Norway’s Rogfast road tunnel is being excavated through rock beneath Boknafjord, not laid on the fjord bed. Its planned lowest point is 392 metres—about 1,286 feet—below sea level. The tunnel is still under construction; the Norwegian Public Roads Administration (Statens vegvesen) currently expects it to open in 2033.
Where Rogfast is being built
Rogfast is part of Norway’s E39 coastal highway project. Its main route will connect Randaberg and Bokn beneath Boknafjord, in Rogaland, while a branch will link to the island municipality of Kvitsøy. The completed tunnel is planned to be 26.7 kilometres long, according to Statens vegvesen’s project page.
The agency describes Rogfast as the world’s longest and deepest subsea road tunnel when complete. That is a planned description, not a record it holds as an operating tunnel today.
What “1,286 feet below sea level” means
The quoted depth refers to the planned lowest point of the road tunnel: 392 metres, or approximately 1,286 feet, below sea level. It is not a measurement of the water above the tunnel, nor does it mean the road is being built on the seabed. The route descends through rock beneath the fjord. Statens vegvesen gives the planned depth in its project information and Rogfast planning documents.

How the tunnel is being excavated
Rather than sinking a prefabricated tube onto the fjord floor, construction crews excavate through the rock below it. This means the work must account for the quality and structure of the rock as well as the water pressure above and around the route. Statens vegvesen identifies geology, high water pressure, poor-rock zones and preventing water leakage as significant construction challenges in its project construction information and project brochure.
As excavation advances, teams need to assess the rock and secure it while controlling water ingress. The available project information establishes those challenges, but does not support claiming that one particular machine or excavation method is used along every part of the tunnel.

The tunnel layout and Kvitsøy connection
The planned main tunnel has two parallel tubes and four lanes in total, with a maximum gradient of 5%, according to the agency’s brochure. A branch and underground junction will connect the route to Kvitsøy.
Ventilation is another part of the design. Two shafts on Kvitsøy are intended to remove used air and supply fresh air. In an update dated 24 February 2026, Statens vegvesen reported that the first shaft had been excavated 211 metres to the ventilation hall and had reached breakthrough. The agency’s progress updates also said main-tunnel breakthroughs were expected in 2028 and 2029; those dates are schedule expectations reported at that time.

Why the project matters—and when it may open
Rogfast is intended to replace the ferry crossing over Boknafjord on the E39 route. Statens vegvesen projects that it will reduce travel time between Stavanger and Bergen by about 40 minutes. That saving is a forecast, not a measured result from an open road.
The agency currently lists 2033 as the expected opening year, conditional on the project proceeding as planned. The date is a target rather than a guarantee, and the tunnel remains under construction.
