For a construction worker, the practical route to British Columbia permanent residence is usually the BC Provincial Nominee Program (BC PNP) Skills Immigration process followed by an Immigration, Refugees and Citizenship Canada (IRCC) permanent-residence application. Prepare two separate evidence packages: one for BC PNP and another for IRCC. A construction-trade targeted invitation also requires a SkilledTradesBC certificate or a registered apprenticeship that corresponds to the job offered.
Use the current BC PNP Skills Immigration Application Guide and your personalized BC PNP Online upload list as the controlling checklists. Where language evidence is required, the 2026 guide requires Canadian Language Benchmark (CLB) 4 in listening, speaking, reading and writing, using one of the specifically accepted test versions.

How the British Columbia construction-worker route works
BC PNP Skills Immigration is a provincial nomination pathway for workers whose experience and qualifications are needed in British Columbia. The process has six practical stages:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Choose the appropriate stream. Construction applicants commonly examine Skilled Worker and, where eligible, an Express Entry BC option. The correct choice depends on the current stream rules, your occupation, work history, job offer, language evidence and immigration profile.
- Register when the stream requires registration. Enter your information in BC PNP Online and retain the registration details.
- Wait for an invitation to apply. A construction-trade targeted invitation is not automatic. For that targeting, your trade certificate issued by SkilledTradesBC or your registered apprenticeship must correspond to the offered job.
- Submit the BC PNP application. Upload the applicant documents and the employer’s separate supporting package through the personalized list.
- Receive the nomination decision. A provincial nomination does not itself grant permanent residence.
- File the IRCC permanent-residence application. Use the federal checklist and the personalized online document list for the route you selected.
Trade targeting and general eligibility are separate tests. Even if your certificate or apprenticeship matches the offered construction job, you must still meet the selected stream’s occupation, wage, work-experience, employer, language and other requirements in the current guide. Confirm the exact National Occupational Classification (NOC) before registering.

Applicant documents for the BC PNP stage
Scan documents in colour where requested, make sure names and dates are consistent, and arrange translations when a document is not in English or French. The personalized upload list controls what you must attach; the following categories are the core preparation set.
Identity and immigration history
- Passport biographical page and a current photograph.
- Canadian immigration records, if you have held status in Canada, including permits or other records requested in your upload list.
- Documents explaining any name change or discrepancy between identity records.
Personal and employment history
- A current résumé or CV covering employment, education and periods of activity without unexplained gaps.
- A signed job offer from the British Columbia employer.
- The employer’s detailed job description, showing duties that align with the offered NOC and your trade qualification.
- Evidence of work experience and other stream-specific eligibility items requested by BC PNP.
Education and trade qualification
- Diploma, degree, certificate or other education credential relevant to your application.
- An Educational Credential Assessment (ECA) when the stream or your claimed factor requires one.
- Occupational licences, trade certificates and apprenticeship records relevant to the offered job.
- For construction-trade targeting, the SkilledTradesBC certificate or apprenticeship registration that corresponds with the job offer.
Language and additional factors
- An approved language-test report when the stream requires it or when you claim language points.
- Evidence for a stream-specific designation, regional experience or alumni factor, if you rely on one.
- Evidence for a spouse-related factor, if applicable.
Do not upload a generic collection of certificates without matching each item to the personalized list. A clear file name, readable scan and consistent dates make it easier for an officer to connect your evidence to the claim.
The employer’s separate BC PNP package
Your employer must usually provide evidence in addition to your personal documents. The employer checklist can require:
Rank #2
- Employer Declaration Form.
- Employer recommendation letter.
- Signed job offer and detailed job description.
- Recruitment evidence.
- Incorporation documents or the legal equivalent.
- Municipal business licence.
- National Safety Code number for a commercial vehicle operator, where applicable.
Ask the employer to complete forms exactly as required and to keep the job title, duties, wage, work location and signatures consistent across the offer, recommendation and declaration. An employer’s package supports the job and business, while your package proves identity, qualifications and personal eligibility; one does not replace the other.
Language tests BC PNP accepts
The 2026 BC PNP Skills Immigration Program Guide accepts only the versions in this table. A test with a similar brand name is not interchangeable.
| Language | Accepted test and version | Versions that do not satisfy this rule |
|---|---|---|
| English | CELPIP-General | CELPIP General LS |
| English | IELTS General Training | IELTS Academic; IELTS One Skill Retake |
| English | PTE Core | PTE Academic |
| French | TEF Canada | TEF Quebec, TEF Intégration, TEF Résidence, TEF Nationalité |
| French | TCF Canada | TCF Quebec, TCF Integration, TCF Residence, TCF Nationality, TCF “tout public” |
What CLB 4 means
When the language requirement applies, you must meet CLB 4 in each of the four competencies: listening, speaking, reading and writing. A higher result in one skill cannot compensate for a result below CLB 4 in another. Keep the official score report and upload a clear copy when BC PNP requests it.
Rank #3
When a test may be optional at registration
Applicants in TEER 0 or TEER 1 occupations may not need to submit a language result at registration unless they are claiming language points. BC PNP can still require valid results during assessment. Do not infer an exemption for a construction occupation without checking its NOC, stream and the current guide.

