For most visitors, a downtown garage is the dependable starting point for Annapolis City Dock. Mills Hillman Garage is connected with Dock Street by the Annapolis Current trolley on seasonal weekends, and the City reported adding 165 spaces before the City Dock project. Street parking can put you closer, but rules and prices change by block and enforcement zone. The Navy-Marine Corps Memorial Stadium shuttle is useful on weekdays, yet its schedule does not establish that the stadium is routinely available as visitor parking.
City Dock Resiliency construction is changing access and temporary transportation arrangements. Check the City of Annapolis parking information, the current Annapolis Current service page, the State Shuttle schedule and the latest City Dock project update on the day you travel.

Which parking option fits your visit?
The best choice depends on whether you value a predictable space, the shortest walk, the lowest out-of-pocket cost or a weekday transit connection. The comparison below uses the currently published service descriptions; live occupancy, block-specific street rates and ordinary public access to stadium parking are not established.

If you are visiting on a Saturday or Sunday, start with a downtown garage or a legal street space. Do not plan around the State Shuttle. If you are arriving during a festival, parade, concert or construction milestone, treat normal assumptions as provisional and recheck the City’s notices.

Downtown garages: the practical default
Mills Hillman Garage and the reported expansion
Mills Hillman Garage is the most clearly documented garage connection for a City Dock visit. The City of Annapolis reported that it received an additional 165 spaces before City Dock work began. That figure describes a capacity expansion associated with project preparation; it is not a real-time count of vacant spaces. A full or restricted garage remains possible, so use the City’s current parking resources for location, price, operating information and availability before setting out.
Reaching Dock Street from the garage
The Annapolis Current Dock Street Loop links Mills Hillman Garage with Dock Street businesses, Barry Gate, Main Street and Market Space. The current service page lists a free, open-air trolley on Saturdays and Sundays from 11 a.m. to 5:30 p.m. in spring and summer, running at roughly 10-minute loop intervals. The City describes it this way: “The free electric trolley in Annapolis provides an affordable and fast way to explore Downtown Annapolis.”
The trolley is weather-sensitive. The published page says it does not operate in listed inclement conditions, including temperatures below 40°F, heavy rain, snow or ice. A trolley trip therefore reduces the last-mile walk only when the seasonal schedule and weather permit. It is not a year-round, all-weather guarantee.

A City Dock construction announcement also described electric carts carrying passengers from Mills Hillman Garage to Dock Street on weekends, weather permitting. That announcement is separate from the published trolley route and was tied to the construction period. Verify that carts are operating before relying on them; do not treat the announcement as a permanent transportation service.

Garage arrival procedure
- Open the City of Annapolis parking overview and identify the current garage entrance, rate information and any access notice.
- Check the latest City Dock Resiliency update for closures, detours or changed pedestrian gates between the garage and the waterfront.
- Keep the garage address and a walking route available in case the trolley is not running because of season or weather.
- If you arrive during the trolley’s published spring or summer weekend window, look for the Dock Street Loop stop and confirm the next departure locally.
- Allow extra time for waterfront construction, crowded sidewalks and event traffic rather than assuming the normal walking route is open.
Street parking: closest when the block works in your favor
Why there is no single “downtown rate”
Annapolis regulates on-street parking by location and enforcement district. The City says Premium Parking handles downtown historic-district Zones I and II, while Annapolis Parking / SP+ handles the rest of the city. The City’s parking page links to a district finder and to on-street reservation and parking resources.
That division means a rate or time limit on one block cannot safely be applied to the next. The available official material does not establish a complete, current block-by-block table of prices, maximum stays or enforcement hours. Read the sign and meter at the space you actually use, and check the City’s district lookup before leaving home.
How to evaluate a street space
- Confirm that the space is legal for your vehicle and that no temporary construction, loading, permit or event restriction is posted.
- Identify the enforcement zone and the operator shown on the meter or sign.
- Read the payment instructions, maximum stay and enforcement period; do not rely on an old parking plan or a remembered rate.
- Save the exact block or meter location in your phone in case you need to extend, relocate or explain your destination.
- Expect the closest spaces to disappear first during weekends, holidays and special events.
Street parking is attractive when someone in your group has limited walking ability or you are making a short stop. It is less suitable when you need a guaranteed space, will be away for several hours or cannot easily return to move the vehicle when a time limit expires.

