Adaptive Reuse Apartments vs. New-Build Apartments: Costs, Layouts and Amenities

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Adaptive reuse is usually the lower-cost, lower-carbon route when an existing building has a sound structure, usable service systems and a floor plate that can accept apartments without major surgery. New construction usually wins on planning freedom: it is easier to provide family-size rooms, reliable daylight, accessible circulation, efficient kitchens and bathrooms, and purpose-designed amenity spaces. The better choice is therefore a building-specific decision, not a blanket rule. Compare the cost of the existing structure with the quality of the homes it can deliver, then test code, financing, schedule and carbon assumptions for the actual site.

What the comparison really means

“Adaptive reuse” means converting an existing building—such as an office, hotel or other commercial structure—into apartments. The project retains some combination of the structural frame, envelope, cores, floor slabs and building services. A new-build apartment project starts with a new structural grid, envelope and service layout designed around residential requirements.

That distinction drives every trade-off. A conversion can avoid demolition, foundations and much of the structural work, but the design team must work around existing columns, window bays, floor depth, ceiling heights, plumbing stacks, elevators and fire-safety conditions. A new building costs more to create from scratch, yet its rooms, shafts, corridors, loading, parking and amenity areas can be arranged for the intended residents from the beginning.

  • Choose adaptive reuse first when the structure and major mechanical, electrical and plumbing (MEP) systems are serviceable, residential zoning is achievable, and the existing floor plate can provide acceptable daylight and unit sizes.
  • Choose new construction first when the building needs extensive structural or seismic work, deep floor plates produce too many interior rooms, or the program requires many two- and three-bedroom homes, large amenity floors or highly controlled accessibility and servicing.

Published cost and carbon figures below come from different places, currencies, scopes and dates. They are useful benchmarks, not bids. A current local cost plan, code review and construction estimate are still required.

How much cheaper are converted apartments?

The strongest broad finding is conditional: NAIOP Research Foundation reported in 2022 that per-unit adaptive-reuse construction costs can be about 30% lower than demolishing an existing building and replacing it with new construction when the structure and systems are usable. The saving comes from retaining work that a new project must fund—structure, foundations, portions of the envelope and existing service infrastructure.

More specific conversion types show the range of outcomes:

Project type or study Reported cost How to interpret it
General adaptive reuse About 30% lower per unit than demolition and replacement NAIOP Research Foundation, 2022; applies when existing structure and MEP systems avoid major reconstruction.
Office-to-co-living microapartments $123,300–$238,700 per microapartment Pew, 2026; includes acquisition, design, construction, furnishing and possible seismic retrofit.
Hotel or motel conversion in Los Angeles $300,000–$400,000 per unit, including acquisition RAND interviews, 2024; estimated at about 25% or more below current publicly funded new-construction costs.
Helsinki case study: adaptive reuse €1,803/m² initial cost; €3,280/m² over 50 years Moisio et al., 2026; one case study, not a universal benchmark.
Helsinki case study: new construction €3,774/m² initial cost; €5,251/m² over 50 years Moisio et al., 2026; directly comparable only within that study’s assumptions.

In the Helsinki study, adaptive reuse was 48% of new construction’s initial cost and 62% of its 50-year life-cycle cost. Its upfront greenhouse-gas emissions were 54% of new construction’s, and its life-cycle emissions were 81%. Those percentages describe the studied buildings, specifications and local conditions; they should not be presented as a guaranteed saving for another city.

Pew’s office-to-co-living range includes acquisition and furnishing, so it should not be compared directly with a construction-only estimate. Its analysis also found that keeping plumbing centralized cut conversion construction cost by 25%–35% per square foot compared with a conventional office-to-residential conversion. Centralized wet areas reduce new pipe runs and penetrations, but they can force kitchens and bathrooms into a narrower band of the plan.

Where conversion savings disappear

An existing shell is an advantage only if it is suitable. The following interventions can consume the apparent discount:

  • Façade removal or replacement: New windows, wall assemblies or weatherproofing can turn a retained envelope into a major reconstruction package.
  • New shafts and relocated services: Apartments often need more bathrooms, kitchens, exhaust ducts, electrical capacity and fire-rated risers than the original use provided.
  • Structural or seismic intervention: Strengthening slabs, columns or connections can require extensive demolition and temporary works.
  • Accessibility and life-safety upgrades: Elevators, accessible routes, egress, fire separation, sprinklers, alarms and smoke control may need to be rebuilt rather than merely inspected.
  • Deep floor plates: If too much area sits far from windows, the project may need new light wells, larger openings or a high share of interior rooms.
  • Major layout changes: RAND cautioned that changing single-room hotel units into family-size apartments can require enough modification to erode the original savings.

For that reason, compare total development cost—not only construction cost. Include acquisition, demolition inside the shell, design, permits, financing carry, temporary protection, furnishing where applicable, utility upgrades and contingency. A project-specific cost plan should show cost per unit, gross square foot and rentable square foot.

