Use intact, recoverable bricks as bricks whenever possible. Separate damaged or mortar-bound pieces for appropriately specified fill, sub-base, drainage, road or track work, or aggregate recycling. The correct route depends on contamination, mortar, particle quality, the performance required by the project, and local waste rules—not on appearance alone.
A practical decision at a glance
Brick and masonry waste has several possible destinations, but they are not interchangeable. A clean stack of reusable bricks has a different value from a crushed, well-characterized aggregate, and both differ from a mixed demolition load containing plaster, soil, wood, paint or unknown residues.

| Material condition | Usually the first option to consider | Checks before use |
|---|---|---|
| Sound bricks that can be handled without excessive damage | Salvage for repair, extension, paving, landscaping or other brickwork | Brick type, dimensions, frost exposure, surface condition and whether mortar can be removed |
| Broken bricks or cement-mortared clumps | Locally permitted aggregate, backfill, sub-base, road or track applications | Contamination, particle size, dust, moisture, compaction and the design requirements of the receiving work |
| Clean, segregated brick and masonry rubble | Crushing and recycling into a suitable aggregate, or approved recovery placement | Waste classification, processing authorization, grading and end-use specification |
| Mixed, painted, oily, asbestos-suspect or otherwise uncertain rubble | Quarantine and obtain professional classification or testing | Hazardous-material assessment and the rules governing collection, treatment and disposal |
“Clean” is a technical decision, not a visual promise. A load can look tidy and still fail a receiving facility’s acceptance criteria or a regulator’s waste classification. Conversely, a broken brick may be a useful aggregate after appropriate separation and processing.
First sort: salvage, recycle or isolate
Sound bricks have the highest reuse value
Carefully removing whole bricks often preserves more value than sending them to a crusher. The UNOPS guide From Rubble to Resource describes reusing or repurposing clay bricks after mortar is cleaned and distinguishes between bricks bonded with lime mortar and clumps held by cement mortar. The mortar type affects how much damage is likely during recovery.

Salvage is worthwhile when units remain dimensionally sound, faces are not badly spalled, and cleaning will not destroy the arrises or working surface. Store recovered bricks on pallets or another firm, drained surface, protected from additional breakage. Keep batches from different buildings or elevations separate if their color, size or exposure history matters to the eventual work.
Broken and mortar-bound material needs a different assessment
Pieces that cannot be reused as masonry may still have a recovery route. The likely uses include engineered backfill, nonstructural fill, pavement sub-base, driveway bedding, drainage layers, road or track construction, or a recycled aggregate product. Each use has different limits on grading, fines, strength, drainage behavior, settlement and contamination.
Do not assume that a pile of cement-mortared clumps is equivalent to a graded crushed-brick product. Mortar increases the proportion of fines and may affect water movement and compaction. A contractor or materials laboratory can determine whether processing is needed before a specified use.

Separate brick at the demolition point from plasterboard, insulation, timber, soil, glass, plastics and general waste. Isolate any material with suspected asbestos, chemical staining, oil or fuel odor, flaking paint, tar, soot or an unknown industrial history. England’s classification guidance says, “You must classify the waste your business produces before it is collected, disposed of or recovered.” The Environment Agency and Department for Environment, Food & Rural Affairs classification guidance, updated 13 August 2025, explains how construction and demolition waste is assigned to the relevant category.
Can broken bricks be used as fill?
Often, yes—but “fill” describes a function, not a blanket approval. Broken brick can be placed as fill only when it meets the project’s engineering needs and the applicable waste and environmental rules. The US EPA’s Sustainable Management of Construction and Demolition Materials identifies onsite recycling of brick, concrete and masonry for fill, sub-base and driveway bedding as potential recovery routes.
Nonstructural backfill and general site fill
Clean, appropriately sized brick aggregate may be suitable behind a wall, beneath a slab edge or in a nonstructural void, provided the designer has allowed for its density, water movement and compaction behavior. Place it in controlled layers and compact it using the method specified for the project. Large sharp pieces can bridge over voids, while excessive fines can hold water; neither condition should be accepted without checking the design.

