What is the Bogotá Metro supervision dispute?
Colombia One reported that the First Line Bogotá Metro Supervision Consortium, also known as Consorcio Supervisor PLMB, requested amicable composition against EMB after direct dispute-resolution mechanisms had failed. The reported request concerns extra staffing expenses the consortium says it incurred while supervising Bogotá Metro Line 1. The filing was not independently available, so its contents and the claimed accounting have not been verified here. Colombia One’s October 9, 2026 report attributes the claim to the request and says Portafolio had also covered it.

How much is the consortium claiming?
The report puts the claimed additional personnel costs at COP 25,213,748,766 through July 2026, with further expenses said to be accruing. This is the consortium’s reported claim, not an independently verified cost calculation, a final legal finding, or an award. Because the underlying request was not accessible, the available account does not show how the consortium itemized or substantiated the amount.
Why does the supervisor say it incurred extra costs?
According to the report, the consortium links the additional work to delays in Metro Línea 1 S.A.S.’s delivery of detailed studies and designs, and to a July 2023 transaction agreement that allowed construction to proceed before all design approvals were complete. The supervisor reportedly argues that the changed sequence affected its workload and planning, keeping its specialist design engineering team engaged for nearly 12 additional months during construction. These are the supervisor’s reported arguments, not conclusions established by a court, regulator, or independent auditor. The request itself was not available for independent review.

Who are the parties, and what are their roles?
The dispute involves three distinct contractual roles. EMB is the public project entity; Metro Línea 1 S.A.S. (ML1) is the concessionaire; and Consorcio Supervisor PLMB is the selected supervision consortium. EMB’s official project page says EMB and ML1 signed concession contract 163 of 2019 on November 27, 2019. Under that contract, ML1 undertook to build the first line, supply its equipment, and operate and maintain it for 20 years. The same page says the supervisor was selected from a shortlist of six consulting groups.
The reported design-delivery issue is attributed to ML1, but the reported cost request is made by the supervision consortium against EMB. Those are not the same claim or contractual relationship. The available reporting does not establish how the parties interpret their respective obligations for the added supervision work.

No. In a separate August 1, 2026 statement, EMB discussed alleged corruption involving a CHEC executive and subcontractors. EMB said the alleged conduct concerned a private relationship, that it informed multilateral lenders, and that it filed a criminal complaint with the Fiscalía General de la Nación. EMB also said it had paid its contract obligations on schedule and that ML1 remained responsible for paying subcontractors.