How floor plates shape apartment layouts

Conversions inherit the geometry of the former building. Existing columns determine where walls can run; window spacing determines which rooms receive direct light; floor-plate depth determines how far bedrooms and living areas sit from the façade; and plumbing stacks determine where kitchens and bathrooms are economical. Central corridors can also consume a fixed amount of area that cannot be moved to improve a particular unit.

Typical conversion patterns

Office-to-residential projects often favor studios, junior one-bedrooms, microapartments or co-living because those formats fit more readily between existing windows and centralized services. In the New York City Comptroller’s illustrative conversion model, the mix was 56% studios, 32% one-bedrooms and 12% two-bedrooms. The model assumed a 75% rentable-to-gross ratio, compared with roughly 70%–72% for common residential projects.

That higher modeled efficiency does not mean every apartment is larger or better. The same report says conversions may preserve rentable area by adding floors, reducing apartment sizes and marketing windowless interior areas as home offices. A plan can therefore produce a strong rentable-area percentage while offering fewer rooms with direct daylight.

What new construction can control

A new building can set its structural grid, cores and shafts around residential goals. Designers can align kitchens and bathrooms vertically, orient living rooms toward the best exposures, create accessible routes without awkward detours, and reserve floor area for family-size bedrooms. The project can also establish ceiling heights, acoustic assemblies, window dimensions and service zones before construction begins.

That flexibility is especially important when the brief requires a substantial number of two- or three-bedroom homes. A conversion may deliver those homes, but the team must prove that the existing bay width, depth, structure and plumbing can support them without dark rooms, inefficient corridors or excessive relocation work.

Questions to ask on every plan

  • How many living rooms and bedrooms have direct window access?
  • How much floor area lies beyond useful daylight or natural ventilation?
  • Are kitchens and bathrooms stacked close enough to control pipe length and maintenance access?
  • Can a wheelchair user reach the entrance, lift, dwelling, bathroom and shared amenities without a workaround?
  • Do existing columns intrude into furniture layouts or reduce acoustic separation?
  • Are ceiling heights and window sill levels appropriate for residential use?
  • Can the plan provide the required mix of studios, one-bedrooms and larger homes without relying on an uneconomic number of special layouts?

Are converted apartments smaller?

They often are, but “conversion” does not automatically mean small. Unit size is a program choice constrained by the existing envelope. Developers may choose compact units to fit window bays, preserve rentable area or keep plumbing centralized. This is why studios, junior one-bedrooms and co-living rooms are common in office conversions.

New construction makes a wider size distribution easier because the grid and service cores can be set for the target market. It is also easier to create repeated family layouts with comparable living rooms, storage and bedroom dimensions. A conversion can achieve the same result only if its existing geometry supports it and the budget allows the required structural and MEP changes.

When comparing proposals, review the actual unit schedule rather than relying on labels such as “luxury,” “micro” or “family.” Record net internal area, storage, window count, ceiling height, proportion of interior rooms and the number of units that share each plan type. A smaller apartment with generous daylight and well-placed storage may work better than a larger but deep plan with compromised rooms.

Which option has better amenities?

Both can provide gyms, clubrooms, coworking areas, storage, terraces and other shared facilities. The difference is how easily those spaces fit and how much residential area they displace.

Amenities in adaptive reuse

Existing lower floors, basements, podiums and former service areas can host shared uses, but their structure, ceiling height, ventilation, loading and accessibility may not match the proposed program. Every amenity competes with the limited usable area of the existing building and may require new mechanical capacity, plumbing, acoustic treatment or structural reinforcement.

The 750 Third Avenue conversion illustrates what is possible: its program included a gym, a “membership club” and storage. Those accessory uses were expected to generate $11–$13 million in annual rent in that project. That figure is a project-specific expectation, not a typical conversion return or a guarantee that amenities will pay for themselves.

Amenities in new construction

New-build projects normally have more freedom to place amenity floors, courtyards, terraces, parking, loading and mechanical rooms. A structural transfer, podium or dedicated amenity level can be designed before the residential grid is fixed. The trade-off is that these spaces add construction, operating and maintenance cost, and their value still depends on resident demand.

Is adaptive reuse more sustainable?

Often, because retaining a structure avoids some demolition and new material production. The Helsinki case study quantified the effect: adaptive reuse used 54% of the upfront greenhouse-gas emissions of new construction and 81% of its 50-year life-cycle emissions. Its life-cycle cost was also lower in that study.

Carbon performance is not automatic. A conversion that requires a new façade, extensive steel strengthening, replacement of all services, high-energy systems or large additions may lose much of the benefit. Conversely, a new building can perform well in operation if its envelope, systems and energy strategy are substantially better than the retained building’s.

Ask the design team to separate embodied carbon from operational carbon and to state the assessment boundary. Compare retained structure, new materials, demolition, replacement systems, expected maintenance and the study period. Keep the geographic and date assumptions visible: the Helsinki results cannot be transferred directly to a different climate, grid, code or construction market.

