The right design depends on what you want the space to do—and whether your site can support excavation, retaining walls, safe access, and appropriate drainage.
1. Create a sheltered seating or dining room
Use the lower level as an outdoor room: a paved sitting or dining area, walls that provide enclosure, planting to soften hard edges, and steps connecting the space to an upper terrace. A Heritage Victoria landscape concept shows how those elements can work together, with a proposed patio linked by stairs to a kitchen terrace. It is a site-specific example, not a standard plan for every garden.
Consider where the sun falls, what views you want to preserve, and whether the enclosure will feel private without making the space gloomy. Planting can soften the perimeter, while paving gives furniture a stable surface.
2. Give the garden a formal parterre layout
A parterre uses geometric structure and repeated planting to create a composed view from the house or surrounding paths. The lowered position can make the pattern especially legible from above. Keep the layout simple enough to maintain, and choose plants that suit the actual light and soil.

A Victorian heritage impact statement describes a proposal to reinstate a parterre, repair circular steps, and retain or reconstruct rubble-stone walls. It documents one restoration approach; it does not establish a required parterre shape or planting scheme.
3. Build a lush, sheltered planting pocket
Enclosure and moisture can create conditions distinct from the surrounding garden. Use those conditions deliberately: assess how much light reaches the lower level, how quickly the soil drains, and whether the space stays damp before choosing foliage plants, ferns, or other moisture-tolerant species.

Singapore’s Jurong Lake Gardens offers a highly specific tropical example. NParks describes its Sunken Garden as a moisture-rich microclimate with a cenote-inspired water feature and more than 200 species of epiphytes, including orchids, ferns, and bromeliads. That palette reflects the site’s climate and conditions; it should not be transferred to a different region without local horticultural guidance.
4. Make it a rain garden
A rain garden is not simply an ornamental bed in a dip. It is a planted, sunken area designed to receive runoff, where appropriate, and let water pass through vegetation and soil. Oregon State University Extension defines it as a sunken bed that collects and treats stormwater runoff. The Capital Regional District describes sunken spaces where runoff can pond and infiltrate through constructed and native soils.

Before choosing this approach, establish where runoff will come from, whether the soil and site can accommodate infiltration, and what happens to excess water. A rain garden depends on those conditions; it is not a guarantee that a low-lying ornamental garden will drain safely.
5. Connect upper and lower garden levels
Make the level change part of the layout instead of treating it as an obstacle. For example, an upper dining terrace can lead down to a more sheltered garden, with a clear route between the two. A Heritage Victoria concept illustrates that relationship between a lower garden and kitchen terrace. A UK planning design statement shows a sunken garden with ramped access alongside a separate planted rain garden.

Choose steps, ramps, surfaces, and handrails to suit the people who will use the garden and the requirements that apply locally. A planning example is not an accessibility or construction standard.
How to choose the right design
- Start with the use: Decide whether the priority is everyday seating, entertaining, quiet retreat, ornamental display, or managing runoff. Some gardens can combine more than one function.
- Check water conditions: Look for signs of poor drainage and decide where surplus water could go before installing a drainage system. The Royal Horticultural Society notes that not every garden needs installed drainage and advises identifying an outlet first. Its drainage guide describes porous pipes buried at about 45 cm (18 in); that is an example from its advice, not a universal depth or specification for every property.
- Plan access: Map how people will move between levels. Select routes and surfaces for the intended users, and check local requirements before construction.
- Match plants to the site: Observe light, soil, and moisture in the lower area. The RHS offers planting-design guidance for small spaces; a tropical microclimate planting scheme may not suit a different climate.
- Set the construction scope: Identify whether the project involves excavation, retaining walls, drainage, paving, or a water feature. Each affects design and coordination.
Plan retaining walls and drainage together
Retaining walls hold back soil, so their structural design and drainage cannot be treated as finishing details. Snohomish County’s retaining-wall guidance calls drainage a necessary part of wall design and notes that a landscape architect or civil or geotechnical engineer can help with planning and permits. That is county guidance, not a statement of permit rules everywhere; confirm the requirements for your location and project.

The RHS describes porous pipes as one possible drainage method for some wet gardens, but pipe alone does not solve the problem: a suitable outlet and a site-appropriate design matter. Its guide also characterizes large-scale piped drainage as skilled, heavy work. Seek qualified local advice where the project involves substantial excavation, retaining walls, or complex water management.
