10 of the World’s Most Expensive Airport Projects, Compared

Hong Kong leads a selected comparison of high-cost airport projects, but reported totals vary in scope: they can include reclamation and transport links, or cover a terminal rather than an entire airport.

Hong Kong International Airport is the costliest entry in a published comparison of major airport projects, at a reported US$20.1 billion—but that total includes more than the airport itself. The figures below are a selected comparison, not a definitive all-time ranking: some include transport links or land reclamation, one covers a terminal rather than a whole airport, and none is adjusted to a common price year.

How to read the cost comparison

The Geography of Transport Systems lists costs for selected airport projects in US dollars, alongside their opening years. Its figures are not independently reconciled to a shared project boundary or inflation base, and the page does not state a publication year. Treat the order as a guide to reported project scale, not a like-for-like league table.

That distinction matters especially for Hong Kong: the comparison gives the broader project total, while separately identifying the airport itself at US$9 billion. Guinness World Records reports a US$20 billion total that includes the terminal and island reclamation, as well as related tunnels, a highway, railway and bridges. Costs for airports built on reclaimed land can therefore reflect substantial civil works beyond terminal construction.

The list also mixes whole new airports with a terminal project, and the figures do not all cover the same kinds of connections or land works. No common inflation adjustment is available here, so the numbers are reported as published rather than converted into present-day dollars.

Each amount and opening year in the table is reported by The Geography of Transport Systems. The source does not state a common price year; the figures should not be read as inflation-adjusted estimates.

Why Hong Kong’s reported total is higher than its airport-only figure

Hong Kong International was constructed at Chek Lap Kok, with reclamation forming part of the project. The comparison distinguishes the airport itself, at US$9 billion, from a broader total above US$20 billion that includes rail, road and bridge connections. Guinness World Records calls Hong Kong the “Most expensive airport” and reports a total of US$20 billion, including the terminal and reclamation and describing associated tunnels, highway, railway and bridges. The two sources therefore describe closely related but not identical totals; neither supports treating every dollar as terminal or airfield construction alone.

The distinction is not merely accounting. For a reclaimed-land airport, the physical scope can include creating the site and connecting it to the existing city. Comparing that total with a project whose boundary excludes major access infrastructure can make the ranking misleading.

Why Incheon’s later phases are not one opening-cost figure

Incheon International Airport Corporation reports construction spending in phases, rather than a single comparable opening cost. Its project overview lists Phase 1 (1992–2001) at KRW 5.6 trillion, Phase 2 (2002–2008) at KRW 3 trillion, and Phase 3 (2009–2017) at KRW 4.6 trillion. The corporation’s Phase 4 overview reports KRW 4.8 trillion for work running from November 2017 to October 2024.

Those are separate phases spanning decades, including expansions after the airport opened in 2001. Adding them together would describe combined phased investment, not the cost of building the airport for its opening, and would not be directly comparable with the single figures in the US-dollar table.

What the figures can—and cannot—tell you

  • They identify reported scale, not a settled global record. The comparison is selective and does not establish an exhaustive all-time ranking.
  • Project boundaries differ. Some totals can include reclamation or access links; Beijing’s entry is specifically Terminal 3, not an entire airport.
  • The currency basis is not normalized. The source gives dollar amounts but no shared inflation base or price year.
  • Later investment may be reported separately. Incheon’s operator publishes phase costs, which should not be confused with its opening-era figure.
