Not on the evidence available. A 3D BIM model can describe a building, but it is not automatically an operations-and-maintenance (O+M) handover. Facility managers also need a dependable way to find equipment records, specifications, warranties, maintenance manuals and as-built information. The practical answer is to design the information handover around those tasks, using the model alongside a navigable document package when that best fits the owner’s systems and staff.
What “ready for the 3D world” should mean
Readiness is not a test of whether a facilities team can rotate a model or open a Revit file. It is whether the team can use the delivered information to operate the building safely and efficiently. For a pump, air-handling unit, panel or other asset, a technician may need an identifier, location, manufacturer and model, capacity, commissioning data, warranty dates, preventive-maintenance instructions, parts information and the latest service record. A model may contain some of those fields, but a geometry-rich file does not guarantee that the records are complete, current or easy to retrieve.

Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →- A design or record model: a three-dimensional representation with object properties and spatial relationships.
- An operations-ready information set: the asset register and supporting O+M records, stored and linked so the owner can retrieve, verify and update them after handover.
A facility may need both. The model can provide valuable spatial context, while a document index, computerized maintenance system or other owner-controlled repository can remain the day-to-day record system. The right question is not whether one format replaces the other, but whether the receiving team can complete its actual work without hunting through an opaque project folder.

What the 2013 article actually demonstrates
The title question comes from a sponsored article published by Building Design + Construction on August 1, 2013. The article was written by Sasha Reed, whose biography on the page identified her at that time as vice president of strategic development at Bluebeam, Inc. Text and images were supplied by the sponsor. That commercial context matters when interpreting the recommendation.
Reed recounts conversations with owners who wanted an entirely digital BIM project and a model as the final deliverable for the facilities team. In the article’s reported dialogue, one owner says: “We’re going all BIM, we want our final deliverable to be a model handed over to our FM team. We are way past PDFs at this point.” The facilities leaders reportedly responded: “That’s really impressive. But where’s the hard drive with all the Windows files for accessing the equipment and warranty information? You don’t expect us to use that to manage the building, do you?”
A second participant suggested delivering linked PDF drawings with the model, so that selecting an equipment symbol would open the associated specification and warranty information. Reed presents that as a practical access pattern. These are reported conversations in a sponsored article, not independently recorded interviews. The article supplies no survey, sample size, usability test or measured operating result. It therefore cannot show how ready facility managers are as a group, or prove that PDFs outperform models.
Why a model-only handover can leave gaps
Geometry is not an asset record
Model objects can be missing serial numbers, warranty certificates, maintenance intervals or the final installed product. Conversely, O+M files may exist in a contractor’s folder without a reliable object identifier. If the two sets are not reconciled, a technician can identify an item visually but still lack the document needed to service it.
Software and access are part of the handover
A large authoring model may require software, licenses, hardware capacity and training that the owner did not plan to maintain. Even when the file opens, the facilities team may not know which view, family, parameter or linked file contains the authoritative information. A handover that assumes the project team’s desktop setup will persist is fragile.

Operations are document-heavy
Warranties, certificates, commissioning reports, maintenance manuals, spare-parts lists and inspection records are often PDFs or office files. The model can point to them, but it does not replace them. A usable handover makes the relationship between an asset and its records explicit and keeps that relationship intact when files move into the owner’s storage.
Linked PDFs: a practical access pattern, not a universal answer
Current vendor guidance describes a digital dashboard as an interactive PDF that links project documents; its facilities example links to warranty information and maintenance manuals. A closeout workflow also groups as-built drawings, O+M manuals and warranty information into an organized digital project record. Those pages show that this workflow remains available, but they are vendor descriptions, not independent evidence that it is best for every building or that it improves operational performance.
In a linked package, a plan or elevation acts as a visual index. An equipment symbol can open a specification, warranty certificate or maintenance manual. This can reduce the number of places a user has to search, especially for staff who work from drawings rather than authoring-model views. It can also provide a lightweight offline copy for a plant room or a site with limited connectivity.

