A 7.7-magnitude earthquake struck Myanmar on 28 March 2025. In Bangkok, shaking coincided with the collapse of a high-rise still under construction: the planned new headquarters of Thailand’s State Audit Office. The earthquake’s epicentre was in Myanmar; the building collapsed in Bangkok, Thailand. What caused this particular structure to fail remains a question of attributed investigative findings, not a final court-established conclusion.
What happened in Bangkok?
The earthquake struck at 06:20 UTC on 28 March 2025—12:50 p.m. Myanmar local time—according to the Institution of Structural Engineers, which gives its magnitude as 7.7. The shaking was felt in Bangkok, where the State Audit Office’s new headquarters, then under construction in the Chatuchak district, collapsed.
The collapse occurred during the earthquake, but that sequence alone does not establish the precise engineering mechanism or explain why this building failed. The Institution of Structural Engineers’ summary identifies the earthquake and its effects; it is not, by itself, a final technical determination of the building’s failure.
What was the collapsed building?
It was intended to become the new headquarters of Thailand’s State Audit Office. The agency said the project began in 2018. In its 1 April 2025 statement, the State Audit Office named Forum Architect Co., Ltd. and Meinhardt (Thailand) Ltd. as the designers, ITD-CREC Joint Venture as the construction contractor, and PKW Joint Venture as the supervision provider.

The same statement reported project amounts of 73 million baht for design, 2,136 million baht for construction and 74.65 million baht for supervision. Those figures, and the project details, are the State Audit Office’s account.
Why did a Bangkok tower collapse during an earthquake in Myanmar?
The immediate answer is that earthquake shaking reached Bangkok and the building collapsed during that event. That does not yet answer the more specific question of why this high-rise failed while the earthquake’s effects in Bangkok were reported as comparatively limited. On 31 March 2025, the Associated Press framed that contrast as a central question. A complete technical explanation requires distinguishing the earthquake’s effects from the reported findings about this project.

The State Audit Office said on 29 March that it had formed an independent investigation committee and welcomed technical experts to assess the structural failure and the disaster’s impact. In its 1 April statement, the agency said the project had followed legal procedures and had undergone no design modifications. Those were the agency’s positions at that point in the response, not a final engineering finding.
Later, the Associated Press reported on 7 August 2025 that investigators had found design and structural flaws and that some officially approved designs had not been implemented. These are reported investigative findings. They should not be presented as a final judicial ruling or as a complete account of the physical sequence that brought down the building.

What did investigators and prosecutors do?
The State Audit Office’s committee
The agency announced its own independent committee on 29 March, one day after the collapse, to examine structural failure and the disaster’s impact. That was an agency-led response; it was separate from the criminal investigation that followed.
DSI’s special-case inquiry
On 2 April 2025, Thailand’s Department of Special Investigation (DSI) said it had accepted the matter as a special case. Its initial inquiry raised possible issues involving alleged nominee shareholding, bidding with state agencies and whether construction materials met Thai industrial standards. These were investigative questions and allegations, not proof that an offence had occurred.

At the 2 April briefing, DSI Director-General Police Major Yutthana Praedam said: “Following yesterday’s meeting assigning relevant agencies to gather facts regarding the collapse of the under-construction State Audit Office of the Kingdom of Thailand building, we now have sufficient grounds to accept the case as a special case.”
Reported indictments in August 2025
On 7 August 2025, the Associated Press reported that prosecutors had indicted 23 individuals and companies, including project contractors and people associated with design and engineering. The reported charges included professional negligence and forged documents. An indictment is a formal accusation, not a conviction; the reporting cited here does not establish a later court outcome.

What is known about casualties?
Rescue and recovery reports issued during the operation changed over time. The sources cited here do not establish a single final casualty figure for people at the collapsed building, so an early count should not be treated as the definitive toll. During the rescue effort, Bangkok Governor Chadchart Sittipunt told the Associated Press: “Even one life saved is worth all the effort, so I think we have to move on, carry on.”
