The WA restrictions on non-compostable plastic bags for loose fruit and vegetables and on certain takeaway foodware took effect on 1 September 2024. They are not new bans announced in October 2026. Later requirements for some barrier bags have separate dates and scope, including a milestone for loose meat, seafood and dairy from 1 October 2026.
What changed on 1 September 2024?
Western Australia’s Plan for Plastics added two groups of items to its restrictions from 1 September 2024:
- Produce bags: non-compostable plastic bags supplied for loose fresh fruit and vegetables.
- Foodware: disposable plastic lids and disposable plastic lidded bowls, trays and containers used for takeaway or eat-in food.
The restrictions are part of a wider plan, not a ban on every plastic item used for food. The plan covers relevant items made wholly or partly from plastic, including some linings, coatings and laminates, and includes exceptions. Whether a particular item is restricted depends on its composition, use and applicable exemption. See the WA Plan for Plastics for the current overview and exemption guidance.
How the produce-bag rules developed
The 2024 restriction covered non-compostable plastic bags supplied for loose fresh fruit and vegetables. WA subsequently introduced design-standard requirements for compostable barrier bags used for specified loose goods. These are separate milestones, not a change to the 2024 start date.

The later requirements concern barrier bags that meet a design standard; they do not mean every bag for every food is treated identically. For a particular product or use, consult the WA barrier-bag factsheet and current government guidance.
Which food containers are affected, and what about exemptions?
The 2024 foodware restriction covers disposable plastic lids and disposable plastic lidded bowls, trays and containers used for takeaway or eat-in food. The Plan for Plastics lists a range of exceptions, including some food pre-packaged offsite and certain displayed pre-packed foodware. It also identifies exceptions for particular supply and transport situations, certain certified plastic-lined paperboard items, and specific disability- or healthcare-related straw uses. The examples are not a complete legal test; check the current official guidance before deciding whether a specific item is permitted.

As of 8 October 2026, WA’s plastics-ban support site reports that the temporary class exemption for plastic takeaway containers used solely for hot, liquidy food expired on 31 August 2026. That update does not establish the status of every container or use. Businesses should check the current Department of Water and Environmental Regulation exemption information for the precise legal position before supplying a particular product. Who needs to comply?
WA’s FAQ says the rules apply to businesses, retailers, wholesalers and distributors in the state, including government, community groups and not-for-profits. Online supply into WA is included. Businesses should review both the product and how it is supplied, and use current government guidance for edge cases. The plan says using up excess stock is not an allowable reason for an exemption; retailer and supplier resources are available through the Plan for Plastics business guidance.

What can shoppers use instead?
WA identifies reusable produce bags, compostable bags, paper bags and other non-plastic options. Choose an option that suits the food and task; a washable reusable produce bag is one practical choice for regular shopping. The government guidance does not establish that these alternatives have equal environmental impacts across their full life cycles, nor does it establish universal acceptance of customer-supplied containers by food businesses.

What the government’s waste figures mean
In 2024, the WA Government said the takeaway-lid and loose-produce-bag changes were expected to save up to 226 million single-use plastics from landfill and litter each year. It also projected that the whole plan, once fully implemented, could save up to 1.1 billion single-use plastics from landfill each year. These are government projections, not measured results reported in the cited statement. The figures and the original announcement are in the WA Government media release.
