Affordable housing is the wider category; social housing is a regulated subset within it. In England, “affordable housing” covers qualifying homes for sale or rent for people whose needs are not met by the open market. Social housing refers to regulated low-cost rental and low-cost homeownership accommodation. Social Rent is one social-housing tenure, while Affordable Rent is another and is usually priced higher than Social Rent.
The labels are not universal legal terms. Northern Ireland uses a related planning definition, while a United States Department of Housing and Urban Development (HUD) glossary uses an income-to-cost benchmark instead. The explanation below uses England’s planning and housing-statistics definitions unless another jurisdiction is identified.

The short answer
| Question | Affordable housing (England policy usage) | Social housing and Social Rent (England usage) |
|---|---|---|
| What is it? | An umbrella category for qualifying homes for sale or rent for households not served by the market. | Social housing is regulated low-cost rental and low-cost homeownership accommodation. Social Rent is one rental tenure within that category. |
| Tenures included | May include Affordable Rent, Social Rent, Intermediate Rent, Affordable Home Ownership, First Homes, shared ownership and Rent to Buy, depending on the definition or programme being used. | Includes Social Rent and Affordable Rent, plus some low-cost ownership forms recognised as social housing in the cited statistical usage. |
| Rent or price | Varies by tenure. The June 2025 English housing-statistics definition caps Affordable Rent at up to 80% of local market rent, including service charges where applicable. | Social Rent is set under national rent policy and is typically lower than Affordable Rent. |
| Who can access it? | Eligibility depends on the scheme and local rules, including local incomes, prices and allocation policies. | Allocation and eligibility are also programme- and locality-specific; being called “social” does not create one nationwide application test. |
| Where does the definition apply? | The main definition here is for England. | Legal wording and tenure arrangements vary between jurisdictions. |
“Affordable” therefore does not automatically mean the cheapest home, and “social” does not mean every social home is let at Social Rent. To identify a particular home, you need its tenure, rent or purchase formula, provider, eligibility rules and location.
What “affordable housing” means in England
England’s National Planning Policy Framework (NPPF), Annex B, defines the planning category as “Housing for sale or rent, for those whose needs are not met by the market.” The Ministry of Housing, Communities and Local Government published that wording in the NPPF on 29 September 2026. It is a planning definition, not a promise that every household paying the stated rent will find it affordable.

The category is deliberately broad. It can cover rented homes and routes into ownership, provided the relevant programme meets the qualifying conditions that keep the home affordable for future eligible households or recycle the subsidy. The exact mechanism differs between tenures and programmes.
Categories used in English housing statistics
The June 2025 government housing-statistics technical notes list these categories under affordable housing:
- Affordable Rent
- Social Rent
- Intermediate Rent
- Affordable Home Ownership
- First Homes
The list is useful for interpreting statistics, but a scheme’s current legal and funding rules control how a particular home is delivered. Shared ownership and Rent to Buy are examples of affordable-home routes that may appear in programme definitions; they are not interchangeable with a conventional Social Rent tenancy.

Why the term can mislead
A market-based percentage does not account for every household’s income, debt, travel costs, childcare or energy bills. Local house prices and wages can make the same nominal rent manageable in one authority and difficult in another. “Affordable” is therefore a qualification attached to a programme, not a universal affordability test.
What “social housing” means
In the English statistical and policy usage covered here, social housing is a related regulated category containing low-cost rental and low-cost homeownership accommodation. It describes the housing’s regulatory and affordability purpose rather than one building type or one landlord.
Social Rent
Social Rent is a specific rental tenure operating under government rent policy. It is normally below Affordable Rent, although the actual charge depends on the property, location, applicable formula and any permitted additions. A Social Rent home is social housing, but social housing also includes tenures other than Social Rent.

Affordable Rent
Affordable Rent is another form of social housing in the cited English definitions. The June 2025 statistics definition allows a rent of up to 80% of local market rent, including service charges where applicable. “Up to” is a ceiling in that definition, not an average or a statement that every Affordable Rent home is charged at 80%.

