The safe route is the one shown by the project’s current signs, barriers, flaggers and agency notices—not the route that existed before work began. Check the responsible transportation agency’s latest update before traveling, then follow every temporary control at the site.
Federal Highway Administration (FHWA) guidance treats temporary traffic control as a system for moving drivers, bicyclists, pedestrians and people with disabilities safely through or around work zones. The exact arrangement, dates and detours remain project- and jurisdiction-specific.

What should I expect during bridge construction?
A bridge project may occupy part of the roadway, shoulder, sidewalk, shared-use path, median or approaches. Crews can install temporary barriers, shift lanes, narrow travel space, close a ramp, reduce a crossing to one direction, or route traffic onto a detour. The pattern may change between demolition, foundation work, structural erection, paving and final inspections, so an arrangement that was correct last week may no longer apply.

Temporary traffic control is the collection of signs, markings, signals, channelizing devices, flaggers, barriers and other measures used to guide people through an area affected by construction or another disruption. FHWA describes it as guiding “drivers, bicyclists, pedestrians, and individuals with disabilities” safely and efficiently. At a bridge site, the controls are designed around the work space, available width, sight distance, traffic volumes and the order of construction.

Expect slower movement and less room for error. Queues can form before a visible closure, construction vehicles may enter or leave the site, and workers may be close to moving traffic. Do not assume a closed lane, sidewalk or shoulder is safe to use simply because no crew member is visible.
How do I find the current closure, detour or access information?
Local information is the only reliable source for a project’s schedule and route. Look for the transportation department, toll-road authority, county or city public-works page identified on project signs. Check the agency’s traffic-alert service, public notices, variable-message signs and verified social-media updates when those channels are offered. Residents and businesses should also review mailed notices, email alerts and meeting materials.
When reading a notice, verify each of these details rather than relying on a headline:

| Check | Why it matters |
|---|---|
| Affected road user | A closure for motor vehicles may leave a signed pedestrian or bicycle route open, or the reverse. |
| Location and direction | Restrictions can apply to one approach, one direction, a ramp or a crossing rather than the entire bridge. |
| Effective date and time | Night work, weekend stages and weather delays can create different conditions from the normal daytime setup. |
| Type of change | A lane shift, alternating one-way operation, full closure and detour require different decisions before departure. |
| Alternate route | Use the route named by the agency; an unofficial shortcut may pass through the work area or an unsuitable road. |
| Update date and issuing agency | Confirm that the information is current and comes from the authority managing the project. |
FHWA’s public-information guidance recommends identifying affected audiences, developing messages, selecting communication methods and timing, and evaluating whether the information reached people. That process is intended to cover road users, the general public, nearby residents and businesses, and appropriate public entities. It does not create one national detour schedule.
What should drivers do at a bridge work zone?
Approach the first warning
Reduce speed as soon as signs direct you to do so, scan for stopped traffic and leave a large gap ahead. A queue can extend beyond the taper or the first construction sign. Keep headlights on when required by local law or signs, and remove distractions before entering the area.

Follow the temporary path, not the old roadway
Lane shifts can move travel lanes across former markings or onto a temporary surface. Stay between the current lines, cones or barriers. Do not cross a solid line, drive around a barricade, use a closed shoulder to pass, or enter a work space to avoid a delay. If a flagger is present, the flagger’s instruction controls your movement; proceed only after receiving a clear signal.
Prepare for narrowed lanes and changing geometry
Temporary barriers may separate a travel lane from workers or opposing traffic. FHWA describes these barriers as physical separation between the work space and motorized traffic or between opposing lanes. They can make a lane feel narrower, reduce lateral clearance and limit the opportunity to change lanes. Position your vehicle early, maintain a steady speed appropriate to the signs, and give wide vehicles extra room.

When the bridge or an approach is closed, use the signed detour even if a mapping app suggests a shorter path. Navigation data can lag behind a staged closure, and an apparent local access road may be reserved for residents, emergency vehicles or construction traffic. Expect additional travel time and allow fuel, mobility and appointment plans to accommodate it.
Share the road with workers and equipment
Construction trucks can stop, back, turn across a lane or enter from a temporary access point. Watch for a spotter, obey a temporary signal and never pass a vehicle stopped for a flagger unless directed. At night, glare, shadows and changing work lights can make people and devices harder to see; slow down enough to identify the full path.

What should bicyclists expect?
Bicyclists are included in FHWA’s temporary-traffic-control scope, but a bridge project may not preserve the original shoulder or bike lane. Follow the bicycle route shown by signs and channelizing devices. A route may use a temporary lane, a shared roadway, a separated path or a detour, depending on the site.

