls, blown or loose-fill products, rigid boards, or spray and foamed-in-place systems. Some structural building systems, including insulated concrete forms and structural insulated panels, incorporate insulation into the building unit itself.

| Product class | Common formats | Typical building locations or uses | Installation and selection considerations |
|---|---|---|---|
| Fiberglass | Batts, rolls, loose-fill | Unfinished walls, floors, ceilings and some attic or cavity applications | Must fit the cavity without gaps or compression; air sealing and vapor or moisture control are assembly issues, not automatic properties of the insulation. |
| Mineral wool | Batts, boards and other fibrous forms | Walls, floors, ceilings and assemblies where a fibrous product is specified | Choose the form and facing for the location; verify code, fire, moisture and detailing requirements for the complete assembly. |
| Cellulose | Blown or loose-fill | Attic floors, wall cavities and hard-to-reach spaces | Coverage depends on installation technique and settled depth; access, air sealing and moisture management must be addressed before blowing. |
| Foam | Rigid boards, spray or foamed-in-place products | Exterior continuous insulation, walls, floors, low-slope roofs, selected cavities, attics and below-grade foundation walls | Rigid boards and spray products have different detailing and skill requirements. ENERGY STAR describes spray and foamed-in-place work as advanced and requiring a certified installer. |
| Rigid fibrous products | Rigid panels or boards | Ducts and other higher-temperature applications | Use only where the product’s temperature, facing and installation limits match the application. |
This table is selection guidance, not a guarantee that every product within a category suits every construction assembly. Manufacturer instructions, local code and the designer’s moisture and fire strategy control the final specification.
How should insulation be selected for a building?
Start with the building location and the performance target, then check how insulation interacts with air, water vapor, bulk water, thermal bridges and the rest of the enclosure. DOE summarizes the principle clearly: “Each material has its pros and cons and each type is tailored for a specific application and construction method.”
- Define the location. Identify whether the work is in a wall cavity, attic floor, roof, floor over an unconditioned space, exterior continuous layer, foundation wall or duct. A batt suitable for an unfinished wall is not automatically suitable below grade or on a low-slope roof.
- Confirm the required thermal performance. Use the applicable energy code and project energy target for that location. The required value depends on climate, assembly, jurisdiction and whether the insulation is cavity or continuous; the official guidance does not establish one universal value.
- Map air-control and moisture-control layers. Insulation reduces heat flow, but it is not a substitute for a continuous air barrier, flashing, drainage plane, vapor-control strategy or properly detailed penetrations. Decide where each control layer sits and how it connects at corners, windows, roofs and foundations.
- Choose a compatible format. Batts and rolls suit accessible, regular cavities. Loose-fill reaches irregular or hard-to-reach spaces. Rigid boards provide a continuous layer when joints, fasteners and transitions are detailed correctly. Spray products can fill complex cavities but require specialized preparation and installation.
- Check environmental and regulatory requirements. Consider material footprint, durability, recycled content or other project criteria where required. In the EU, product documentation is also being reshaped by Regulation (EU) 2024/3110, including specified environmental characteristics based on life-cycle assessment for applicable products.
- Plan the installation and verification. Confirm installer qualifications, access, sequencing, protection from weather and inspection points. The installed result—not the label on an unopened package—determines whether the enclosure performs as designed.
Where each format is normally used
Batts and rolls
ENERGY STAR lists batts and rolls for unfinished walls, floors and ceilings. They are practical where framing creates accessible, repeatable cavities. The principal risks are voids around wiring and pipes, compression, discontinuities at junctions and failure to seal penetrations. Measure the cavity, select a compatible product thickness and install it so the material contacts the intended boundaries without being forced into a smaller space.
Loose-fill and blown-in insulation
Loose-fill products are listed for wall cavities, attic floors and hard-to-reach places. They can cover irregular geometry more readily than pre-cut batts, but installers must achieve the specified coverage and account for settling where the product requires it. Before blowing an attic or cavity, identify recessed lights, flues, electrical equipment, access hatches and air leaks. Insulation should not conceal a moisture problem or unsafe heat-producing equipment.

