Two permanent change-room units were installed at South Beach in early 2024 as an interim measure while a larger toilet and changeroom replacement project remained delayed. The City of Fremantle says the new changeroom facility opened on 28 July 2025, a separate milestone from the two early units.
What was installed in 2024?
PerthNow reported on 1 February 2024 that the City of Fremantle had installed two permanent change-room units at South Beach, with a third planned for the following week. Each unit accommodated two booths. The City’s post, as quoted by PerthNow, said the units would be painted bright colours “in the near future”; the report does not establish whether or when that painting took place. PerthNow’s report
Those units were an interim response, not the completed replacement project. At the time, permanent toilets and changerooms were still pending, and the City could not give PerthNow an estimated completion date for the new toilets.
Why was the replacement project delayed?
The City of Fremantle’s project page records that Council rejected two tenders on 20 December 2023 because the submitted amounts were significantly above the cost estimates and approved budget. PerthNow linked the resulting construction delays to complaints from local residents and business owners about the wait and temporary facilities. It reported complaints that temporary facilities were frequently blocked and leaking sewerage; those conditions are reported complaints, not an independently documented inspection in the available account. How did the delays affect local businesses?
PerthNow identified Ismet Aslan as a South Beach café owner and reported his account of fewer visitors changing after a swim before heading to work. “People used to come here and go for a swim and change and get ready for work straightaway but they’re not coming here anymore,” he said. “The business side is really down.” This is his personal account; the reporting and City pages provide no published figure for business losses, complaint volume, or changes in beach visits.
What does the later facility offer?
The City says the new South Beach changeroom facility opened on 28 July 2025. Its current facility information lists accessible toilets and changerooms with showers, universal-access and family rooms, gendered and gender-neutral spaces, and a Changing Places facility. The Changing Places facility uses the Master Locksmith Access Key (MLAK) system. Eligible users can obtain a key through National Disability Services WA or borrow one from the South Beach Café during its stated opening hours; check the City’s facility page for current access details.