Regulation can change the answer

Financial feasibility depends on more than the building. Parking waivers, expedited review, impact fees, zoning capacity, tax exemptions and other incentives can materially change whether a conversion works. Jurisdictions may also have distinct rules for changing an office or hotel to residential use, including light, ventilation, egress, accessibility, fire separation, seismic safety and minimum dwelling standards.

Confirm the regulatory path before relying on a conceptual unit count. A project that appears efficient may lose units when required shafts, fire corridors, accessible apartments, refuse rooms, bike storage or parking are added. Conversely, a city incentive or waiver can preserve enough area to make reuse viable. The same building can therefore have different economics under different local rules.

  1. Survey the existing asset. Document structure, slab-to-slab heights, columns, façade condition, window spacing, floor depth, cores, elevators, plumbing stacks, HVAC, electrical capacity and fire systems.
  2. Test a residential code plan. Draw realistic units, corridors, accessible routes, egress, shafts, refuse, storage and amenity spaces. Count daylighted and interior rooms separately.
  3. Set the target resident and unit mix. Decide how many studios, one-bedrooms, two-bedrooms and larger homes are required. Do not let a high rentable-area ratio conceal an unsuitable mix.
  4. Price three scopes. Prepare a conversion estimate, a conversion with major upgrades and a new-build replacement estimate. Show acquisition, design, construction, financing, furnishing, contingency and schedule effects consistently.
  5. Price the systems risk. Obtain inspections and allowances for seismic work, façade intervention, new risers, electrical service, elevators, sprinklers, accessibility and acoustic upgrades.
  6. Evaluate resident quality. Compare daylight, ventilation, ceiling height, sound control, storage, thermal comfort, views and route quality—not just square footage.
  7. Test amenities and operations. Place each amenity on a plan, calculate its usable area, and estimate staffing, cleaning, utilities, repairs and replacement.
  8. Confirm approvals and incentives. Check zoning, parking, impact fees, tax treatment, review time and any adaptive-reuse program before fixing the financial model.
  9. Compare carbon and schedule. Use the same assessment period and boundaries for both options, then model construction duration, financing carry, resident disruption and procurement risk.
  10. Make a go/no-go decision with contingencies. Proceed with reuse only when surveys, code analysis and pricing show that the retained building can deliver acceptable homes without relying on unpriced exceptions.

Common failure modes and how to avoid them

Assuming the shell is reusable because it looks sound

Visual condition does not establish capacity, fire rating, seismic adequacy or remaining service life. Commission structural, façade, MEP and life-safety investigations before setting the conversion budget.

Using one headline cost percentage

The NAIOP “about 30% lower” finding is conditional, while the Pew and RAND figures include different scopes. Keep acquisition, furnishing, retrofit and construction costs separated so that unlike numbers are not compared as though they were equivalent.

Counting every square foot as equally valuable

A conversion can achieve a 75% rentable-to-gross assumption yet contain interior areas marketed as offices or compact units. Measure daylight, ventilation, usability and accessibility for each room.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Designing amenities after the units

Late amenity decisions often displace apartments or trigger new structure and services. Reserve amenity, loading, refuse and mechanical zones during the first test fit.

Ignoring larger households

If the market or public objective requires family-size homes, test those layouts first. RAND’s hotel-conversion evidence shows that forcing single-room buildings into family units can remove the expected cost advantage.

Treating sustainability as a label

Retaining structure can reduce embodied emissions, but the result depends on the work actually required and on operational performance. Use a comparable life-cycle assessment rather than assuming every conversion is greener.

What a construction brief should require

Whether the project proceeds as reuse or new build, require the design and estimating team to submit:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • A measured survey and condition report for structure, envelope, MEP, elevators and life-safety systems.
  • At least two test fits showing unit mix, daylighted rooms, interior rooms, accessible units, storage, refuse and amenity areas.
  • A cost plan with acquisition, demolition, construction, professional fees, permits, financing, furnishing where relevant and contingency identified separately.
  • A schedule showing approvals, investigations, procurement, construction and any resident or neighbor disruption.
  • A code and zoning memo covering use change, parking, impact fees, tax treatment, accessibility, egress, fire protection, ventilation and seismic requirements.
  • A carbon assessment that distinguishes retained and new materials, demolition, operational energy assumptions and the selected life-cycle period.
  • An operating plan for shared amenities, including utilities, staffing, cleaning, maintenance, accessibility and replacement reserves.

This documentation makes the choice auditable. It also prevents a low conversion estimate from being compared with a fully loaded new-build budget, or a high unit count from being accepted without checking the quality of the homes.

Bottom line for owners and residents

Adaptive reuse is the stronger option when the existing structure, floor depth, windows, cores and services can support a good residential plan with limited intervention. It can reduce per-unit cost by about 30% in the conditions identified by NAIOP and can deliver substantial carbon savings, as the Helsinki case demonstrates. New construction is the safer choice for demanding unit mixes, consistent daylight, family-size layouts, controlled accessibility and large, purpose-designed amenity programs. The decision should follow a measured survey, code test fit, comparable cost plan and life-cycle carbon review—not the building type alone.