Rigid boards and exterior continuous insulation
ENERGY STAR lists rigid boards for walls, floors, low-slope roofs, exterior continuous insulation and below-grade foundation walls. Their value is often continuity across framing, but continuity exists only when joints, corners, fasteners, windows, parapets and service penetrations are detailed as a system. Below grade, the selected board must be compatible with soil, water exposure, drainage and protection requirements.
Spray and foamed-in-place products
Spray and foamed-in-place categories cover selected cavities and attic applications. ENERGY STAR classifies this work as advanced and calls for a certified installer. The project must account for substrate condition, temperature, ventilation during installation, curing, trimming, fire protection and compatibility with adjacent materials. Spray foam should not be specified merely because a cavity is difficult; the enclosure design and installer capability must justify it.
Why installation quality changes real-world performance
Insulation performance is reduced by gaps, compression, moisture, wind washing, thermal bridges and discontinuities at interfaces. A nominal product rating cannot correct an unsealed top plate, an uninsulated rim joist or a roof-to-wall junction that bypasses the insulation layer. Air leakage can carry heat and moisture through paths that are invisible after finishes are installed.
- Before installation: repair bulk-water leaks, confirm the air-control layer, protect materials from rain and verify clearances around heat sources.
- During installation: maintain full cavity coverage, keep boards aligned, seal joints where the design requires it and preserve access to services and inspection points.
- At transitions: connect wall, roof, floor and foundation control layers continuously around openings and changes in geometry.
- After installation: inspect representative areas before closing the assembly and document product, thickness, coverage and installer details for code or project records.
EU construction-product regulation and insulation
The European Commission says Regulation (EU) 2024/3110 was adopted in November 2024. It entered into force on 7 January 2025, and its main part became applicable on 8 January 2026. The regulation introduces environmental characteristics based on life-cycle assessment for applicable products and a Digital Product Passport system.

Transition is product-family specific. The former Construction Products Regulation (EU) No 305/2011 and the 2024 regulation coexist while product families move to the new framework. Once a new performance-harmonised standard is cited under the 2024 regulation for a particular product family, that framework applies to the family. The Commission schedules repeal of the 2011 regulation in 2039, but that date does not mean every insulation product changes at once.
What buyers and specifiers should verify
- Which harmonised or performance-harmonised standard applies to the exact product family.
- Whether the product is still documented under the transitional 2011 framework or has moved to the 2024 framework.
- What environmental characteristics and life-cycle information are required for the intended market.
- How the Digital Product Passport information will be supplied and retained for the project.
- Whether declarations, markings and installation instructions match the product actually delivered.
What the market outlook means for construction decisions
Manufacturers and contractors are responding to a market shaped by policy, renovation and energy economics rather than by a single “best” material. The EU projection suggests that regulation-led retrofit can create substantial demand, while the reported producer investment indicates capacity is being added in Europe. Neither signal removes local constraints: labor availability, permitting, building condition, supply lead times and the ability to detail existing structures can determine whether a project proceeds.
For a homeowner or small contractor, the useful purchasing language is the application and format—for example, fiberglass insulation batts for an appropriate unfinished cavity—not a brand or a generic promise of maximum savings. Confirm the required performance, dimensions, facing, fire and moisture conditions, and installation method before ordering. For complex roofs, foundations, airtightness retrofits or spray systems, an enclosure professional can prevent a material purchase from becoming an assembly failure.

Common mistakes and how to avoid them
Using one material everywhere
Different locations expose insulation to different loads, temperatures and moisture conditions. Select by assembly, not by a single house-wide material preference.

Treating insulation as the air barrier
Fibrous and loose-fill products do not automatically stop air movement. Detail a continuous air-control layer and seal penetrations before the insulation hides them.
Ignoring moisture until after installation
Wet framing, roof leaks or trapped vapor can damage an assembly regardless of its nominal thermal performance. Resolve water sources and establish drying paths first.
Assuming a regulation date applies to every product
The EU transition follows product-family standards. Check the exact documentation status rather than assuming that all insulation changed on 8 January 2026.

Quick Recap
A practical decision checklist
- Have you identified every surface being insulated and whether it is inside, outside or below the primary water-control layer?
- Is the thermal target taken from the applicable code or documented project goal?
- Are air sealing, vapor control, drainage and flashing designed separately from insulation placement?
- Does the selected format suit the geometry, access and sequencing of the work?
- Are fire, temperature, moisture and environmental documentation requirements satisfied?
- Who will install, inspect and record the work, and what happens if cavities are inaccessible or damp?