The comparison must still be made using the full charge for the specific property, because service charges and local market evidence can change the result.
Low-cost ownership within social housing
Some statistical and statutory usages include low-cost homeownership accommodation in social housing. That does not turn an ownership product into a Social Rent tenancy. A buyer should check whether the arrangement is shared ownership, another affordable-ownership model or a different programme, and read the resale, staircasing and service-charge rules that apply to it.
How the two concepts overlap
Think of the relationship as two overlapping sets rather than two opposing choices:
- Affordable housing is the broad planning and programme umbrella.
- Social housing is a regulated low-cost category that sits partly or largely inside that umbrella in England.
- Social Rent is one rental tenure within social housing, not a synonym for either term.
- Affordable Rent is both affordable housing and social housing under the cited English definitions.
- Some affordable-homeownership products count as affordable housing and may also fall within a social-housing definition, while others do not; the governing programme documents decide.
Consequently, asking whether a home is “affordable or social” is incomplete. Ask which tenure it has and which rules govern its rent, price, eligibility and future use.

Affordable Rent’s 80% ceiling
For the English housing-statistics definition published in June 2025, Affordable Rent is capped at up to 80% of the local market rent, with service charges included where applicable. The cap applies to the defined tenure; it is not a claim about the average amount tenants pay, and it does not establish that a household can afford the charge.

Why Social Rent is usually lower
Social Rent follows the government’s rent policy rather than a simple percentage of the market. The 2026 policy statement describes Affordable Rents as typically higher than Social Rents. A comparison must use the current rent schedule and the property’s service charges, not just the tenure label.
Ownership prices are different again
Affordable homeownership schemes reduce the purchase barrier through a defined structure, such as buying a share or receiving a price restriction. They involve deposits, mortgage affordability, rent on any unsold share, service charges and resale conditions that do not apply to a rented home. The word “affordable” alone does not tell a buyer the initial cash requirement or long-term cost.
Eligibility and allocation
There is no single England-wide queue or income threshold covering every affordable or social home. The 2025 statistics notes specifically point to local authority allocations policies, local incomes and local house prices as factors affecting eligibility.
For rented homes
A council or housing provider may assess household circumstances under its published allocation policy. Rules can distinguish between homelessness duties, overcrowding, medical need, local connection and other priorities. An Affordable Rent home offered through a provider may have different criteria from a Social Rent home advertised through a council’s choice-based lettings system.
For affordable ownership
Ownership schemes generally require an assessment of income, deposit, mortgage capacity and whether the applicant meets the programme’s first-time-buyer or local-connection conditions. Those requirements are scheme-specific. Do not infer qualification from the advertised price or from a general statement that the home is “affordable.”
What applicants should verify
- The exact tenure named in the offer or planning documents.
- The landlord, registered provider or sales agent responsible for the home.
- Income, savings, household-size and local-connection tests.
- Whether a waiting list, bidding system or separate application is required.
- Rent, service charges, deposits, mortgage costs and any other recurring payment.
- Rules governing rent reviews, renewal, resale, subletting or moving.

Northern Ireland
Northern Ireland’s Department for Communities adopted an affordable-housing planning definition in April 2021 that expressly includes social rented homes and intermediate homes for sale or rent. The inclusion shows why an English definition should not be copied into another UK jurisdiction without checking its own planning policy.

