Affordable housing is a broad description of homes priced or restricted for households within specified income limits. It is not one federal program, and a property advertised as affordable is not necessarily funded by the U.S. Department of Housing and Urban Development (HUD).
Subsidized housing generally means that public assistance helps cover rent. The assistance may follow the tenant, stay with a designated apartment, or support an entire property. Public housing, Housing Choice Vouchers (commonly called Section 8), project-based rental assistance, and Low-Income Housing Tax Credit (LIHTC) apartments therefore work differently even when listings use similar language.

The difference in one sentence
Affordable housing describes an outcome or restriction: rent is intended to remain within reach of households under specified income rules. Subsidized housing describes a funding arrangement: a public program helps make rent affordable. The two categories overlap, but neither term is interchangeable with the other.
| Question | Affordable housing | Subsidized housing |
|---|---|---|
| What does the label describe? | A unit or property with income limits, rent limits, or both. | Public assistance that reduces or supports the rent a qualifying household owes. |
| Is it one program? | No. It can include LIHTC and other income-restricted housing. | No. Public housing, tenant-based vouchers, and project-based assistance have different rules. |
| Who receives the benefit? | Usually the unit or property through its rent and eligibility restrictions. | Depending on the program, the tenant, a designated unit, or the property. |
| How is rent set? | Often by a restriction attached to the unit or property; it is not automatically a percentage of each tenant’s income. | According to the specific subsidy formula, payment standard, approved rent, utilities, and household circumstances. |
| Where do you apply? | Usually with the property’s management. | With the local public housing agency (PHA) for public housing or vouchers; with property management for project-based units. |
HUD cautions that the phrase HUD housing can be misleading because HUD funds and monitors programs with distinct structures, policies, and eligibility requirements. Always identify the actual program before assuming how rent, portability, or applications work.

What affordable housing means
Affordable housing is an umbrella term. A government agency, nonprofit, developer, or property manager may use it for homes reserved for households below a stated income limit, homes with legally restricted rents, or both. The restriction can be part of a financing agreement, a tax-credit arrangement, a local policy, or another program.
The label alone does not tell you whether a tenant receives a monthly payment from the government. In some properties, every eligible household pays the same restricted rent for a particular unit. In others, the rent may be adjusted through a separate subsidy. A listing can therefore be affordable without being subsidized, subsidized without being called affordable in the advertisement, or both.
Income limits are part of the definition
Income-restricted properties screen applicants against the limits that apply to the property, unit size, and location. Management determines which income sources count and how household size is measured under that property’s rules. Limits and rents are location-specific, so an eligibility decision at one building does not establish eligibility at another.
LIHTC as a common example
LIHTC housing is income-restricted affordable housing created through the Low-Income Housing Tax Credit program. HUD’s California resource explains that LIHTC rents are tied to restrictions on the unit rather than calculated as an individualized share of each tenant’s income. A household can qualify for the unit and still owe the unit’s published restricted rent, subject to the property’s rules.
A LIHTC property may also accept a Housing Choice Voucher. That combination does not turn every LIHTC unit into a voucher unit: the property’s policy and the PHA’s rules determine whether a voucher can be used, and the household must satisfy both applicable requirements.
What subsidized housing means
Subsidized housing generally involves public assistance that helps cover rent. The key question is where the assistance is attached. It may follow a household to an eligible private-market apartment, remain with a particular apartment after a tenant leaves, or support housing operated by a public agency.

Public housing
HUD provides funding to local PHAs, which manage public housing homes under program rules. The PHA is the landlord or manager for the public housing it operates and handles applications, admissions, rent determinations, and ongoing compliance.

