The WA Planning Commission (WAPC) approved South Link Investments Pty Ltd’s mixed-use development at 86–90 Mill Point Road, South Perth, on 5 May 2022. The current WAPC record lists 175 apartments alongside café/restaurant, office and small-bar uses, and records a 2025 extension setting 16 May 2028 as the substantial commencement deadline. That deadline is not confirmation that construction has begun.

Height and shared facilities described in 2022 coverage
PerthNow’s report on the decision described the building as 36 storeys and more than 125 metres tall, with a three-storey podium. It reported a ground-level restaurant, office and small bar, as well as proposed communal facilities including a gym, swimming pool, games room, theatre and outdoor entertaining area. Approval date and commencement deadline
The WAPC record says the application was approved at the Commission’s meeting on 5 May 2022. It also records a later determination, dated 28 August 2025, extending the substantial commencement period to 16 May 2028. This is an extension of the deadline for substantial commencement, not evidence that work is underway or that the development has been completed. WAPC application record
The sources available for this status do not establish whether construction has started or whether the approved scheme has changed since the extension. The reliable conclusion is limited to what the record confirms: approval in 2022 and an extended deadline in 2025.

Reported consultation concerns
PerthNow reported that the proposal received 94 submissions during consultation: 10 in support, 69 opposed and 15 supportive subject to changes. The concerns it reported included the tower’s effect on local amenity and traffic related to access arrangements. According to the article, revised plans followed consultation, and the WAPC report said the concerns had been appropriately addressed in the revised plans and supporting documentation. The West Australian characterized the rise from the initial $150 million estimate to the 2025 figure above $293 million as an increase of $143 million. In the same report, it reproduced a 25 August 2025 project letter statement from PTS Town Planning: “The project is now becoming viable, not as a result of the reduced construction costs, but as a result of improved revenue from increased apartment value.” The statement is attributed to the planning firm, not to a named individual.