Do not use broken brick to conceal unsuitable soil, waste or a drainage problem. A fill layer that settles can crack paving, distort walls or leave depressions. Where a building, retaining wall, utility trench or load-bearing pavement is involved, the responsible engineer or specification should identify the acceptable material and placement method.

Driveways and pavement sub-base
Crushed brick may be usable as driveway bedding or sub-base when it is processed to a grading accepted for that pavement system. The US EPA lists driveway bedding and sub-base among possible construction-and-demolition material applications, but that does not establish a universal grading or thickness. A driveway carrying cars, delivery vehicles or heavy plant needs a design suited to traffic, subgrade, drainage and local frost or moisture conditions.
Keep soft clay lumps, plaster, topsoil and organic matter out of the sub-base. If the product is too fine, it may pump or rut when wet; if it is too coarse or poorly compacted, it may leave voids and settle. Require the supplier or processor to state the source, grading and any testing that supports the proposed use.
Drainage layers
Brick rubble can provide void space in some drainage or soakaway arrangements, but drainage performance depends on clean, durable particles and a design that prevents migration of fines. Mortar-rich rubble, dust and soil can clog voids. Use a geotextile or other separation detail only where the project designer specifies it, and confirm that the receiving authority permits recycled aggregate in that system.
Land levelling is not automatically authorized
In England, the Environment Agency’s U1 waste exemption guidance permits specified waste types for specified construction uses under stated conditions, including limits on activities and quantities. It does not provide general permission to dump brick waste for convenience. The guidance excludes standalone land levelling and land reclamation under that exemption. An alternative permit, exemption or planning approval may be required.

When clean rubble should be recycled into aggregate
Recycling is generally the better route when the material cannot be reused intact but can be separated and processed into a product with a defined use. Crushing, screening and removal of contaminants can turn brick and masonry into a consistent aggregate; simply tipping an unsorted demolition pile at a new location is not the same thing.

What “clean” should mean in practice
At minimum, the load should be segregated from hazardous and non-mineral waste, have a known source, and be capable of classification. In England, the U1 guidance states: “Waste must not be contaminated by pollutants such as plastic, asbestos fragments, and hydrocarbons such as oils and fuels.” Other regulators use their own lists and thresholds. Ask the receiving facility what it accepts before loading a truck.
Paint, soot, chimney residues, treated materials and industrial contamination deserve particular caution. The Government of Ontario’s Fill Quality Guide and Good Management Practices for Shore Infilling, for example, warns that some materials, including painted or chimney brick, may be unsuitable for unconfined shore infill. That Ontario example does not govern every project, but it illustrates why the end use and jurisdiction matter.
Crushing and screening are regulated activities in some places
Do not infer that a screening exemption also authorizes crushing. England’s T5 guidance covers screening and blending waste and points to T7 for crushing bricks, tiles and concrete. The T5 provision is not blanket permission to crush those materials. Check whether your operator, site and equipment need a permit, registration or another treatment authorization.
Recovery placement versus a manufactured aggregate
Some regulations distinguish between placing suitable waste in an approved recovery project and producing a processed aggregate for sale or use. England’s deposit-for-recovery guidance lists specified waste types and recovery uses such as fill, drainage and road construction, subject to its conditions. A material accepted for one recovery operation is not automatically approved for a different site or a different function.
Match the material to the job
| Proposed use | Why brick rubble might work | Typical reasons to reject or investigate further |
|---|---|---|
| Backfill or nonstructural fill | Mineral material can occupy a controlled void and may be compactable | Unknown contamination, excessive fines, large voids, settlement risk or no approved design |
| Driveway bedding or sub-base | Processed masonry can provide a load-distributing granular layer | Uncontrolled grading, weak or friable particles, poor drainage, wet subgrade or traffic demands beyond the specification |
| Drainage or soakaway media | Clean, open-textured particles can preserve void space | Mortar dust, soil, plaster or other fines that clog the system; no separation or hydraulic design |
| Road or track construction | Approved recycled aggregate may be suitable for a designed pavement layer | Failure to meet the road authority’s grading, durability, compaction or contamination requirements |
| Shore or water-edge infill | Only where the local authority specifically accepts the material and method | Paint, chimney residues, contaminants, erosion, leaching or effects on water quality |
| New masonry | Whole bricks preserve their original product value | Cracking, frost damage, incompatible dimensions, damaged faces or mortar removal that causes unacceptable loss |
There is no single universal gradation or engineering specification for “brick rubble.” A geotechnical or pavement specification may require a particular particle-size range, compaction target, soaked strength, drainage rate or contamination limit. Obtain that requirement before processing or placing material.
A step-by-step workflow for a demolition or renovation load
- Plan the destination before demolition. Decide whether the priority is brick salvage, an approved recycler, a recovery site or disposal. Tell the demolition crew which materials must remain separate.
- Inspect and segregate at source. Pull out whole bricks, then create separate piles for clean mineral rubble, mortar-rich material, soil and mixed waste. Keep suspect material isolated.
- Identify mortar and brick condition. Test a small area or sample carefully. Lime mortar may be removable with less damage than hard cement mortar, while aggressive chiseling can destroy reusable faces.
- Record provenance. Note the building, room or area, dates of removal and any history of industrial use, fire, oil storage or chemical handling. This information helps a recycler or waste adviser classify the load.
- Check contamination and classification. Follow the applicable regulator’s classification process. Do not describe a load as clean merely because no contamination is visible.
- Define the end-use performance. For fill, sub-base, drainage or a road, obtain the project’s material and compaction requirements. Ask whether testing or certification is required.
- Confirm authorization. Verify permits, exemptions, tonnage limits, planning conditions and transport paperwork for the specific jurisdiction and activity.
- Process only as authorized. Use approved crushing and screening equipment or send the material to a permitted processor. Control dust, noise, runoff and traffic around the operation.
- Place and document the material. Keep delivery tickets, classification records, test results and photographs. Place in the specified lifts and protect completed work from contamination by later trades.
England, the United States and Ontario: why location changes the answer
England
England’s U1 exemption is a narrow route for using specified waste in specified construction activities. It has eligible materials, uses, conditions and quantity limits; those details should be read directly in the current U1 guidance before relying on it. Waste must be classified before collection, disposal or recovery under the construction and demolition classification guidance. Crushing may fall under T7 rather than T5, so review the T5 information and the applicable treatment rules.

