The builder’s preferred lender is cheaper only when the present value of its credits and buydown savings exceeds the outside lender’s advantage in rate, points, fees, financed balance and long-run payments. Get same-day Loan Estimates from both, with identical assumptions, then compare the APR, note rate, points, lender charges, cash to close, payment after any temporary buydown and total cost through the date you expect to sell or refinance. A large credit can be valuable when cash is tight, but a lower permanent rate can cost less if you keep the mortgage for years.
What a builder mortgage incentive actually pays for
New-home promotions commonly combine several concessions rather than offering a single price reduction. The package may include a closing-cost credit, a temporary or permanent rate buydown, flex dollars or upgrades. The preferred lender often controls eligibility: using an outside lender can reduce or eliminate the promotion.

Closing-cost credits
A credit reduces the money you bring to closing for eligible costs. It does not automatically reduce the home’s price, loan principal or monthly payment. The Loan Estimate should show applicable lender credits, and the Closing Disclosure should show the final credit and the costs it offsets. Ask for a written list of permitted uses and an expiration date.
Temporary rate buydowns
A temporary buydown lowers the rate used to calculate payments for a limited period; it does not permanently change the note rate. A common “2-1” structure reduces the rate by two percentage points in year one and one point in year two, then returns to the note rate. The exact schedule must appear in the loan documents.

Fannie Mae’s 2024 Selling Guide permits a temporary buydown period of no more than three years, with the borrower-paid portion increasing by no more than one percentage point at each one-year interval. Plan and qualify for the full note-rate payment from the beginning. A refinance may never occur, and the payment returns to the note rate when the subsidy ends.
Permanent buydowns and discount points
A permanent buydown uses upfront discount points to reduce the interest rate for the life of the loan. The reduction depends on the lender, loan type and market pricing; one point is not guaranteed to equal a particular rate reduction. Compare the point cost with the interest savings over the time you expect to keep the loan.
Flex dollars and upgrades
Flex dollars may be applied to selected closing costs, options or other approved items. Appliances, flooring and design upgrades can have real value, but they do not lower the mortgage payment. Price the same work independently when possible so you do not mistake a retail-value claim for a cash saving.

The Consumer Financial Protection Bureau explains that one way a lender provides a no-cost or no-closing-cost loan is by charging a higher interest rate and giving a credit to cover the cost of making the loan. The credit lowers the amount due at closing while the higher rate increases interest over time. If costs are added to the balance instead, the payment rises and equity builds more slowly. Treat every credit as a trade-off to be measured, not as free money.

The comparison that answers “which is cheaper?”
Use a same-day worksheet. A rate quoted on a different day may reflect a different market, lock status or lender pricing and cannot be compared fairly.
- Match the assumptions. Use the same loan amount, term, down payment, occupancy, property-tax estimate, homeowners-insurance estimate, loan type and anticipated closing date. Record the rate-lock date for each offer.
- Record both rates. Capture the base note rate and APR. The note rate drives principal-and-interest payments; APR incorporates certain finance charges and is useful for comparing offers with different fees.
- List points and credits separately. Show borrower-paid discount points, lender-paid credits and builder or seller credits. Identify whether each credit is conditional on the preferred lender, restricted to particular costs or subject to an expiration date.
- Enter every lender charge. Include origination, underwriting, processing and other lender fees shown in Section A of the Loan Estimate. Do not combine them into one unexplained number.
- Calculate cash to close and amount financed. A credit can reduce cash needed today while a financed fee increases the balance. Compare both figures, not just the promotional headline.
- Map every payment stage. For a temporary buydown, record the payment in each reduced-rate year and the payment at the full note rate. Use the full payment for your household budget and qualification decision.
- Estimate the holding-period cost. Project total payments through the month you expect to sell or refinance, subtract the principal paid down, and add any relevant payoff or refinancing costs. Include the value of credits as reduced upfront cash, not as a second deduction from later payments.
- Check the lock terms. Note the lock length, expiration date, extension fee and any float-down provision. An unlocked rate can change at any time. A locked rate can change if the lock expires or application circumstances change.
- Test the outside-lender consequence. Obtain a written statement of which credits, upgrades, flex dollars or price concessions disappear if you use another lender.
- Verify the final disclosure. Compare the Closing Disclosure with the Loan Estimate. The CFPB says an increase beyond applicable tolerance limits may require a refund when no valid change in circumstances occurred.
A practical cost formula
For each offer, calculate the cash you pay at closing plus payments made through your expected exit date, then subtract the principal balance reduction. Add any cost that belongs to the loan, such as a lock extension or refinance charge, and treat credits as a reduction in closing cash only where the documents permit them. Compare the two resulting costs over several holding periods, such as the date you might move, a medium-term date and a long-term date.
This approach prevents a one-time credit from being compared with an indefinite payment difference. If the builder loan saves cash at closing but leaves a higher balance and higher payments, the outside loan may win after the break-even point. If you expect to move before that point, the credit-heavy offer may be less expensive for your actual ownership period.