Skilled Worker route
The Skilled Worker option is handled through the BC PNP process and then a non-Express Entry or other applicable IRCC permanent-residence route. Your provincial file must establish the qualifying job, experience, education or trade evidence, language position and employer support required by the current stream.
Express Entry BC route
An Express Entry BC nomination is connected to your federal Express Entry profile. In addition to provincial evidence, IRCC’s document list can require language results, passport or travel-document records, education or ECA evidence where applicable, job-offer documentation, work-experience proof, a trade certificate where applicable, proof of funds, police certificates and the provincial nomination.
Rank #4
Do not choose Express Entry solely because you have a language result or a trade certificate. Confirm that you have an eligible Express Entry profile and that the BC stream’s requirements match your situation. If your federal profile, passport, work history or family information changes, update the relevant system and follow the instructions attached to your nomination.
After nomination: the IRCC permanent-residence file
Provincial approval is followed by a federal application. For a non-Express Entry Provincial Nominee Class application, the current IRCC checklist calls for portal forms including:

Complete every applicable field, sign where required and upload the files in the order and format shown in your personalized checklist. IRCC can also require identity and civil-status records, nomination confirmation, photographs, fees, police certificates, biometrics and medical instructions, depending on your family and processing route.
Police certificates
Police certificates are generally required for you and family members aged 18 or older for countries where the person lived for six consecutive months or longer. For the country where you currently live, the certificate should be issued no more than six months before submission. Upload colour scans of the originals. If a certificate is delayed, use the relevant upload field for an explanation and evidence that you made reasonable efforts to obtain it; do not silently omit it.
Medical examination
When IRCC requires an immigration medical examination, use a panel physician and follow the personalized instructions. Keep the physician’s information printout or IMM 1017B evidence for your records and upload it when the checklist requests it.

Applying from inside Canada
Include current and previous Canadian immigration records and ensure your status documents cover the relevant period. A Canadian job offer does not remove the need to prove identity, trade qualification, work history or language compliance. Check whether your current status permits the work described in the BC PNP application.
Applying from outside Canada
Plan for passport validity, overseas police certificates, translation or certification requirements and the time needed to obtain employer and trade records. Your employer still supplies its own BC PNP package; overseas residence does not transfer those responsibilities to you.
Including a spouse or dependent children
Collect passports, civil-status records, photographs, police certificates for adult family members who meet the residence rule, and any forms or medical instructions shown for each person. Family composition must be consistent in the provincial and federal applications. Report marriages, births, divorces, adoptions and other changes rather than relying on an older form.
Common mistakes and how to prevent them
- Using the wrong test. IELTS Academic, PTE Academic, CELPIP General LS and the excluded TEF or TCF versions do not become acceptable because the score report is recent. Book the exact accepted version.
- Submitting one skill below CLB 4. Check all four competencies individually before claiming that you meet the requirement.
- Assuming a trade certificate alone guarantees targeting. The certificate or registered apprenticeship must correspond to the offered job, and the full stream criteria still apply.
- Leaving the employer package until the end. Employer declarations, recruitment evidence, business records and licences may require signatures or records you cannot obtain yourself.
- Ignoring translations and scan quality. Arrange required translations and review every page for legibility, including stamps, signatures and reverse sides.
- Reusing an outdated federal checklist. Use the current IMM 0199 checklist and the personalized online list generated for your application.
- Waiting to investigate police certificates. Issuing authorities and residence histories differ. Start requests early and preserve proof of your efforts if a certificate is delayed.
- Providing inconsistent dates or duties. Reconcile your résumé, reference evidence, job offer, forms and travel history before submitting.
A practical submission sequence
- Identify the correct NOC and BC PNP stream, then read the current guide for wage, experience, employer and registration rules.
- Ask the employer for the signed offer, detailed duties and every item on the employer checklist.
- Obtain or verify the matching SkilledTradesBC certificate or apprenticeship evidence.
- Book an accepted language test if required or if language points will be claimed; verify each competency against CLB 4 where applicable.
- Assemble identity, education, ECA, work, licence, family and immigration-status records, with translations where required.
- Complete the BC PNP registration or application and upload only clear files that match the personalized list.
- After nomination, create the IRCC file from the current checklist, complete the required IMM forms, obtain police certificates and follow biometrics and medical instructions.
- Review the final submission for signatures, fees, matching names and dates, and evidence for every claimed factor.
Keep copies of every form, upload and receipt. If your circumstances change after nomination or during federal processing, follow the applicable BC PNP and IRCC change-reporting instructions instead of submitting contradictory information.
