A PerthNow report published on 23 October 2025 cited an estimate of two to three more years of detailed planning, followed by a similar period to build—but also reported that there was no delivery timeline. Those estimates are not a construction start date or government commitment.
What is the highway’s current status?
Main Roads WA classifies the Whiteman Yanchep Highway as a future project. Its current planning section runs from Gnangara Road to Neaves Road in Perth’s North-West Corridor. The agency says the route is intended to connect planned urban development with employment centres, carry regional freight and commuter traffic, and eventually provide a strategic link to Mitchell Freeway in the Yanchep area. These are planned functions; the highway is not built, and the cited sources do not report measured benefits from it.
Main Roads’ project page states: “It’s important to note that this is a planning study only and no funding is currently available for construction.” The page was last reviewed on 5 August 2024 and updated on 5 September 2024. Read the Main Roads WA project update.
Is there a construction date?
No committed construction or completion date is identified in the available project information. PerthNow reported on 23 October 2025 that Main Roads estimated two to three years of further detailed planning before construction could start, with a similar amount of time anticipated for the build. The report also quoted Main Roads as saying there was no timeline for delivery. These were estimates reported in October 2025, not a funded schedule or promise; Main Roads’ project page says construction funding is unavailable.

The practical takeaway is that adding the reported planning and build estimates together does not establish a reliable opening year. The estimates depend on future decisions and should not be treated as a countdown to construction. PerthNow’s 23 October 2025 report provides the dated estimate and its attribution.
What does Planning Control Area 173 mean?
Main Roads says Planning Control Area 173 (PCA 173) has been declared over part of the proposed highway route from Gnangara Road to north of Neaves Road, as well as the Flynn Drive extension to Neaves Road. The declaration is stated to last five years and is intended to protect land needed for those future routes.

A PCA is a land-protection measure during planning. It is not construction approval, a funding decision, or a guarantee that the road will be built on a fixed date. The City of Wanneroo says affected land can remain in current use until it is reserved; individual property impacts and acquisition questions depend on the specific land and require case-specific information. Why does East Wanneroo development matter?
PerthNow reported in October 2025 that State Government timing decisions about further detailed planning or construction would be influenced by the rate of East Wanneroo development. The report described the East Wanneroo District Structure Plan as providing for 50,000 homes over 50 years. That is the reported scale of a long-range housing program—not a guaranteed build schedule, a threshold for highway funding, or evidence that a particular number of homes will trigger construction.

The City of Wanneroo explains that East Wanneroo development is market-driven and that structure-plan timeframes are indicative. As a result, development pace is a factor in the reported government approach, but it does not provide a date for the highway. The City’s FAQ explains East Wanneroo planning and timing.
How far has planning progressed?
A January 2023 Main Roads update said the WA Planning Commission had endorsed a recommendation in February 2018 to note the alignment definition study and ultimate planning design concept. The 2023 update said environmental and other supporting information would need review to support a future Metropolitan Region Scheme amendment, and that Main Roads was consulting before seeking a Planning Control Area.

The current project page now says PCA 173 has been declared. These documents describe successive planning stages: the 2023 update records consultation before seeking the PCA, while the later project-page status records its declaration. The 2023 document also referred to the route providing a strategic link by the time Perth’s population reached 3.5 million; that is a planning horizon stated in the 2023 update, not an independently verified current population forecast. The City lists construction of stage one from Ocean Reef/Gnangara Road to Neaves Road as an advocacy priority and calls for State and Federal governments to partner on transport infrastructure. That is the City’s advocacy position, not evidence of project approval or construction funding.
