BREEAM vs LEED for Industrial and Logistics Buildings: How to Choose the Right Route

There is no universal winner between BREEAM and LEED for an industrial or logistics building. Both have applicable pathways, but the better choice depends on the country and local scheme, whether the project is new or already operating, the assessment boundary, how much the owner controls versus tenants, the edition open for registration, the performance outcomes required, assessor availability and the full delivery cost.

For a new warehouse or distribution centre, compare LEED BD+C: Warehouses and Distribution Centers with the applicable BREEAM New Construction route. For an occupied asset, compare operational pathways such as LEED O+M and BREEAM In-Use rather than a design-stage score against an in-use assessment. Manufacturing areas, process loads and mixed-use campuses require a separate classification exercise.

What BREEAM and LEED cover in industrial and logistics projects

LEED and BREEAM are building-assessment systems, not product specifications. They organise evidence about energy, carbon, water, materials, health, transport, ecology, resilience and operational performance into a certification decision. The applicable credits, prerequisites, calculations and evidence depend on the edition and rating system, so a checklist from one version cannot be treated as a universal comparison.

USGBC identifies LEED BD+C: Warehouses and Distribution Centers for new construction or major renovation. Its guidance also describes LEED O+M for qualifying existing warehouses. BREEAM International New Construction Version 6 explicitly lists “Warehouse – distribution center” as an industrial building type, alongside factory offices, general manufacturing and light manufacturing in its USA technical-standard summary.

The schemes can therefore both serve a logistics project, but they do not produce interchangeable scores. A client should first establish the project type, stage, boundary and country, then compare the current local manuals and delivery routes.

Choose the lifecycle route before comparing credits

The first decision is whether the assessment concerns design and construction, an existing occupied building, or a fit-out. Comparing unlike lifecycle routes can make one system appear to fit simply because the wrong pathway was selected.

Project situation LEED route to investigate BREEAM route to investigate
New warehouse or distribution centre BD+C: Warehouses and Distribution Centers New Construction, including the industrial warehouse/distribution-centre type
Major renovation BD+C: Warehouses and Distribution Centers, subject to the edition’s scope rules New Construction or the applicable refurbishment route, depending on the work and local scheme
Existing warehouse operating for at least one year O+M; USGBC says the building must be fully operational and occupied for at least one year In-Use, which BREEAM describes as a framework for owners, managers, investors and occupiers to benchmark assets and validate operational data
Tenant or interior fit-out Check the applicable LEED ID+C or other current rating-system route Check Refurbishment and Fit-Out or another local scheme route

USGBC describes LEED v5 as the current rating system and says it is available across commercial BD+C, ID+C and O+M. The current registration rules and rating-system selection guidance still govern the exact route for a mixed or unusual facility. BREEAM’s standards overview separates New Construction, In-Use, and Refurbishment and Fit-Out for different lifecycle needs.

Apply the LEED floor-area test to mixed facilities

USGBC’s rating-system selection guidance says a system should generally not be used when it fits less than 40% of the project’s gross floor area. If it fits more than 60%, it should be used; at 40–60%, the team must determine which system is most applicable. The entire LEED project is placed under one rating system.

This matters on industrial campuses that combine offices, storage, workshops, laboratories and production. Do not label a project “warehouse” merely because it has a large storage hall. Measure the gross-floor-area mix and apply the exact edition’s rules to the dominant use and the project boundary.

Confirm BREEAM’s assessment scope

The BREEAM International New Construction summary describes three practical scopes: shell-only, shell-and-core, and fully fitted. Shell-only can suit a developer delivering the envelope without internal services or tenant finishes. Shell-and-core captures the structure and landlord systems while leaving tenant work outside the assessed scope. A fully fitted assessment can include the completed internal accommodation when that work is designed and controlled by the project team.

Set the boundary around owner and tenant control

A certification boundary should match the work for which the applicant can supply reliable evidence. A speculative warehouse with no contracted tenants may not know the future fit-out, lighting, racking, refrigeration or operational schedules. USGBC notes that this limited control can make LEED Core and Shell a better reflection of owner-controlled work when much of the space is incomplete.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

BREEAM’s shell-only, shell-and-core and fully fitted options provide a similar scoping choice, but the team must select the option supported by the local manual and the contractual responsibilities. Record the boundary before design evidence accumulates; changing it late can invalidate calculations and require new documentation.

  • Draw the assessment line around the whole building, landlord areas, tenant areas and any shared infrastructure.
  • Identify who controls envelope performance, central plant, lighting, water systems, loading yards, parking and landscape works.
  • List tenant-controlled equipment such as process machinery, refrigeration, conveyors and specialist ventilation separately from base-building systems.
  • State which areas are excluded and why, using the current scheme’s eligibility rules rather than an informal description.

