The project covers the City’s suburbs of Subiaco, Daglish, Jolimont and Shenton Park. Although described in the project title as a western suburbs streetscape plan, its defined scope is those four suburbs; it is not a plan for every western suburb of Perth.
The City says the framework will help guide detailed design when street upgrades are planned through the capital works program, identify priority projects and potentially flag smaller upgrades that could be delivered sooner. Starting the project does not commit Council to particular construction works. Future works require their own decisions and approvals, and delivery depends on capital works planning and funding availability. Will it reduce car use?
That is an intended possibility, not an established outcome. The City’s stated direction is to move beyond treating streets only as routes for vehicles and to balance movement needs with the value of streets as places to meet, rest and spend time. It aims for calmer streets, safer walking and riding, accessible footpaths, more greenery and places to connect. If those changes make local trips more attractive without a car, they could help reduce driving; the published project information does not report measured changes in car use or promise that driving will fall.
Nor does the framework amount to a binding car-reduction plan. The City says transport needs remain part of the work, and on-street parking is among the design topics under consideration. What could change on local streets?
The 2024 council briefing describes design guidance for street categories, rather than approved street-by-street plans. Topics the guidelines may address include:
- Carriageway width and street layout.
- Footpath width and accessibility.
- Bicycle facilities and pedestrian crossings.
- Street trees, vegetation and shade.
- Street furniture, colours and materials.
- On-street parking.
These are subjects for review and guidance, not a confirmed list of construction works. The framework is expected to classify streets, develop high-level design guidance for each category and identify priority streets or projects. How will the City weigh movement and place?
“Movement and place” means considering both how a street functions as part of the transport network and what it offers people who live, work, shop or spend time there. The City says its approach will consider access for people of all ages and abilities, walking and cycling safety, community connection, greenery, local built heritage and Whadjuk Noongar cultural perspectives. It also says it will incorporate the Healthy Streets approach.
The City describes an “Elders First” approach led by Karrda, with Noongar Elders’ guidance intended from early planning and throughout the project. These are stated intentions; they should not be read as confirmation of completed consultation outcomes. What is the timeline and current status?
The City’s published schedule places public advertising of draft documents, their finalisation and referral to Council in late 2026. Those milestones are planned; the available City material does not confirm that advertising or final endorsement has already taken place. Community consultation began in 2025. The public survey ran from 6 June to 6 July 2025, and expressions of interest for a Community Reference Group closed on 6 July 2025. The City’s 2024–25 annual report says the group was intended to help guide the project from planning through delivery. Those dates have passed; the available project information does not confirm a currently open participation opportunity. Who is delivering the project?
The City names Stantec, 361 Degrees Strategic Engagement and Communications, and Karrda as project partners. The tender record identifies Stantec Australia as the awarded consultant. For residents and businesses, the practical distinction is between a framework that sets direction and a funded works program that specifies what will be built. Subi Streets is the former. The eventual effect on a particular street will depend on the detailed designs, approvals, priorities and funding that follow.
