Sunset Plaza Ocean Reef: What’s Changing at the Shopping Centre

Sunset Plaza’s plan evolved after its 2024 tavern and medical-centre amendment: a 2026 approval replaced childcare with consulting rooms and revised parking and layout.

Sunset Plaza’s plans have changed since the project was first approved. An August 2024 amendment expanded the tavern and replaced a proposed office tenancy with a medical centre; a later amendment approved in February 2026 replaced the childcare proposal with consulting rooms and revised the parking and layout. The project’s advertised centre completion and the tavern operator’s opening estimate are separate milestones: the developer currently lists Q4 2027 completion, while The Alice is expected to open in early 2028.

What changed in the 2024 amendment?

The June 2024 application sought more tavern space for a sports bar, back-of-house service area and outdoor area. It also proposed reducing the childcare area and reconfiguring its pickup and drop-off arrangement. The application said the licensed public area and patron numbers would not increase; that was the applicant’s description of the proposal, not a separate final approval condition. The state planning panel unanimously approved the amendment in August 2024, including the tavern expansion, reduced childcare space, a five-bay parking reduction and conversion of one proposed office tenancy to a medical centre. The approval also required a parking and access arrangement to be submitted to and approved by the City of Joondalup before the site could be used. [c001]

What changed again in 2026?

In February 2026, Saracen Property obtained approval for another amendment. This version replaced the childcare centre with consulting rooms and adjusted the parking and layout. PerthNow reported that the approved version provided 266 parking bays, with an 86-bay shortfall, compared with a previously reported shortfall of 105 bays. These are figures for the 2026 plan iteration, not a continuation of the 2024 five-bay reduction; the 2026 report also described a 30-bay decrease in the basement car park under that later design. PerthNow reported a project value of $22.7 million. That is the valuation given in its February 2026 article, not an independently verified construction cost. The article said main construction was expected to start in the following weeks; that was a forecast at the time, not confirmation of current construction status. [c002]

A development planner from Urbis representing Saracen Property described the sequence this way: “This current amendment, and there have been a few amendments to the original approval, is a result of Saracen advancing its tenancy leasing program, its detailed design and its feasibility assessment.” The planner also said: “(Planning changes) are typical of shopping centre redevelopments. Obviously there is a vision at the start, but that does change as you move through the detail process.” [c002]

When will Sunset Plaza open?

Sunset Plaza’s developer website currently advertises completion in Q4 2027. That is a centre completion estimate, not a confirmed opening date for every tenant. ELG Australia, operator of The Alice, says the tavern is expected to open in early 2028. The two dates refer to different milestones and should not be treated as one project-wide opening date. What shops and services are planned?

The developer’s website describes a three-storey centre with Coles and 28 stores, and identifies Metro Fuel, Chicken Treat and Pattysmiths Burgers as established and trading. Those are the tenants the developer specifically labels as trading. [c003]

A REIWA commercial leasing listing describes a four-storey layout and gives measurements of 1,215sqm for the tavern and 644sqm for the medical centre. It also names Coles, The Alice, Oh So Deli, a pharmacy, liquor store, newsagency, florist, barber, nail salon and massage business. These are details in a leasing listing; they do not establish that all named businesses are open or confirmed tenants. [c004]

The listing’s four-storey description differs from the developer’s three-storey description. Without an authoritative approved drawing establishing which configuration is current, the floor counts and listed tenancy details should be understood as claims from their respective sources rather than reconciled into one definitive plan.