Dismount only where the signed route or local instruction requires it; walking a bicycle through an open, designated pedestrian route is different from entering a closed facility. Check the route in advance for steep grades, surface changes and intersections created by the detour, and allow more time than a normal trip.
Will there be a safe pedestrian route during bridge work?
If construction disrupts an existing walkway, FHWA’s Proven Safety Countermeasures in Work Zones: Desktop Reference (2024) calls for a temporary facility with temporary traffic control to provide safe, accessible accommodation. That means pedestrians should look for a specifically designated route, not improvise around fencing or equipment.
Use the designated crossing
Follow signs, pedestrian signals, crossing guards and channelizing devices. A temporary route may cross a road at a different point, use a protected side of the street or require a detour to the opposite approach. Cross only at the location indicated by the project controls.
Check accessibility at the site
People using wheelchairs, walkers, canes, service animals or other mobility aids should look for a continuous route with the project’s temporary controls. Do not assume that an alternate path is step-free, wide enough or otherwise suitable without project-specific information. If the signed route is blocked, ends abruptly or cannot be used safely, stop before entering the roadway and contact the agency listed on the project notice for instructions.

Expect changes between construction stages
A temporary walkway can move as crews build a pier, shift traffic or remove an old deck. Recheck signs at every approach rather than following a familiar path from an earlier visit. Keep children close, avoid headphones that mask warnings and do not climb, move or duck under barriers.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How are residents and businesses affected?
People living or operating a business near the bridge may experience construction traffic, noise, dust, vibration, lighting, blocked driveways, delivery changes or temporary loss of parking. The duration and hours depend on the contract and local permits. A notice may distinguish between through-traffic restrictions and local access; read that distinction carefully before moving a vehicle, scheduling a delivery or advertising a route to customers.
Ask the project contact how to maintain access for residents, employees, customers, emergency services and deliveries. If an entrance must move, request the replacement location and the dates in writing. Keep the agency’s update channel available because a weather delay or a new construction stage can change the access plan.
What do the signs, barriers and other devices mean?
Each device has a role in the temporary design. Advance-warning signs tell you a change is ahead. Regulatory signs impose a speed, movement or lane requirement. Cones, drums and pavement markings channel traffic along the intended edge. Arrow boards and temporary signals show direction or turn-taking. A flagger provides positive, immediate instruction when traffic must alternate or stop. Barriers provide physical separation where a visual line alone is not enough.
The combination and placement are selected for the project’s geometry and hazards. Do not move a cone, open a gate, drive through a gap in a barrier or follow a vehicle that ignores a sign. If a device is knocked down or a sign appears contradictory, slow down, stop where lawful and report the condition to the responsible agency or emergency services when there is an immediate danger.

Which federal safety rules apply?
FHWA says the 2024 Work Zone Safety and Mobility Rule (Subpart J) and Temporary Traffic Control Devices Rule (Subpart K) were published in the Federal Register on November 1, 2024, and took effect December 2, 2024. They apply to Federal-aid highway projects.
FHWA summarizes Subpart J as requiring systematic management of work-zone safety and mobility impacts. Its Subpart K summary covers positive protection between work space and motorized traffic, installation and maintenance of temporary traffic-control devices, and related measures. These federal summaries do not prescribe one layout for every bridge. A locally funded project, a state project and a Federal-aid project may have different legal requirements, and the project’s approved traffic-control plan determines the arrangement you see.
Why does work-zone behavior matter to road users?
Work-zone danger is not limited to construction crews. In a November 5, 2024 announcement, FHWA reported that “four out of five work zone fatalities involved drivers or passengers.” The figure covers work zones overall, not bridge construction specifically, and it is not a prediction of the risk at any individual project. It does show why complying with temporary speed limits, lane instructions and barriers protects the people inside vehicles as well as workers outside them.

What if the conditions do not match the notice?
- Do not improvise. Stop before a closure, missing walkway or blocked access point; do not enter the work area to find a way through.
- Use the most recent on-site control. Temporary signs, signals, barriers and a flagger may reflect a later construction stage than an online notice.
- Record the practical detail. Note the approach, direction, time and device or route that created the problem. A photograph is useful only when it can be taken safely without stopping in traffic.
- Contact the responsible agency. Use the project phone number, website or reporting channel shown on the notice or sign. Explain whether the issue affects vehicles, bicycles, pedestrians or accessibility.
- Call emergency services for an immediate hazard. A fallen barrier in a live lane, an exposed drop-off or a person forced into moving traffic requires urgent assistance rather than waiting for a routine reply.
For every trip, the practical rule is simple: check the current project information, leave extra time, and obey the route that is visibly marked at that moment. Bridge construction plans change as work advances, but disciplined attention gives residents and road users the safest way to adapt.