Geography and edition can change the answer

BREEAM is not one globally identical manual. BREEAM says it is available worldwide except where local operators provide adapted standards, and national scheme operators can publish local requirements, fees and technical interpretations. Confirm the operator and the manual open for registration in the project country.

For the United States, BREEAM publishes a dedicated New Construction route. Its USA materials also reference V7.1 for USA New Construction. Separately, BREEAM’s New Construction standard page says full release of Version 7 is planned for later in 2026 and that pre-release UK and International manuals and a changes summary are available. Whole-life carbon, a net-zero-carbon strategy, updated energy benchmarks, operational-energy modelling and alignment with EU Taxonomy criteria are identified as Version 7 themes. Until the release and registration rules are confirmed for the project, treat those materials as announced or pre-release features, not as an available checklist.

USGBC identifies LEED v5 as current. Its warehouse guidance explains that strategies from earlier editions may have been adapted for v5 or may appear under Project Priorities and Innovation, with sector-specific Project Priority credits developed and released in a library. A v4 warehouse credit list should not be copied into a v5 submission.

Compare the outcomes that matter to the asset

Both schemes address broad sustainability themes, but the weighting and evidence differ by edition. Write the owner’s performance brief before comparing scorecards.

Decision axis Questions for the project team Why it changes the choice
Location and scheme Which country, national operator and rating system are available for registration? International and locally adapted rules are not interchangeable.
Lifecycle Is this a new build, major renovation, occupied asset or fit-out? Design/construction and operational assessments use different evidence.
Boundary and control Who controls shell, core services, tenant fit-out, process equipment and site works? Credits and prerequisites require evidence within the defined project scope.
Performance priorities Which outcomes are contractual: energy, carbon, water, materials, health, resilience, biodiversity or operational tracking? Edition-specific categories and priorities can reward different strategies.
Recognition Do investors, tenants, lenders or a portfolio standard require a particular label? Market and portfolio requirements may outweigh small technical differences.
Delivery capacity Are qualified assessors, energy modellers and document owners available locally? Availability affects programme risk and professional-service cost.
Cost and schedule What are registration, certification, assessor, consultant, modelling, review and documentation costs? Published scheme fees alone are not a like-for-like project total.

Industrial and logistics issues that need special treatment

Warehouse operations and process loads

USGBC warns that warehouse O+M projects can face process-load issues in energy, water and waste that affect performance scores or prerequisites. A distribution building may include refrigeration, automated storage and retrieval, battery charging, vehicle washing, packaging, cold rooms or high-throughput conveyors. Establish which loads are base-building, tenant or process loads and how the selected edition treats them before setting a baseline.

Operational certification also depends on credible utility and waste data. Assign responsibility for meter access, invoices, sub-metering, waste records, occupancy data and operating schedules. If tenants change frequently, write data-sharing obligations into leases or service agreements.

Manufacturing is not simply a larger warehouse

USGBC separates warehouse/distribution statistics from manufacturing and notes that manufacturing can include offices, warehousing/distribution and production areas. Process loads, specialised ventilation, higher water demand and around-the-clock operation create different modelling and documentation challenges. Use the manufacturing guidance when production dominates, and apply the rating-system selection rules to the whole campus.

A campus with a factory, warehouse and offices may need one carefully justified LEED boundary or separate assessments where the applicable rules allow it. Do not add manufacturing and warehouse certification counts together or assume a warehouse pathway captures production energy.

Existing-facility performance tracking

USGBC describes LEED v4.1 O+M as a performance pathway and explains that LEED v5 uses Arc for performance tracking, certification and reporting. Check the current platform and edition requirements at registration, especially when an owner is moving a portfolio from an earlier O+M version.

A practical LEED decision and delivery sequence

  1. Classify the facility. Separate warehouse/distribution, manufacturing, office and other uses; calculate each use’s gross floor area.
  2. Select the lifecycle route. Use BD+C for an eligible new construction or major-renovation project, and investigate O+M only when an existing warehouse meets the operational and occupancy requirements.
  3. Apply the 40/60 selection guidance. Document why the chosen rating system fits the project, particularly where industrial uses are mixed.
  4. Define the boundary. Include the entire LEED project gross floor area and identify owner-controlled work, tenant work and excluded process areas.
  5. Check the registered edition. Use the current v5 requirements and its Project Priorities and Innovation material rather than an old v4 checklist.
  6. Build the evidence plan. Assign owners for energy models, water calculations, materials records, commissioning, waste data, site information and tenant assumptions.
  7. Test operational risks early. Model process loads, 24/7 schedules, refrigeration, ventilation and charging loads before the design is fixed.
  8. Budget the full route. Add USGBC registration and certification fees to modelling, commissioning, consultants, internal labour, documentation and review-related costs.

USGBC’s warehouse FAQ frames the reader’s practical question as “How can warehouses and distribution centers earn LEED certification?” The answer is a project-specific route selection followed by evidence for the registered edition, not a generic warehouse checklist.

