Why Are Jackhammers So Loud? Noise Sources, Levels and Hearing Risk

Jackhammer noise comes from repeated chisel impacts and pneumatic exhaust. Learn how to interpret distance-specific readings, understand hearing risk, and reduce exposure.

Jackhammers roar because repeated blows drive the chisel into hard material while the pneumatic system releases air and adds exhaust noise. How loud that sounds depends on the tool, the work, and where and how the sound is measured. A published reading at a set distance is not the same as the operator’s full-shift exposure.

Why are jackhammers so loud?

Two major sources identified by NIOSH are the chisel striking concrete and the pneumatic exhaust. The impact transfers repeated mechanical energy into the material; the exhaust creates another path for noise. What reaches workers nearby also depends on the tool and work conditions.

Noise control therefore cannot be reduced to silencing one part. In its jackhammer study, NIOSH tested shrouds and bellows that addressed sound radiating from the tool body, as well as a retractable shroud covering the chisel. The study’s publication year was not shown in the retrieved record. NIOSH, Noise Controls for Jackhammers.

How loud is a jackhammer?

There is no single reading that applies to every jackhammer or tells you the operator’s daily exposure. The Federal Highway Administration gives two figures in separate tables, based on different datasets and reporting contexts:

These are reference-distance figures, not readings at an operator’s ear and not full-shift averages. FHWA identifies jackhammers as impact devices. The tables’ distinct methods and datasets help explain why reported figures differ; neither should be treated as a universal current level. Can jackhammer noise damage your hearing?

Yes. OSHA warns that noise-induced damage can permanently harm inner-ear receptor cells, and that resulting hearing loss cannot be corrected through surgery or medicine. Risk depends on exposure over time, not just one sound-level reading.

NIOSH’s health-based recommendation

NIOSH recommends limiting occupational noise exposure to 85 dBA as an eight-hour time-weighted average (TWA). Under its 3-dB exchange rate, each 3-dB increase halves the recommended exposure time. This is a health-based recommendation and dose framework, not an OSHA legal limit. See NIOSH, Understanding Noise Exposure Limits: Occupational vs. General Environmental Noise (2016).

OSHA requirements in the United States

OSHA’s overview says its general-industry hearing-conservation program is triggered at an eight-hour TWA of 85 dBA and describes engineering or administrative controls above 90 dBA as an eight-hour TWA. It separately notes construction controls and hearing-conservation requirements when exposures exceed 90 dBA as an eight-hour TWA. These are regulatory provisions with defined scope; they are not interchangeable with the more protective NIOSH recommendation. What controls can reduce jackhammer noise?

NIOSH found significant noise differences among the jackhammers it evaluated, so choosing a quieter suitable tool can matter. It also concluded that the best approach uses all available controls. The evidence below comes from laboratory testing; results may differ with another model, material, site, or maintenance condition.

  • Tool-body controls: A jacket and bellows reduced noise by up to 4 dB for some jackhammers in NIOSH’s laboratory evaluation. NIOSH states that a 3 dB reduction corresponds to a 50% reduction in sound pressure level; that does not mean perceived loudness falls by 50%.
  • Chisel damping: Damping material reduced noise and tonal components by 3–4 dB to as much as 40 dB in the tested setup. The strips had durability problems under working conditions, so these findings are not a general product recommendation.
  • Work practices and protection: OSHA’s broad control examples include using quieter machines, isolating the noise source, limiting worker exposure, and using hearing protection. Reduce noise at the source or along its path where feasible, then manage remaining exposure.

The specific tested controls are described in NIOSH, Noise Controls for Jackhammers; the study does not establish whether those controls are currently commercially available.

How should workers choose hearing protection?

NIOSH advises earmuffs over earplugs when exposure is 100 dBA or greater, including jackhammer-level noise examples, and for impulsive sounds. This is protective guidance for high-noise conditions, not a claim that every jackhammer measures exactly 100 dBA. NIOSH recommends enough reduction to bring exposure to 75–85 dBA, avoiding overprotection, and fit-testing protectors where possible.

A protector’s Noise Reduction Rating (NRR) is a laboratory value; workers often achieve less reduction on the job. Do not choose by NRR alone. Consider:

  • Correct fit, comfort, and whether workers can wear the protector consistently.

How can a worksite assess exposure?

A single reading does not establish a full-shift noise dose. A useful assessment accounts for exposure duration and work patterns, using suitable workplace measurement procedures. OSHA lists sound level meters, dosimeters, and octave-band analyzers among workplace instruments, and also notes phone apps as tools. It identifies the NIOSH Sound Level Meter app for iOS as a workplace screening tool, not a substitute for a proper occupational assessment.

As a quick warning sign, OSHA says that needing to raise your voice to be heard at three feet may indicate noise above 85 dBA. Treat that as screening, not a formal exposure result. For workplace guidance, see OSHA, Occupational Noise Exposure – Overview.
