Solar Farms: How They Work, Their Benefits and Environmental Impacts

Solar farms add electricity generation, but their effects on land, wildlife, drainage and communities depend on project siting and design.

A solar farm is a ground-mounted solar facility that generates electricity at utility scale. In the U.S. Department of Energy’s general definition, large-scale solar projects are larger than 1 megawatt (MW). They can add electricity generation and, with thoughtful design, support farming or habitat—but they also change land use and can affect wildlife, soil, drainage and nearby communities. The outcome depends on where and how each project is built.

What is a solar farm?

Solar farms use ground-mounted photovoltaic (PV) panels to generate electricity. The term generally refers to utility-scale projects, which the U.S. Department of Energy (DOE) defines as larger than 1 MW. Developers, utilities or municipalities may build them, and the electricity may serve a utility or another identified customer.

A solar farm is not simply a matter of finding sunny land. Developers assess the likely buyer for the power, transmission access, interconnection costs, terrain, land cost, zoning, environmental effects and host-community needs. They may lease or buy land, consult the community, secure permits, and hire engineering and construction firms. The permitting process depends on the project’s location.

What makes land suitable for a solar farm?

Land suitability depends on whether a site can support a viable project while meeting grid, environmental and local requirements. A site with strong solar resources may still be a poor choice if connecting it to the grid is costly, its terrain complicates construction, or its ecological and community impacts are unacceptable.

  • Grid and customer: Identify who will buy the electricity and whether transmission access and interconnection are practical.
  • Land and construction: Consider land cost, topography, zoning and the construction work needed.
  • Environmental setting: Review habitat, wildlife, native vegetation, water and soil, along with ways to limit disturbance.
  • Community priorities: Account for local preferences and competing uses, including agriculture.
  • Permitting: Check the requirements of the relevant jurisdiction; there is no single national permit process.

Previously developed or disturbed land may be an option where its conditions and grid access make it appropriate. DOE’s siting resource also discusses floating PV, in which panels are installed on a body of water. It is not yet common in the United States, and ecological effects need to be assessed for the specific water body.

What are the benefits of solar farms?

Electricity generation

The direct benefit is added solar electricity generation. The scale and usefulness of that generation depend on the project’s design and its ability to connect to the grid and deliver power to a buyer.

Potential to combine solar with agriculture or habitat

Agrivoltaics combines solar generation with agriculture or habitat uses, such as crop production, livestock grazing or pollinator habitat. Co-location can make land serve more than one purpose and may create opportunities for farmers and rural communities. Results depend on factors including crop type, panel arrangement, habitat design and local conditions; agrivoltaics is not a guaranteed fit for every site.

DOE summarizes several site-specific findings as examples, not universal predictions. Arizona dryland research found crop-yield increases of up to threefold, depending on crop, a 50% reduction in irrigation requirements and a 2% increase in solar-panel performance. Minnesota pollinator-habitat research found three times more beneficial plant species, fourfold more pollinator insects, higher panel energy output and less mowing. The DOE page does not state the publication years for these studies.

How much land could solar farms use?

DOE cites the Solar Futures Study’s projection that ground-mounted solar could require about 5.7 million acres by 2035—0.3% of the contiguous United States—and as much as 10 million acres by 2050—0.5%. These are projected land requirements, not measurements of current solar-farm coverage. The DOE siting page does not state the study’s publication year.

What environmental and community impacts should be considered?

Land use and habitat

Ground-mounted projects occupy land. Depending on the site, that can bring them into conflict with wildlife habitat, agricultural areas or community preferences. Siting, permitting, engineering and construction decisions help shape the resulting benefits and adverse effects; the consequences are not identical from one project to another.

Wildlife and birds

Solar facilities can interact with birds, large mammals and native vegetation. DOE identifies these as subjects of ongoing research and states that “the scale of the impact of large-scale solar facilities on birds isn’t well understood.” That is an evidence gap: it does not establish a single level of harm or no harm for every facility. Wildlife effects should be assessed for the species and conditions at the proposed site.