HUD identifies income and household characteristics among the factors used for public-housing eligibility. Each PHA controls its own application process and waiting lists within federal requirements.
HUD reports that approximately 1.3 million households live in public housing. The figure is presented on HUD’s Utility Allowances and Resources page, accessed October 13, 2026; the page does not establish a publication year for the number.
Housing Choice Vouchers
A Housing Choice Voucher (HCV), commonly called Section 8, is generally tenant-based assistance. The household applies through a PHA, waits for assistance if the list is open, and then searches for a qualifying private-market home. The PHA pays its assistance directly to the landlord, while the household pays its required portion.
Voucher assistance does not make every apartment eligible. The unit must meet the program’s inspection and other requirements, the owner must participate, and the rent must work within the PHA’s payment-standard and affordability rules. A household should confirm the specific unit with its PHA before signing a lease or paying nonrefundable fees.
Project-based rental assistance
Project-based assistance is tied to designated apartments or a property rather than to a particular tenant. HUD describes some project-based arrangements as covering the difference between what an eligible household can afford and the approved rent. Exact rules differ by program and property.

Because the assistance is attached to the unit, it generally remains with that unit when a tenant moves out. A household leaving a project-based apartment does not automatically take the assistance to a new address. Ask management whether any separate voucher or transfer option exists before moving.
How the programs differ in practice
| Program or housing type | Who administers it? | Where the assistance or restriction sits | Typical application contact |
|---|---|---|---|
| Public housing | Local PHA | The PHA-managed home or development | Local PHA |
| Housing Choice Voucher | Local PHA, with a private landlord providing the unit | Generally follows the eligible household | Local PHA for the voucher; landlord and PHA for the unit |
| Project-based rental assistance | Property owner or manager under the applicable public program | Designated units or property | Property management, sometimes with PHA coordination |
| LIHTC or other income-restricted affordable housing | Property owner or manager under financing and regulatory requirements | Unit or property through income and rent restrictions | Property management |
This table describes the general structure, not a guarantee that every property uses identical procedures. Mixed-finance developments can combine more than one program, and a single building may have units governed by different rules.
How rent is calculated
Voucher households
HUD says a voucher tenant’s required contribution is usually about 30% of adjusted monthly income. That figure is a general program guideline, not a universal rent rule. The actual amount depends on the PHA’s payment standard, the approved rent, utility responsibilities, deductions, and household circumstances. In some situations, the household may pay more than the payment standard’s amount, subject to program limits.

1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesThe PHA calculates its assistance and the tenant portion for the specific household and unit. A change in income, family composition, utilities, or the selected apartment can change the result.
Public housing and project-based assistance
Public housing and project-based programs use the rules attached to their specific program and property. The household may owe an income-based amount, an approved rent, or another amount defined by the assistance contract. Do not assume that a public-housing rent, a project-based rent, and a voucher tenant contribution are calculated in the same way.
Income-restricted affordable apartments
For LIHTC and similar properties, rent is tied to the restriction on the unit. The unit’s permitted rent does not automatically change to 30% of the individual tenant’s income. A household may be eligible because its income falls below the property’s limit while still owing the unit’s listed restricted rent and utility charges.

Eligibility: what is common and what is local
There is no single affordable-housing or subsidized-housing eligibility test. The applicable program determines the limits, household definitions, citizenship or immigration rules, documentation, and other conditions.

HUD’s overview identifies income and household characteristics among public-housing factors. Voucher guidance includes annual income, family size, and citizenship or eligible immigration status. The PHA applies the rules to the household and publishes its own application and waiting-list procedures.
Restricted properties
For a LIHTC or other income-restricted property, management confirms the income limit, unit availability, rent, utility treatment, and application requirements. A property can have different limits for different unit sizes or set-asides. Ask which restriction applies to the exact apartment you want.
Waiting lists and local administration
Waiting lists may be closed, and a PHA may administer public housing without administering every voucher or project-based program in its area. A closed list does not prove that no assistance exists elsewhere, but it does mean you need to ask about other programs and nearby jurisdictions. Availability, processing time, and opening dates are local facts that must be confirmed directly.

