To hire a sidewalk repair contractor in New York City, verify the business’s current NYC Department of Consumer and Worker Protection (DCWP) Home Improvement Contractor license, check its complaint history, and confirm in writing who will obtain the NYC Department of Transportation (DOT) permit. If you have a sidewalk violation notice, plan around its 75-day repair deadline: a permit application does not extend it.
Who needs a licensed contractor for sidewalk repair?
NYC property owners generally must maintain sidewalks adjoining their property, including repairing defects and removing snow, ice, and debris. The city cites NYC Administrative Code §§ 19-152 and 7-210 for these duties and potential liability. NYC DOT’s sidewalk guidance explains owner responsibilities and repair procedures.
For sidewalk repairs costing more than $200, NYC311 says the contractor must hold a DCWP Home Improvement Contractor License to operate legally in New York City. NYC311’s Sidewalk Violation and Repair page describes this requirement. Check the current license and complaint history before you sign a contract; do not rely solely on a contractor’s claim that it is licensed.
How to find and screen contractors
- Search DCWP’s license records. Use the DCWP license lookup or its Business Background Check to confirm the Home Improvement Contractor license is current and review the number and type of complaints shown.
- Match the business identity. Compare the business name in the city’s record with the name on the estimate and contract. Ask the contractor to explain any differences before moving forward.
- Ask about DOT specifications. NYC DOT advises owners to hire a contractor familiar with its sidewalk repair specifications. Ask how the proposed work will address the specific defects and sidewalk flags involved. Review DOT’s sidewalk repair checklist alongside the contractor’s explanation.
- Get a written, itemized scope. Ask the estimate to identify the flags or sections to be repaired, the defects to be corrected, the permit arrangement, the expected schedule, and how inspection follow-up will be handled. This makes competing bids easier to compare; the city does not prescribe a bid format or publish a private-contractor price benchmark.
- Compare the terms, not just the total. Review license status and complaint records, specification familiarity, scope, permit responsibility, deadline-aware scheduling, itemized price, and any written warranty. These are practical comparison points, not a city scoring system.
Understand the license, permit, and responsibility
A DCWP Home Improvement Contractor license and a DOT sidewalk construction permit are different things. The license applies to the covered home-improvement business; the permit authorizes particular work in the public right-of-way. A license is not a substitute for a permit.

When an owner hires a contractor, DOT says the contractor must apply for the necessary permit through the city’s permit system before work begins. DOT’s mail-in application route is for private homeowners doing their own work. Ask the contractor to state in writing who will apply and provide the permit number before construction starts. See DOT’s sidewalk permit guidance for current procedures and fees. The DOT page lists a fee of $70 per 300 linear feet for one property; corner and through lots may require multiple permits. Verify the current fee and requirements with DOT, since they can change.
What to do if you received a sidewalk violation
NYC DOT gives an owner 75 days to repair the sidewalk after a Notice of Sidewalk Violation is received. The period starts on the receipt date shown on the certified-mail receipt, or on the posting date if the notice is not delivered by mail. Applying for a permit does not extend the deadline. If repairs are not completed in time, DOT may arrange the work and the Department of Finance may bill the owner. The deadline and process are described in DOT’s sidewalk guidance.

When requesting estimates, share the notice and its dates so contractors can assess whether their proposed schedule fits the deadline. Confirm the expected start and completion dates in writing, and do not assume that a pending permit application pauses the clock.

After a licensed contractor completes the repair under a valid permit, request a Sidewalk Violation Dismissal Inspection through NYC311. Have the permit number, property address, block and lot, violation number, and contact information ready. Make sure the repaired sidewalk is visible for inspection.