How a 2-1 buydown changes the decision
With a 2-1 structure, the subsidy is largest in the first year, smaller in the second and gone thereafter. The note rate—not the temporary payment rate—determines the long-term obligation. Confirm who funds the subsidy, where the funds are held, the exact payment schedule and what happens to unused funds if you sell, refinance or pay off early.

When discount points are worth considering
Points can make sense when the rate reduction produces enough interest savings before you sell, refinance or otherwise repay the loan. Divide the upfront point cost by the monthly principal-and-interest savings to estimate a simple break-even period, then adjust for the fact that the loan balance declines and that taxes, insurance and changing rates affect the full payment.
Freddie Mac’s 2024 analysis of 2023 closing data found that about 58.8% of purchase borrowers paid discount points. In the profile it studied, average effective rates through November 2023 were 6.69% without points and 6.86% with points. Those are observational averages, not a promise that paying points will produce a higher rate or better result for your loan; they demonstrate why the point price and quoted rate must be evaluated together.
Credits, concessions and required disclosures
Builder and lender affiliations can affect concession rules. Fannie Mae requires buydown costs funded by an affiliated party to be included when interested-party contributions are calculated. Excess contributions may not be usable, so have the lender confirm the applicable limit for your loan type, down payment and occupancy.

Rate locks can change the economics
A lower quote is not necessarily the lower offer if it is unlocked or expires before construction and closing are complete. Ask when the lock begins, how long it lasts, what an extension costs per day or per period, and whether a float-down is available if market rates fall. Confirm the conditions that allow the lender to reprice after an application change, appraisal issue or delayed closing.
Builders frequently set deadlines tied to their incentive. A short lock may make the advertised rate look attractive while exposing you to extension fees later. Include the expected lock-extension cost in the same holding-period comparison.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Can the builder raise the home price to fund the incentive?
An incentive can be offered instead of a base-price reduction, or its cost can be reflected in the transaction price. Compare the contract price with nearby comparable sales and the appraiser’s support for the value. A price that appraises low can require extra cash, reduce the usable loan amount or force renegotiation. A closing credit does not protect you from that appraisal risk.
Ask for two written scenarios when possible: the incentive price and a lower-price alternative with fewer concessions. Keep the loan amount, down payment and requested options consistent so you can see whether the credit is creating value or simply moving dollars between the price and closing table.

Market context behind builder incentives
Incentives often expand when builders need to preserve sales pace without cutting advertised prices. The Associated Press reported in 2025 that active listings in the cited February report were up 25% year over year, while FactSet data showed a 15.08% average operating margin for 12 large homebuilders in the fourth quarter, down from 16.3% a year earlier. These figures describe a particular market snapshot, not the economics of your subdivision. They explain why a builder may prefer a rate buydown or credit that is less visible than a base-price cut.
Decision framework: which offer fits your situation?
Choose the builder lender when the numbers win
The preferred lender is the lower-cost choice when the present value of its credits and temporary savings exceeds the outside lender’s lower rate, lower fees, lower financed balance and any lost builder benefits. Confirm that the payment after the buydown is affordable and that the lock can last through closing.
Favor the outside lender when you will keep the loan
A lower permanent rate can outweigh a one-time credit when you expect to hold the mortgage for many years. This is especially likely when the builder offer uses a higher note rate, substantial points or financed costs. Use the projected balance and interest through your expected exit date rather than relying on the first-year payment.

Prioritize cash when closing funds are the constraint
A credit can be rational even when its lifetime cost is higher if it prevents you from draining emergency reserves or delaying the purchase. Quantify that liquidity benefit, then confirm you qualify for and can sustain the full post-buydown payment.
Reject a deal that depends on a quick refinance
Refinancing is not guaranteed. Rates may remain high, the appraisal may not support the needed value, credit or income may change, and closing costs may erase the expected savings. Treat any future refinance as an optional upside, not part of the base-case affordability test.
Quick Recap
Common mistakes and how to correct them
- Comparing different loan amounts: Reissue both estimates with identical principal, down payment and term.
- Looking only at the advertised payment: Add the full note-rate payment and every later payment stage.
- Ignoring points: Put upfront points beside the permanent rate and calculate the break-even period.
- Assuming upgrades equal cash savings: Price the work or product independently and value only what you would otherwise buy.
- Missing a credit restriction: Get the eligible-cost list and expiration date in writing.
- Overlooking lock expiration: Add a realistic extension cost to the comparison.
- Accepting a higher price without appraisal support: Review comparable sales and understand the cash impact of a low appraisal.
- Failing to check unused buydown funds: Obtain the payoff, sale and refinance treatment in the signed agreement.
