That is a step toward planning an upgrade, not approval or funding to build a final design. Separately, a riverbank-restoration project is scheduled in two stages across 2026 and 2027; it addresses habitat and riverbank conditions rather than delivering the foreshore amenities considered in the concept plan.
What Council decided about the Coode Street foreshore
On 27 August 2024, Council voted 6–2 to allocate $200,000 in its 2025/26 budget toward preparing a concept plan for Node 2, the Coode Street section of the South Perth foreshore. The motion linked the work to priorities in the October 2022 Coode Street Foreshore Engagement Outcomes Report. The City of South Perth council minutes record the decision.
A concept plan is a planning step: it can explore what facilities and layout might suit the site. The allocation is not construction approval, a tender for building works, or confirmation that the full upgrade has a construction budget. The City’s engagement page described concept design as a next step subject to funding; the 2024 decision provided money for preparing a concept plan, but the material available does not confirm whether that plan has since been completed.
What the longer-term foreshore vision includes
The Coode Street proposal sits within a wider South Perth foreshore planning process. The City began visioning for the foreshore, including Mends Street and Coode Street, in 2012. Council approved the South Perth Foreshore Strategy and Management Plan in October 2014; it was published in May 2015. Mends Street’s piazza was later developed, while Coode Street remained the focus of the Node 2 concept-plan proposal.

In 2022, the City sought community input to validate and explore the Node 2 vision. Priorities recorded on the Your Say South Perth Coode Street Foreshore page included shade, seating and gathering spaces, picnic and dining areas, lighting, flexible barbecue areas and places for groups.
The City describes Coode Street as a family destination with open green space, a playground, café and riverside beach. Its strategy envisions a better-serviced recreational area, with improved facilities, food-and-beverage choice and activities such as an all-ages-and-abilities playground, rowing, sailing, boat mooring and water play. These are strategic aspirations, not a list of facilities approved for construction.

Floating venue proposal and the later food-and-beverage EOI
In October 2024, Council unanimously asked the CEO to seek in-principle support from the Department of Biodiversity, Conservation and Attractions (DBCA) and other relevant agencies for advertising an expression of interest (EOI) for a temporary floating food-and-beverage venue at the jetty. If agency support came through, the proposed EOI was to return to Council for endorsement. Council also requested a progress update at its 25 February 2025 meeting. The 22 October 2024 council minutes set out those conditions and next steps.
The City subsequently advertised a separate EOI for temporary small-scale cafés, kiosks and other food-and-beverage outlets at Node 2 during 2025/26. Submissions closed at 4pm on 30 April 2025, according to the City’s EOI notice. The available notice does not identify how many submissions were received or whether an operator was selected. It does not establish that the proposed floating venue opened or that it was the same opportunity as the later small-scale EOI.

The two approaches raise different practical questions, but there is no confirmed final operator or formal options assessment in the available material:
- Temporary or small-scale operation: Could provide a limited food-and-beverage offer without committing to a permanent building, but its operating period, hours, weather protection and accessibility would depend on the eventual arrangement.
- Permanent facility: Could offer a more durable venue and weather-protected space, but would require a defined design, approvals and construction funding. No permanent restaurant or café has been approved through the decisions described here.
PerthNow reported that a South Perth community survey found 64.4% wanted a permanent restaurant and 74.7% wanted a café at the foreshore. The report did not state the survey’s sample size or field dates, so those figures should be read as reported preferences, not as a representative or current measure of community opinion. Riverbank restoration is a separate construction project
In April 2026, the City announced a distinct Coode Street riverbank-restoration project. Its stated contributions are $2.1 million from the Australian Government Natural Heritage Trust under the Urban Rivers and Catchments Program, $850,000 from the DBCA Riverbank Program and $1.3 million from the City of South Perth. These amounts relate to riverbank restoration, not the $200,000 concept-plan allocation. The City’s April 2026 project update gives the scope, schedule and funding.
The update schedules Stage 1 for August–November 2026 and Stage 2 for April–October 2027. As of 8 October 2026, the published dates place Stage 1 within its scheduled period, but the update does not verify the day-to-day status or confirm completion.

Stage 1: scheduled August–November 2026
- Move the pedestrian path inland and construct two headlands.
- Reshape river beaches into areas for wildlife and recreation, and reconnect the river to wetlands with planted areas.
- Expand habitat for rakali and endangered fairy terns.
- Improve pedestrian access near the Boatshed Café while retaining recreation areas near the StrEATs event site and Funcats.
Stage 2: scheduled April–October 2027
- Reshape beaches and add habitat protection near the freshwater outflow by the jetty.
- Remove a failing river wall between the boat ramp and Djirda Miya, replacing it with a gently sloping beach.
- Build vegetated headlands and form a habitat corridor toward Lake Douglas.
These are planned restoration works as described by the City, not a claim that all features are already built. Their focus is riverbank condition, habitat and the relationship between the river and wetlands. They should not be mistaken for construction of a café, playground or other amenities that may be considered through the Node 2 concept plan.
Ferry context: historical, not a current service commitment
Coode Street jetty’s ferry service ended in 2005, reportedly because regular demand was insufficient. In September 2024, City CEO Michael Bradford told PerthNow that State Government feedback had cited shallow water and population density as issues for the location, while leaving open the possibility it could be considered in future. That comment describes discussions reported at the time; it does not establish the State’s current ferry plans. See PerthNow’s September 2024 coverage.
