Social Rent and Affordable Rent are rental tenures; shared ownership is a leasehold purchase combined with rent. In England’s 2026 rules, Social Rent is set through formula-rent policy and caps. A new Affordable Rent tenancy can be set at up to 80% of gross market rent, including applicable service charges, and is typically higher than Social Rent. With shared ownership, you buy a share of a home, pay rent on the landlord’s remaining share and usually pay service charges.

This comparison covers England. Scotland, Wales and Northern Ireland have separate rent policies and shared-ownership guidance. The exact rent, charges, lease, eligibility and programme conditions always come from the provider offering the particular home.

Social Rent A tenancy; you do not buy an equity share. Formula-rent rules, rent caps and defined tolerances under the Rent Standard 2026. Service charges may be separate; tenancy terms govern other charges and repairs.
Affordable Rent A tenancy; you do not buy an equity share. For a new tenancy under England’s 2026 policy, initial rent may be no more than 80% of gross market rent, inclusive of applicable service charges. Check exactly which services are included, the tenancy term and later increases.
Shared ownership A leasehold share of the property, commonly 25%–75%; some homes offer a 10% initial share. You pay rent on the landlord’s retained share. For new builds, the published limit is 3% of that share’s value; most landlords charge 2.75%. Mortgage or savings for your share, service charges, deposit, lease costs, repairs and staircasing costs.

The labels do not predict the final monthly bill. A comparison must include rent, service charges, mortgage payments, deposit, insurance where applicable, repairs and any permitted increases over the period you expect to live there.

What Social Rent means

A policy-set rent rather than a market percentage

Social Rent is governed by the Regulator of Social Housing’s Rent Standard 2026. A provider calculates the rent using the formula-rent framework, applies the relevant limit or cap and stays within the standard’s permitted tolerances and exceptions. The result depends on the home’s characteristics and the rules that apply to the tenancy; there is no single national Social Rent amount.

How increases are controlled

For existing Social Rent tenants, the 2026 standard states a general annual increase limit of CPI plus 1% for 1 April 2026 to 31 March 2027. That is not a universal promise for every social-housing charge: rent caps, exceptions and detailed policy provisions can change the outcome. Ask the landlord for the calculation and the effective date shown on your notice.

What to request from a landlord

  • The weekly or monthly rent and whether it is a true Social Rent figure or another rent category.
  • A separate schedule of service charges, including which items are fixed and which can vary.
  • The tenancy type, review date and the policy basis for any proposed increase.
  • Responsibility for repairs, insurance and utilities.

What Affordable Rent means

The 80% ceiling is not a guaranteed price

The Ministry of Housing, Communities and Local Government’s Policy statement on rents for social housing, published 1 April 2026, allows the initial rent for a new Affordable Rent tenancy in England to be set at no more than 80% of gross market rent, subject to the policy’s definitions and conditions. “Gross” market rent takes applicable service charges into account. A provider may set a lower figure, so 80% is a ceiling, not an automatic charge.

Why it can cost more than Social Rent

The same policy states that Affordable Rents are typically higher than Social Rents. A percentage of local market rent can therefore produce a higher bill than a formula-based Social Rent, particularly in areas with high market rents. “Affordable” in the programme name does not mean affordable for every household or cheaper than every other tenure.

Check what the quotation includes

Before comparing an Affordable Rent home with another property, ask the provider to show the gross market-rent reference, the percentage used and the service charges included in the calculation. Confirm whether any additional service charge is payable on top, the tenancy’s fixed or review period, and how future increases are determined. Compare the whole monthly budget rather than the headline rent.

How shared ownership works

You buy part and rent the rest

Shared ownership is a leasehold purchase. The government guide describes it as buying a share of the property and paying rent to the landlord on the rest. Your initial share is commonly 25% to 75%; some homes permit a 10% share. You fund the purchase with a mortgage, savings or both, then pay rent on the unowned share.

Because you hold a lease, you do not own the entire property outright. The lease sets the term, permitted use, repair obligations, rent-review dates, staircasing process and resale requirements.

The monthly cost has several parts

  • Mortgage payment: repayment and interest on the share you bought, if you borrowed.
  • Rent: charged on the landlord’s remaining equity share.
  • Service charge: usually payable in addition, covering items such as communal maintenance or management.
  • Lease and transaction costs: deposit, legal and mortgage fees, valuation fees when required, and possible administration charges.
  • Repairs and other obligations: determined by the lease and the home’s structure; some leases place significant repair responsibilities on the shared owner.

How shared-ownership rent is calculated

For a new-build shared-ownership home, current government guidance states a rent limit of 3% of the value of the landlord’s share. It says most landlords charge 2.75% instead. For a resale, the starting rent and later reviews follow the lease and the scheme rules. Your offer should state the retained share’s value, the rate applied, the review date and the permitted increase mechanism.

Staircasing can reduce rent, but has costs

“Staircasing” means buying additional shares later. As the landlord’s share becomes smaller, rent on that share generally falls. Each purchase can involve a valuation, legal work, mortgage changes, taxes or provider fees, and the lease may set minimum increments or restrictions. Obtain a current valuation and a written cost breakdown before deciding.

