Separately, the Western Australian Planning Commission (WAPC) approved the original 7–11 Station Street development in June 2025, and an amendment proposing changes—including to its overall height—is now lodged. The final amended design and a decision on the amendment are not stated in the Department of Planning, Lands and Heritage’s listing, checked on 8 October 2026.
What is planned for Cottesloe Village?
Several planning processes overlap, but they concern different things: an approved development application for 7–11 Station Street, an amendment to that application, a broader local precinct structure plan, and a separate State station-precinct initiative.
- Station Street development: the WAPC approved the original application on 19 June 2025. An amendment application is now listed as received.
- Cottesloe Village Precinct Structure Plan and Local Planning Scheme Amendment 14: Town of Cottesloe material records these as awaiting WAPC consent to advertise. That is not the same as approval of the Station Street application.
- Precincts WA: a separate State-led station-precinct initiative that includes Cottesloe. Detailed zoning and development controls are intended to come through a later improvement scheme, not the improvement plan itself.
The Department’s live Station Street listing describes the original approval and the lodged amendment. The Town’s 2025 annual report and planning-scheme information describe the local precinct plan’s separate status. The State’s Precincts WA page, last updated 5 August 2026, explains its broader station-precinct approach.
What was in the original Station Street proposal?
In a statement published 16 June 2025, the Town of Cottesloe described the proposal then before the WAPC as two residential towers of 15 and 17 storeys, with 125 apartments, a 128-room hotel, commercial tenancies and basement parking. The Department’s listing gives the application value as $200 million and records WAPC approval on 19 June 2025.

Those height and building-mix figures describe the original proposal, not a confirmed final design. The amendment now listed as received proposes changes to land use, floor layouts, overall height, basement access, parking and elevations. The Department says it will release the amendment for public consultation in due course; its listing does not establish the revised height or a decision on the amendment.
How tall will the Station Street development be?
The 15- and 17-storey heights were part of the proposal described by the Town in June 2025. Because the lodged amendment proposes a change to overall height, those figures should not be treated as the confirmed height of the amended development. The Department’s listing, checked 8 October 2026, does not state the final amended height or whether the amendment has been determined.

Why has the Town raised concerns?
The Town said it objected to the proposal’s height and scale, particularly the potential for winter overshadowing of Napoleon Street. It said its precinct work indicated the site could tolerate a maximum of 10 storeys without significant negative effects on the street’s character and amenity. That is the Town’s stated assessment and position, not the confirmed height of the development.
In its 16 June 2025 statement, the Town said: “A key aim of the Structure Plan is to prevent winter overshadowing of Napoleon Street to preserve amenity and the vibrancy of its shops and cafes.” The concern links building scale to sunlight and the experience of a neighbouring shopping street; it does not, by itself, determine the outcome of the WAPC’s assessment.

What did the community submissions say?
The Town reported receiving 764 submissions on the proposal. It said fewer than 10% gave unqualified support, while more than 90% either opposed the proposal entirely or supported it subject to a maximum 10-storey height limit. These are figures and categories reported by the Town in June 2025, not the results of an independently conducted poll.
Who decides the Station Street application?
Under the temporary Part 17 Significant Development Pathway, the WAPC is the decision-maker. The Department’s FAQ says assessment can consider strategic planning, local amenity, traffic, servicing, environmental matters and public submissions. It also says there were no statutory assessment timeframes under that temporary pathway.

The Town’s objections and the submissions form part of the planning context, but the decision belongs to the WAPC. The Department’s Significant Development Pathway information describes the pathway and its assessment.

No. The Town’s 2025 annual report records the draft Cottesloe Village Precinct Structure Plan and associated Amendment 14 as being with the WAPC for consent to advertise. The Town’s planning-scheme page likewise says it is awaiting permission to advertise. This is a status before public advertising and is distinct from the WAPC’s approval of the original Station Street development.
Planning for Cottesloe Village has involved the Town and the Shire of Peppermint Grove. An earlier Town consultation page describes the draft 2019 plan as a way to gather community sentiment, not as a Council recommendation. It outlines work on technical research, a strategic framework and engagement, supporting instruments such as scheme amendments, and an action plan including capital works programming.
How does Precincts WA relate to the local plan?
Cottesloe is also included in the State’s Precincts WA station-precinct initiative. Its core-and-frame approach anticipates greater density close to stations, transitioning to medium-density forms farther away. The State says the improvement plan does not itself set zoning, building heights or development controls; those are for a later improvement scheme, with public consultation before decisions.
This State process is related to station-area planning but is not the same as either the Station Street application or the Town’s precinct structure plan and Amendment 14. The separate processes may inform how development is considered over time, but their statuses should not be conflated.
What happens next?
The Department says the Station Street amendment will be released for public consultation in due course. Its current listing does not state when consultation will begin, the final design or height, or the outcome of the amendment application. The local precinct structure plan and Amendment 14 remain at the consent-to-advertise stage in the Town material cited above; the State’s detailed station-area controls are for a later improvement scheme.