United States
HUD’s archived 2006 glossary illustrates a different convention: housing costs, including utilities, are treated as affordable at around 30% of gross income. That is a U.S. affordability benchmark from an archived glossary, not a current English planning rule and not evidence that Social Rent and Affordable Rent differ by a fixed income percentage.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to compare a specific home
Use this sequence when an advert, planning document or allocation notice uses “affordable” or “social” without explaining the details:
- Identify the jurisdiction. Confirm whether the property is in England, Northern Ireland, the United States or elsewhere, and use that authority’s definitions.
- Name the tenure. Look for Social Rent, Affordable Rent, Intermediate Rent, shared ownership, First Homes, Rent to Buy or another precise label.
- Calculate the complete housing cost. Add rent or mortgage payments, service charges, utilities where relevant, insurance, council tax and any rent on an unsold ownership share.
- Check the pricing rule. Establish whether the charge follows a national rent formula, a percentage of local market rent, a discounted purchase price or a different formula.
- Read eligibility and allocation rules. Confirm income limits, household criteria, local-connection requirements, priority bands and whether applications go through a council or directly to a provider.
- Check future restrictions. Ask how rent can change, whether the home must remain affordable on resale or re-letting, and what happens if your circumstances change.
- Get the current documents. Request the provider’s rent schedule, service-charge budget, allocation policy or sales information rather than relying on a headline description.
What the distinction means for construction and development
For a construction client, the label affects more than marketing copy. It can determine which homes are counted toward an affordable-housing requirement, which specification and handover obligations appear in the provider’s brief, and how the completed units are transferred or managed. The governing planning permission, funding agreement and provider requirements must be checked for each site.
During feasibility and planning
- Separate the proposed tenure mix instead of recording every discounted unit as one generic “affordable” total.
- Confirm the local planning authority’s adopted policy and the definitions attached to the permission.
- Test viability against the actual rent or sale mechanism, not an assumed percentage.
- Record whether service charges are included in the stated affordability figure.
During design and procurement
- Obtain the receiving provider’s room, accessibility, durability and maintenance requirements early.
- Coordinate metering, communal systems and service-charge boundaries so the future occupier’s cost is transparent.
- Keep tenure-specific schedules clear in drawings, specifications and cost plans.
- Allow for inspection, snagging and handover information required by the council or provider.
At handover and occupation
The completed home still needs the correct allocation or sales route. A unit designed as Affordable Rent cannot be described to applicants as Social Rent unless the provider and applicable policy authorise that tenure. Handover documents should identify the tenure, charging basis, service-charge responsibilities and restrictions that continue after completion.
Common misunderstandings
“Affordable” always means 80% of market rent
No. Up to 80% is the Affordable Rent ceiling in the cited June 2025 English statistics definition, including service charges where applicable. Other affordable tenures use different rent or price rules.

All social housing is Social Rent
No. Social Rent is one tenure. Affordable Rent and some low-cost ownership accommodation are also included in the cited social-housing usage.
Social housing is always free or heavily subsidised
No. Tenants pay rent and may pay service charges; buyers in affordable-ownership schemes meet purchase, mortgage and ongoing costs. The relevant subsidy and restrictions depend on the programme.
A 30% income test applies in England
No. The 30% of gross income benchmark comes from HUD’s archived 2006 U.S. glossary. It should not be presented as England’s planning definition.

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsThe label guarantees eligibility
No. Councils, providers and sales programmes apply their own current criteria. A household must check the rules for the particular property and locality.
Questions to ask before signing or specifying
- What is the legal and programme name of the tenure?
- Who sets the rent or sale price, and how can it change?
- Are service charges included in the quoted figure?
- Which council or provider handles allocation and complaints?
- What income, household, residency or first-time-buyer conditions apply?
- What restrictions keep the home affordable for the next eligible household?
- For ownership, what are the deposit, mortgage, rent-on-share, staircasing and resale arrangements?
- For a development, which planning condition, funding agreement and provider specification govern the units?
Bottom line
In England, affordable housing is the broad umbrella for qualifying market-linked or subsidised homes for sale or rent, while social housing is a regulated low-cost category that overlaps with it. Social Rent is usually the lower-rent tenure; Affordable Rent is a separate social-housing tenure that may be charged at up to 80% of local market rent under the cited statistical definition and is typically higher than Social Rent. Because definitions and eligibility vary by jurisdiction, programme and locality, the only reliable comparison is the specific home’s tenure, full cost, provider and allocation or resale rules.