If you need public housing
- Identify the PHA serving the area where you want to live.
- Ask whether the PHA’s public-housing waiting list is open and whether it has separate lists for developments or bedroom sizes.
- Request the PHA’s eligibility and application instructions, including how it defines household income and composition.
- Submit the application through the PHA’s stated channel and keep confirmation of your submission.
- Update the PHA if your contact information or household circumstances change, following its instructions.
If you need a Housing Choice Voucher
- Contact the local PHA and ask specifically for the Housing Choice Voucher waiting-list status; do not rely on a listing that simply says Section 8.
- Confirm the PHA’s eligibility factors and application process before submitting information.
- After receiving assistance, ask the PHA how to identify qualifying units, how payment standards and utilities affect your tenant portion, and what the owner must complete.
- Have the PHA review the proposed unit before committing to a lease or move.
If you are seeking project-based assistance
- Search for the specific property or designated units rather than assuming a tenant-based voucher can be transferred there.
- Contact the property manager to ask whether the waiting list is open, which units carry assistance, and how the application is handled.
- Ask what happens to the assistance if you move, because project-based help generally stays with the designated unit.
If you are applying to an income-restricted property
- Ask management for the unit’s income limit, restricted rent, utility policy, and household-size requirements.
- Confirm whether the property accepts Housing Choice Vouchers and whether voucher holders must satisfy an additional screening or approval process.
- Request the property’s written application instructions and ask how it will notify applicants about availability or a waiting list.
How the categories can overlap
A LIHTC apartment with a voucher
Suppose a household qualifies for a restricted apartment and already has an HCV. The property may accept the voucher, but the PHA must approve the unit and calculate the household’s share. The LIHTC restriction still applies to the unit; the voucher does not erase the property’s income-limit rules.

An affordable listing without a subsidy
A landlord may advertise an apartment as affordable because its rent is below nearby market prices or because an income restriction applies. Unless the listing identifies a public program, do not assume that a PHA pays part of the rent or that the household’s portion will be income-based.
Questions to ask before applying or signing
- Which exact program governs this unit?
- Is the restriction attached to the unit, the property, or my household?
- Who handles the application: the PHA, the property manager, or both?
- Is the waiting list open, and is it for this specific unit type?
- What income limit and household definition apply?
- What is the approved rent, and who pays utilities?
- If I have a voucher, does this property accept it, and what must the PHA approve?
- If I move, does the assistance move with me?
- Are there separate rules for renewal, recertification, or changes in household income?
Common mistakes and how to avoid them
Treating “affordable” as a program name
It is a description, not a promise of a voucher, public housing, or income-based rent. Identify the actual restriction and administrator.
Assuming every subsidy follows the tenant
HCV assistance is generally tenant-based, while project-based assistance generally stays with the designated unit. Confirm portability before planning a move.

One-click scans. No signup required.
Using 30% as a universal calculation
The approximate 30% voucher guideline does not determine every affordable apartment’s rent. Payment standards, utilities, approved rent, and household circumstances matter.
Applying to the wrong waiting list
A PHA may operate one program while another list is closed or handled elsewhere. Ask for the precise program name and list status.
Assuming a voucher guarantees acceptance
The property must participate, the unit must satisfy program requirements, and the rent must pass the PHA’s review. Get confirmation before making financial commitments.
Which office can give the definitive answer?
For public housing or a Housing Choice Voucher, the local PHA is the authoritative starting point for eligibility, application status, waiting lists, payment standards, and unit approval. For a particular income-restricted or project-based property, the management office must confirm the unit’s rent, limits, availability, and program rules. If a property accepts more than one program, ask both the manager and the PHA how those rules interact.
The reliable way to distinguish affordable from subsidized housing is to replace the label with five specifics: the program name, administrator, income test, rent formula, and whether assistance follows the household or remains with the unit. Those details determine what you may pay, where you can use the benefit, and where your application belongs.
