Where the Stirling Towers redevelopment is
The project concerns Lot 501, 49–67 Smith Street, in Highgate, a suburb of Perth, Western Australia. It is the former Stirling Towers public housing complex, not a project in another place called Highgate or Stirling. The Department of Communities’ Smith Street project has been described in the WA Parliament as part of the state’s pilot Housing Diversity Pipeline and as an affordable build-to-rent redevelopment. Project timeline and delivery partners
February 2024: first-stage proponents named
On 27 February 2024, Housing Minister Jackie Jarvis told the WA Legislative Council that the Smith Street Build-to-Rent project was part of the government’s pilot Housing Diversity Pipeline and would transform the former Stirling Towers complex into what she described as Western Australia’s first affordable Build-to-Rent project. Later update: demolition complete, construction underway
In a later statement surfaced as approximately 2025, Housing Minister John Carey said demolition was complete and construction was underway. He identified Tetris Capital and Perkins Builders as delivery partners with Community Housing Limited, which he said would operate the complex when complete. What has been said about funding
Carey’s later statement reported more than A$30 million in state investment and A$46 million in federal funding. Those figures are attributed to the minister’s statement and have not been independently verified against a project budget or government funding record. Minister’s statement

Without those details, the planned homes should not be described as a quantified response to Perth’s disability-housing need, and their affordability or accessibility cannot be independently assessed from the available project descriptions.