Eligibility: the property and programme decide

General shared ownership

Eligibility is not determined by the tenure label alone. The provider and the funding programme can set household-income, affordability, first-time-buyer, age, residency or other conditions. The available initial share, mortgage assessment and service-charge level also vary by home. Read the provider’s allocation and affordability assessment and ask what evidence is required.

The separate Right to Shared Ownership route

Buying a new shared-ownership home and exercising the Right to Shared Ownership are different routes. The right concerns certain existing tenants and qualifying homes; it does not give every Social Rent or Affordable Rent tenant an automatic purchase option.

The government’s The Right to Shared Ownership: A guide for tenants describes conditions including a qualifying tenancy and residence history, no rent arrears, meeting shared-ownership eligibility requirements and not already owning a property. It gives gross annual household-income limits of £80,000 outside London and £90,000 in London. The guide says the right probably applies to some homes funded through the Affordable Homes Programme 2021–2026, but not to homes funded through the Social and Affordable Homes Programme 2026–2036. Several property and landlord types are excluded.

Rent, service charges and increases: a practical comparison

Question Social Rent Affordable Rent Shared ownership
What is being paid for? Use of the home under a tenancy. Use of the home under a tenancy, with an initial rent linked to gross market rent. Use of the home plus rent on the landlord’s equity share; you also finance your own share.
What sets the starting amount? Formula rent, caps and permitted tolerances. Provider’s assessment under the 2026 policy, capped at 80% of gross market rent including applicable service charges. Value of the retained share and the lease’s rent terms; new-build guidance states 3% maximum and 2.75% typical.
Can it change? Yes, within the Rent Standard and applicable caps or exceptions. Yes, according to the tenancy and applicable policy. Yes, on the lease’s review dates and formula; service charges can change separately.
Does paying more create ownership? No. No. Mortgage payments build your purchased equity; rent payments do not buy the landlord’s share.

How to compare a specific home

  1. Get the complete quote. Request rent, every service charge, utilities or estate charges, deposit, expected mortgage payment and one-off fees in writing.
  2. Identify the tenure and document. Confirm whether the offer is a Social Rent tenancy, Affordable Rent tenancy or shared-ownership lease, and obtain the relevant tenancy agreement or lease before signing.
  3. Check the calculation. For Affordable Rent, ask for the gross market-rent basis and percentage. For shared ownership, verify the property value, your share, the landlord’s share, rent rate and review clause. For Social Rent, ask how formula rent, caps and tolerances were applied.
  4. Model future changes. Test the budget with the stated rent-review rule, a higher service charge, mortgage-rate changes and likely repairs. Do not rely on the first month’s payment.
  5. Confirm eligibility and funding. Ask which programme funds the home, whether your household meets its conditions and whether any Right to Shared Ownership exclusion applies.
  6. Take independent advice. A regulated housing or mortgage adviser can assess affordability, lease obligations and benefits or tax implications for your circumstances.

Common mistakes and how to avoid them

  • Assuming Affordable means cheapest: compare the full bill with the provider’s Social Rent and market-rent references.
  • Comparing rent without charges: include service charges in every option; the Affordable Rent ceiling already treats applicable charges as part of gross rent, while shared-ownership charges are often listed separately.
  • Calling shared ownership “part rent, part buy” without reading the lease: check repair duties, resale procedures, review clauses and staircasing fees.
  • Treating 80%, 3% or 2.75% as universal rates: each figure has a defined context—initial Affordable Rent under England’s 2026 policy, or new-build shared ownership—and does not override the property’s documents.
  • Assuming a social tenant has the Right to Shared Ownership: establish whether the home, landlord, funding period and tenancy satisfy the separate scheme.
  • Using UK-wide assumptions: verify the rules with the relevant national housing authority outside England.

Which option may fit your situation?

If you need a straightforward tenancy

Social Rent or Affordable Rent may be appropriate routes to consider when you are not seeking to buy equity. The decisive comparison is the provider’s total charge, tenancy security and review terms—not the word “affordable” in the label.

If you want to build an ownership stake

Shared ownership may provide a lower entry share than buying the whole property, but it adds mortgage, rent, service-charge and lease obligations. Check that you can sustain all of them if rates or charges rise, and understand the cost of increasing your share later.

If you are an existing tenant exploring a purchase right

Start with the landlord’s eligibility check for the Right to Shared Ownership. The scheme’s income thresholds, qualifying history, funding-period limits and exclusions make a property-specific answer essential.

Sources and scope

The policy points above come from the Ministry of Housing, Communities and Local Government’s Policy statement on rents for social housing (1 April 2026), the Regulator of Social Housing’s Rent Standard 2026, the National Planning Policy Framework Annex B glossary (29 September 2026), and UK Government guidance on shared ownership and the Right to Shared Ownership. They describe England’s current framework; your provider’s tenancy or lease remains the controlling document for the home you are considering.