What the published shuttle schedule says
The State Shuttle runs from Navy-Marine Corps Memorial Stadium to the Central Business District approximately every 20 minutes on weekdays, from 6:40 a.m. until 8 p.m. No scheduled Saturday or Sunday service is listed. The published base cash fare is $2 one way.

The City lists reduced fares for eligible seniors, riders with disabilities, students and Medicare card holders who present photo identification. State employees may show valid state identification in lieu of fare. These fare provisions describe the ride; they do not answer whether a visitor can leave a private vehicle at the stadium.
Why this is not a confirmed everyday park-and-ride
The State Shuttle page describes a transit connection from the stadium but does not establish ordinary visitor parking access there. You should not infer that stadium lots are generally open, free or available for City Dock visitors simply because a bus originates at the stadium. The available information also does not establish a guaranteed number of spaces, a public parking rate or overnight permissions.
Special-event parking is date-specific
A July 4, 2026 event notice specified $15, card-only parking and a free event shuttle. Those terms applied to that event date. They are not a standing public-parking policy and should not be used to plan an unrelated weekday or weekend visit. For an event, use the current event notice and follow its designated lot, payment method and shuttle instructions.
When the shuttle can make sense

- You are traveling on a weekday within the published 6:40 a.m.–8 p.m. service window.
- You have independently confirmed that parking is authorized and available at the stadium for your specific day.
- Your group accepts a bus ride, a transfer to the Central Business District and a final walk to City Dock.
- You have cash or the accepted payment method for the $2 one-way base fare, unless a listed reduced-fare category applies.
Without confirmation of parking access, the shuttle is a transit option, not a complete park-and-ride plan.

City Dock Resiliency work is affecting waterfront access. In an August 25, 2026 announcement, the City projected that the park and Maritime Welcome Center would open in July 2027 and said the project was proceeding on budget and ahead of schedule. The announcement also described a sequence of expected walkway and gate reopenings.
Those are project projections, not a promise that every route will be open on your travel date. A garage, street space or shuttle may still be usable while the pedestrian path to the water changes. Check the newest City update for the status of gates, sidewalks, temporary barriers and any replacement transportation. Construction announcements can also introduce or end temporary services, such as the weekend electric carts described above.

Weekend sightseeing
Use a downtown garage as your first plan. If the season, hours and weather match the published schedule, the Dock Street Loop can reduce the walk. Keep a walking route as backup because the trolley does not operate in listed inclement conditions and the State Shuttle has no scheduled weekend service.

Weekday visit with a confirmed stadium parking arrangement
Only after the stadium’s parking authorization is confirmed should you compare the State Shuttle’s $2 fare and approximately 20-minute frequency with the convenience of parking downtown. Build in time for the bus ride and the walk from its Central Business District destination.
Short stop or mobility-limited passenger
Check street spaces first if the exact block has a legal, suitable space and the posted stay fits your visit. A nearby garage may be more predictable than circling for a curb space, especially during events or construction.
Festival, parade or waterfront event
Start with the event-specific parking notice, not a normal-day assumption. Confirm whether payment is card-only, whether a lot is reserved, which shuttle is operating and whether City Dock approaches are temporarily closed.
A day-of-departure checklist
- Check the City parking page for the current garage list, operator information, rates and any availability notice.
- Look up the exact street block, enforcement district, meter instructions and temporary signs before choosing curb parking.
- Confirm whether the Annapolis Current trolley is in its seasonal weekend window and whether weather could suspend service.
- If considering Navy Stadium, obtain separate confirmation that public parking is authorized for your date; the State Shuttle schedule alone is insufficient.
- Review the latest City Dock construction update for open gates, sidewalks, detours and temporary carts or shuttles.
- Carry a backup plan: a garage-to-waterfront walk if the trolley is canceled, or a different downtown facility if your first choice is full.
What is and is not established
The documented facts support a clear hierarchy: downtown garages provide the most straightforward approach, street parking may be closer but requires block-level verification, and the Navy Stadium shuttle is a weekday transit service rather than a confirmed general visitor park-and-ride. No current source establishes live garage occupancy, a complete street-rate table or routine visitor parking at the stadium. Treat those items as checks you must make for the specific date and location, not as facts that can be inferred from older plans or one-off event notices.
