The see-through state lets people outside check whether the toilet is empty and whether it is clean. The opaque state gives the person inside privacy, and it signals to everyone else that the toilet is in use.
How the glass changes state
The design has two states, and the lock controls which one applies. The architect’s project page describes the glass as “instant dimmable glass that turns opaque when the door is locked, ensuring privacy while making it immediately clear from the outside that the toilet is in use.” Shigeru Ban Architects’ project page is the primary description of this behaviour.

The Tokyo Metropolitan Government’s Tokyo Updates article of August 12, 2022 gives the same two states: transparent when unlocked, opaque when locked. The TOTO Technical Center article on the Haru-no-Ogawa Community Park toilet also describes the glass becoming opaque when locked and readable as occupied from outside.
The two concerns the design answers
The architect’s project description frames the problem around two questions that people ask before entering a park toilet: “first, whether they are clean inside, and second, whether anyone might be hiding inside.” The transparent state answers both before a visitor commits to the door. A person can see the interior and judge its condition, and can see that nobody is inside.

The same page explains the second half of the logic: “The transparent walls reveal the interior, enabling users to confirm its cleanliness and whether anyone is inside.” Once the lock is engaged, the glass removes that view, so the occupant is not observed while using the facility.
The design therefore treats visibility as a tool for reassurance in the vacant state, and treats the locked state as the point where privacy takes over. Because the opacity is tied to the lock, the occupancy signal comes from the same action that gives the user privacy. No separate sign or indicator is described in the sources.

Where the toilets are and what the project is called
The featured facilities are Shigeru Ban’s transparent public toilets at Yoyogi Fukamachi Mini Park and Haru-no-Ogawa Community Park in Shibuya, Tokyo. They are part of the THE TOKYO TOILET initiative in Shibuya Ward. The architect’s project page lists “The Transparent Tokyo Toilet” as completed in 2020. The Tokyo Metropolitan Government article is the official government reference for the initiative and the design purpose.
Readers searching for these toilets should note that the names of the parks and the project are the reliable identifiers. Descriptions of “transparent toilets in Tokyo” elsewhere may refer to other installations, so checking the park name before visiting avoids confusion.

What the glass technology is
The architect’s project page calls the material instant-dimmable glass. The TOTO article describes it as instant-dimming glass. Neither source gives a full engineering account of the glass make-up or the control system in these installations.
A Government of Japan feature published in November 2022 describes the wider category, light-control glass that can be switched between transparent and opaque by turning electricity on or off. It names restroom privacy as one possible application and identifies Nippon Sheet Glass Company, Ltd. as a company working on the technology. This is background on switchable glazing in general. It does not establish that Ban’s installations use that company’s product or that specific mechanism.

Can someone make the glass clear while the toilet is occupied?
The sources describe one direction of change: the glass becomes opaque when the door is locked. None of the reviewed official descriptions mentions a control that lets a visitor or an occupant make the glass transparent while someone is inside. The design as documented ties visibility to the lock, which is why the occupied state reads clearly from outside.
What the sources do not establish
The official material confirms the project’s identity, location, completion year, purpose and intended glass behaviour. It does not describe what happens during a power loss, a lock failure, glass damage or an emergency. Without that information, the article cannot say whether the glass fails opaque, fails transparent, or stops in its last state. Readers should not assume that any particular fail-safe or emergency arrangement exists or was tested.

The sources also do not include independent reliability testing or a report on the current operating condition of each facility. The 2020 completion and 2022 government coverage are the most recent dated references available here, so the present state of each toilet should be checked locally before relying on any detail in this article.
Switchable privacy glass outside public toilets
Outside Tokyo, the same transparency-to-privacy behaviour appears in products described as switchable privacy glass or PDLC smart film. These are relevant to the technology, but a commercial glazing or partition installation is a building-material and electrical-control project. A consumer film product is not equivalent to a purpose-built public restroom system, and the public toilet installations discussed here do not establish how such films perform in any other setting.
Anyone considering switchable glazing for a restroom should ask the supplier for the power supply requirements, the installation method, the intended application and the documented behaviour when power is interrupted. The sources here do not answer those questions for any product.
