Stage 1 refurbishment was completed in early 2026, and the first tenants moved in during March. Stage 2 is underway, with no final completion date published as of the Department of Housing and Works’ 18 May 2026 project update.
What is happening to Fraser Suites?
The Western Australian Government acquired the 12-year-old serviced-apartment complex on Adelaide Terrace in June 2025 for $105 million. The building, in the Queens Riverside precinct, is now identified in the government project as Q4. The plan is to refurbish it for affordable and social housing rather than continue operating it as short-stay accommodation.
The current project page describes 211 residential dwellings, comprising one- and two-bedroom apartments intended for singles and couples, including seniors. It describes the homes as long-term rental accommodation for affordable and social housing.
Why do the figures differ from the original announcement?
The June 2025 acquisition description referred to up to 236 serviced apartments and 11 commercial suites in the complex. The current planned housing output is 211 dwellings. These figures describe different things: the earlier figure was the building’s maximum serviced-apartment count, while 211 is the current residential output stated on the project page. The government sources reviewed do not provide a full reconciliation of the difference.

What work has been completed, and what is still underway?
Stage 1: completed
Stage 1 included removing furniture, reconfiguring electrical services, installing temporary laundry facilities and landscaping. Its completion enabled partial tenanting and a staged move-in program. The Department of Housing and Works said Stage 1 was completed in early 2026; the WA 2026–27 Budget Overview records the first tenants moving in during March 2026.
Stage 2: underway
The current government project page says Stage 2 is underway and involves upgrades to improve the building’s layout and functionality. An October 2025 ministerial statement described a more detailed initial scope: new kitchens for studio apartments, storerooms, a permanent laundry and converting the pool area into shared community living space. That earlier list describes the published scope at the time, not a guarantee that every element remains unchanged.

The project page does not give a final Stage 2 completion date or a timetable for full occupancy.
Who will manage the homes?
Foundation Housing Limited was appointed as the community housing provider. The Department of Housing and Works says Foundation Housing will handle ongoing property maintenance, tenant services and community wellbeing initiatives.

What the government has said about the purchase
In Parliament on 14 October 2025, Housing and Works Minister John Carey called the purchase and repurposing “a quick and cost-effective way to boost the rental market.” That is the minister’s characterization of the project. The available sources do not provide an independent cost-per-home analysis, outcome evaluation or comparison with other ways of delivering housing.
