The right method depends on the covering, adhesive and wall beneath it. Start with a small test patch, keep moisture under control, and switch to scoring, a wallpaper remover or steam if the paper resists.
Fabric softener vs. vinegar: what the instructions say
Sherwin-Williams gives directions for both mixtures, but does not report comparative success rates. There is no established basis in these sources for saying vinegar works better than softener, or vice versa; treat them as alternative DIY trials rather than reliable solutions for every wallpaper or adhesive.

Check the wallpaper before choosing a method
Test a small, hidden area
Try an inconspicuous spot first and watch how both the covering and the wall respond. The Home Depot also recommends checking whether a strip will peel away from a corner. If the wallpaper releases readily, a liquid method may be enough; if it does not, avoid simply adding more water.
Account for coatings and paint
Vinyl-coated and washable wallpaper can resist water and steam, preventing them from reaching the paste. Sherwin-Williams and The Home Depot recommend scoring resistant coverings to create access points; The Home Depot notes that water-resistant or washable vinyl may need a chemical wallpaper remover. A National Bureau of Standards technical note, hosted by govinfo.gov, also discusses scoring to help steam penetrate water-resistant or painted-over wallpaper and says mechanical removal may sometimes be necessary: Technical Note 770.

What to try when a DIY mixture is not enough
Score, then use liquid remover
A wallpaper scoring tool can perforate a resistant surface so liquid has a route to the adhesive. Work carefully: the aim is to open the covering, not gouge the wall. If you use a commercial remover, follow its current label. Zinsser’s instructions for DIF Wallpaper Stripper Gel say to perforate the covering and apply more gel as needed to keep it saturated. Zinsser also describes scoring guidance for DIF Wallpaper Stripper Liquid.
Use steam for stubborn paper
Sherwin-Williams describes working in small sections, applying the steamer’s plate and scraping as the wallpaper loosens. The Home Depot also lists steam as an option for stubborn wallpaper. Steam can burn; follow the steamer manufacturer’s directions and wear gloves and protective eyewear, as The Home Depot advises.

Remove paste and prepare the wall
Stripping the paper is only part of the job. Sherwin-Williams recommends washing remaining glue with warm water and dish soap, wiping with clean water, and allowing the wall to dry. The Home Depot also advises cleaning the surface and repairing damage. Patch nicks or uneven areas with joint compound before painting or repapering. Avoid soaking drywall during removal: excess moisture can damage it.

Safety and practical checks
- Ventilate while using the softener or vinegar mixtures. Sherwin-Williams cautions that strong odors may trigger asthma symptoms in susceptible people.
- Wear gloves and protective eyewear for chemical remover or steam, following The Home Depot’s safety guidance.
- Use scoring tools gently to reduce the risk of damaging the wall beneath the covering.
- Follow the current label for any commercial product and the manufacturer’s directions for steam equipment.