The package still needs an agreed source of truth. If a warranty is replaced, the old file must be retired or clearly marked superseded. If an asset is moved, the drawing link and asset register must be updated together. A PDF dashboard is an interface to information; it is not, by itself, a data-governance system.
Plan the handover around the FM user’s task
- Define required information before closeout. List asset classes and the fields the owner needs for each one: identifier, location, manufacturer, model, serial number, performance data, warranty dates, maintenance frequency and responsible party. Specify required file types and naming conventions for manuals, certificates and service records.
- Agree identifiers across drawings, model and documents. Give each maintainable asset one stable tag. The same tag should appear in the model, drawing callout, asset register and file name. Do not rely on a visually similar symbol or an automatically generated object ID that can change during editing.
- Collect and verify the O+M set. Assemble as-built drawings, operation and maintenance manuals, warranties, commissioning records and approved product data. Check that each required asset has the expected documents and that the files describe the installed equipment, not an earlier submittal.
- Choose the navigation layer. Decide whether users will start in a model, a linked PDF drawing set, the owner’s maintenance system or a combination. The choice should follow real tasks: locating an isolation valve, checking a warranty condition or finding a filter specification, for example.
- Build links using the owner’s storage design. Keep the dashboard, drawings and referenced files in a structure that can be transferred and backed up. Test links from the location where the owner will actually store the package, not only from a project team workstation.
- Run acceptance tests with FM staff. Give users representative questions and time how long it takes to reach the correct record. Test assets in different disciplines, file formats and building areas. Record missing fields, broken links, duplicate tags and documents that require unavailable software.
- Transfer ownership and permissions. Document who can edit the asset register, replace a manual, approve a revision and restore an earlier version. Provide administrator credentials, retention rules and a backup copy. An offline drive can be a useful additional copy, but it does not organize the data or solve access governance.
- Train and document the update process. Explain how staff search, follow links, report an incorrect asset and add a new service record. Include a short guide showing the normal path from a drawing or model object to the authoritative document.
Compare handover approaches by the work they support
| Approach | Where the user starts | Strength | Risk to resolve | Evidence available |
|---|---|---|---|---|
| 3D model as the primary handover | Model view or object properties | Spatial context and relationships between systems | Required O+M files, software access and usable identifiers may be incomplete | The 2013 article reports one owner’s concern; no measured outcome is provided |
| Linked PDF drawing package | Interactive plan, section or elevation | Direct visual route from an equipment symbol to specifications and warranties | Links can break when files move; revisions and permissions require governance | Described in the sponsored article and current vendor guidance as an available workflow |
| Model plus linked documents | Model, PDF dashboard or owner repository | Combines spatial navigation with document access | Two interfaces and two update paths must stay synchronized | No comparative performance study is supplied |
| Owner’s structured asset system with model or drawings as views | Maintenance or asset register | Places identifiers, work history and approvals in the operational system | Requires mapping project data into the owner’s fields and access controls | The cited material supports the need for accessible records but does not evaluate a particular system |
Use the table as a decision framework, not a ranking. The sources do not establish a universal winner. Measure the option that fits the owner’s environment against retrieval time, completeness, portability and update effort.
Make file links survive the transfer
Hyperlinks in PDF documentation can navigate within a PDF, open local files or open websites. Documentation for Revu 20 distinguishes full paths from relative paths. A full path points to a specific location on a computer or network; moving the package can invalidate it. A relative path describes the referenced file in relation to the linking document, which can be suitable when the dashboard and its files move together as one package.

Those menu instructions are for Revu 20 and should not be presented as instructions for a later release without checking that release’s documentation. More important than the product label is the acceptance test:
- Copy the complete package to the owner’s intended server or document-management location.
- Open the dashboard from a normal FM user account, not an administrator account on the author’s computer.
- Follow links to local manuals, network documents and any approved web resources.
- Test a renamed or relocated file to confirm the correction process is documented.
- Verify that backups preserve both the linking documents and the referenced files.
If the owner’s security policy blocks local or web links, provide an approved alternative, such as an indexed repository path or a controlled export. Never assume that a link working during project closeout will work after migration.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Readiness checklist for owners and FM teams
- Can a technician identify an asset unambiguously from the model, drawing or physical label?
- Does every maintainable asset have the required specification, warranty and maintenance documentation?
- Are as-built conditions reconciled with the delivered records?
- Can the team open the files with software and permissions it will continue to have?
- Do links work from the owner’s production storage and backup environment?
- Is there one documented method for replacing a superseded manual or warranty file?
- Are revisions, approvals and responsible editors recorded?
- Have FM users tested common tasks before acceptance?
- Is there a recovery copy that can be restored without the project team?
- Does the package explain what the model contains, what it does not contain and where the authoritative operational record resides?
How to judge success without inventing a readiness statistic
The cited material contains no representative readiness percentage, adoption rate or benchmark for FM teams using 3D BIM. A credible owner can still evaluate its own handover. Select a set of routine requests—find a pump warranty, identify an air-handling-unit filter, confirm a panel’s location, retrieve a commissioning certificate—and record whether users find the correct record, how long it takes, and what assistance they need. Repeat the test after updates or a building change.

Also inspect information quality: the proportion of required fields completed, the number of duplicate or orphaned assets, broken links after migration, documents that are out of date and records inaccessible to the people expected to use them. These are local acceptance measures, not industry-wide claims. Publishing them with the building’s scope, software and test date would be more informative than asserting that facility managers generally are or are not ready for 3D.
The defensible answer to the title question
Facility managers may be ready to use 3D models for selected spatial and technical tasks, but the available source cannot establish readiness across the profession. The 2013 sponsored article’s anecdote shows a failure of handover assumptions: a model was treated as the final deliverable while the receiving team was looking for accessible equipment and warranty files. Its linked-PDF suggestion remains one possible interface, and current vendor documentation still describes dashboards linking drawings to manuals and warranties.
The durable lesson is format-neutral. Start with the information and actions the FM team must perform, connect every asset to complete O+M records, test access in the owner’s environment and define how updates will be controlled. Deliver a 3D model when it adds useful context; deliver linked drawings or another index when they provide a faster route to the record. Readiness is demonstrated by a working, maintainable information workflow—not by the presence of a 3D file at project completion.