US EPA material-management guidance describes reuse and onsite recycling of brick, concrete and masonry for fill, sub-base and driveway bedding. Federal guidance does not replace state, county, municipal, stormwater, building-code or project-specific requirements. Confirm acceptance with the state regulator, local authority, engineer and receiving facility.

Ontario’s shore-infilling guidance demonstrates that a special environment, such as a shoreline, can impose stricter material-quality expectations than ordinary site work. Other provinces, states and countries may classify masonry waste differently or require sampling, records, permits or engineered designs. Always identify the project location and receiving environment before choosing a route.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Common mistakes and how to avoid them
- Crushing before salvaging: Walk the load and remove reusable bricks first; crushing destroys the option permanently.
- Calling a mixed load clean: Separate plastics, wood, plaster, soil and suspect residues before a recycler evaluates it.
- Using appearance as an approval: A clean-looking pile can still fail classification or end-use tests.
- Filling a low spot without a design: Uncontrolled dumping can cause settlement, ponding, blocked drainage and regulatory action.
- Assuming all recycled aggregate behaves alike: Brick-only, concrete-rich and mortar-rich products have different properties. Request the actual grading and test information.
- Ignoring dust and runoff: Crushing and handling create nuisance and environmental risks. Use the controls required by the site plan and permit.
- Mixing old chimney or painted brick into water-edge work: Obtain the relevant environmental approval and material-quality advice first.
Frequently asked questions
Can I mix broken brick with crushed concrete?
Possibly, if the receiving specification permits a mixed recycled aggregate and the combined load is classified, processed and tested accordingly. Do not blend materials simply to make a pile disappear; mixing can make contamination harder to identify and may change grading and performance.
How do I know whether mortar is lime or cement?
Age and construction style provide clues, but appearance is not conclusive. A specialist can examine a sample. Use a careful trial removal rather than forceful mechanical chiseling when salvage value matters.
Is brick rubble automatically suitable for a soakaway?
No. A soakaway needs an engineered void structure, suitable infiltration conditions and protection from fines. Brick dust, soil and mortar can clog the voids, and local drainage rules may specify another aggregate.