A practical BREEAM decision and delivery sequence

  1. Identify the national scheme. Confirm the country, BREEAM operator and current New Construction, In-Use or Refurbishment and Fit-Out manual.
  2. Choose the building type. Verify whether the asset is a warehouse/distribution centre, factory office, general manufacturing, light manufacturing or another listed industrial type.
  3. Select the scope. Decide between shell-only, shell-and-core and fully fitted assessment, matching the developer’s contractual control.
  4. Set the boundary and evidence owners. Map landlord systems, tenant areas, production equipment, yards, transport infrastructure and landscape works.
  5. Appoint an assessor with the right geography and scheme experience. The assessor’s organisation sets its own service charges, which are separate from the published BREEAM fees.
  6. Check the edition status. If considering Version 7 themes, confirm that the exact local manual is released and open for project registration; do not rely on pre-release material.
  7. Plan whole-life and operational evidence. Address energy modelling, carbon, water, materials, ecology, resilience and in-use data according to the selected manual.
  8. Lock the review and certification budget. Include registration, assessment, technical review, design-team time, modelling, site evidence and any resubmission contingency.

Fees and market scale: useful context, not a performance ranking

Official fees use different bases, so they cannot be compared as if they were equivalent project quotes. LEED fees vary by rating system, membership, floor area and review option. The LEED fee page also offers a 20% discount on standard certification fees when at least 60% of the project’s square footage is classified as warehouse and distribution. Confirm the applicable rate at registration on USGBC’s certification-fee page.

USGBC reported in June 2026 that there were 8,648 LEED-certified and registered warehouse and distribution-centre projects, representing more than 3.06 billion ft² (284 million m²) of built space. The count includes one-off, multi-building, campus and volume applications and excludes industrial manufacturing projects. In the same month, USGBC reported 6,275 LEED-certified and registered industrial manufacturing facilities, representing 1.87 billion ft² (174 million m²); that population excludes light industrial and warehouse/distribution projects. These figures show adoption, not comparative performance or value for money.

Which route fits common project situations?

Speculative warehouse with limited tenant information

Start with the owner-controlled scope. LEED Core and Shell may better reflect incomplete tenant work, while BREEAM shell-only or shell-and-core can limit the assessment to delivered elements. Make future tenant systems and data obligations explicit rather than assuming they will be available.

Owner-occupied distribution centre with stable utility data

For a new build, compare the applicable BD+C and BREEAM New Construction routes against the owner’s energy, carbon, water and recognition targets. For an existing building with at least one year of operation, compare LEED O+M with BREEAM In-Use using actual performance data.

Multinational logistics portfolio

Map each country’s BREEAM operator and each site’s LEED registration options. A portfolio may standardise its internal metrics while using different certification routes where local availability, fees or tenant requirements differ.

Factory and warehouse on one industrial campus

Separate production process loads from storage and office loads, calculate the floor-area proportions and apply the current rating-system selection rules. Manufacturing guidance should inform the production area; a warehouse-only assumption can omit ventilation, water and 24/7 process demands.

Common pitfalls and how to prevent them

  • Comparing unlike stages. Do not compare a new-construction design score with an existing-building operational score. Align lifecycle first.
  • Using the wrong edition. Revalidate every credit, prerequisite, platform and fee against the edition open for registration.
  • Ignoring local BREEAM rules. A BREEAM International summary does not replace the national operator’s current manual.
  • Overstating tenant control. If tenants are unknown, exclude their work through the permitted scope or secure contractual data commitments.
  • Calling a manufacturing plant a warehouse. Production process loads and specialist ventilation can change the applicable rating-system analysis.
  • Budgeting only the published fee. Add assessor or consultant services, energy modelling, commissioning, documentation, internal labour, review and schedule contingency.
  • Leaving operational data until handover. Decide meter boundaries, data ownership and reporting frequency during design and lease negotiations.
  • Treating adoption counts as proof of superiority. LEED project totals use defined populations and dates; they do not establish that LEED performs better or costs less than BREEAM.

Questions to answer before appointing a certification team

  1. What country and national scheme operator govern the project?
  2. Is the building new, undergoing major renovation, occupied for at least a year, or being fitted out?
  3. What percentage of gross floor area is warehouse, manufacturing, office or another use?
  4. Which edition is currently open for registration?
  5. What work is controlled by the owner, landlord, tenant and process operator?
  6. Will the assessment be shell-only, shell-and-core or fully fitted?
  7. Which outcomes are contractual: energy, carbon, water, materials, health, biodiversity, resilience or operational tracking?
  8. Can the team provide reliable process-load, utility, waste and occupancy data?
  9. Are suitably qualified assessors and modellers available in the project geography?
  10. What is the complete cost and programme after professional services and documentation effort are included?

Answering these questions produces a defensible route selection. The label should follow the project’s geography, lifecycle, boundary and performance brief—not the other way around.