Soil, grading and stormwater

Poorly managed solar facilities can contribute to runoff or erosion. DOE identifies grading, terracing, vegetation beneath panels and retention ponds as possible management practices. Their suitability depends on site conditions and project design, and field work is underway to improve predictions of runoff across different locations and PV designs.

Broken panels and chemical exposure

DOE says working PV panels are encapsulated to prevent leaching, though panels can break. DOE also summarizes an International Energy Agency Photovoltaic Power Systems Programme (IEA PVPS) assessment that found lead and cadmium exposure from broken panels in residential, commercial and utility-scale systems below EPA acceptable limits for soil, air and groundwater. That finding addresses the exposure assessment described; it should not be taken as a conclusion about every environmental effect or about end-of-life handling.

Community priorities and permitting

Communities may weigh local electricity and economic benefits against land-use changes, wildlife impacts, visual effects and competing land uses. Engagement with the host community is part of responsible project development, but local permit requirements vary. A federal planning document can inform review without replacing the rules that apply in a particular location.

How can projects reduce land-use and environmental conflicts?

Project teams can compare alternatives against the same practical considerations: energy and interconnection potential, land and ecological effects, community priorities, water and stormwater management, and permitting constraints. The following options are considerations, not a universal ranking.

Previously disturbed land rather than agricultural or intact habitat May avoid converting some active farmland or intact habitat. Whether the land is suitable, can connect to the grid, and meets local requirements.

DOE describes wildlife-permeable fencing, native vegetation management, wildlife movement corridors and construction practices that minimize soil and vegetation disturbance as compatibility strategies. Their effectiveness and suitability vary by species, site and design. Vegetation and drainage management also need to be considered in the project’s engineering and construction plans.

What should you check when evaluating a proposed project?

  1. Confirm the site and project scope. Find out which land is involved, what the project would replace or coexist with, and whether the proposal is ground-mounted utility-scale solar.
  2. Review grid and land constraints. Ask how the project will connect, who will buy its electricity, and how terrain, land cost and zoning affect the proposal.
  3. Look for site-specific environmental review. Check how the project addresses local wildlife, vegetation, water, soil, erosion and stormwater—not just broad claims about solar generally.
  4. Ask how construction and ongoing land management will work. Look for plans for grading, vegetation, drainage, fencing and minimizing soil disturbance.
  5. Compare land-use alternatives and co-location. Where appropriate, ask whether disturbed land, agriculture, grazing or pollinator habitat could be incorporated.
  6. Check local permitting and community engagement. Identify the responsible jurisdiction and the applicable review process rather than assuming one national standard.

The Bureau of Land Management prepared a federal multi-state programmatic environmental impact statement for utility-scale solar planning, with DOE as a cooperating agency; DOE lists the final EIS on October 16, 2024. It is a planning and environmental-review reference, not a substitute for current local permitting requirements.

Frequently asked questions about solar farms

Can solar panels be installed on brownfields?

Previously developed or disturbed land can be considered for solar where its site conditions, grid access, environmental review and local requirements make a project appropriate. “Brownfield” alone does not establish that a particular parcel is suitable.

Do solar panels increase stormwater runoff?

Poorly managed facilities can cause runoff or erosion. Grading, terracing, vegetation beneath panels and retention ponds are possible management practices; the right measures depend on site conditions and PV design.

Do solar panels leach toxic chemicals?

DOE says working panels are encapsulated to prevent leaching. Panels can break, and DOE summarizes an IEA PVPS assessment in which lead and cadmium exposure from broken panels was below EPA acceptable limits for soil, air and groundwater in the systems considered. This does not settle all questions about end-of-life handling or every environmental impact.

Can solar panels float on bodies of water?

Yes. Floating PV is a siting option, but DOE says it is not yet common in the United States. Ecological effects need assessment for each water body.
