The Metro Inner Development Assessment Panel unanimously approved plans for an 11-storey, $95 million mixed-use development at the corner of Harper Terrace and South Perth Esplanade, according to a PerthNow report published 17 June 2025. The proposal includes 71 apartments, three commercial tenancies and shared facilities. The reported approval is not confirmation that construction has begun.
What the panel approved
The project is planned for the corner of Harper Terrace and South Perth Esplanade. PerthNow reported that the Metro Inner Development Assessment Panel (MIDAP) approved it unanimously. The report put the development’s value at $95 million and its height at 11 storeys. PerthNow’s report, published 17 June 2025, is the source for those figures and the decision.
Apartment mix and other uses
The 71 proposed apartments comprise 16 two-bedroom, 49 three-bedroom and six four-bedroom homes. Plans also include three commercial tenancies: a cafe or restaurant and two other commercial spaces. Shared facilities are reported to include recreation rooms, a gym, a swimming pool and outdoor dining areas.
Parking provision
The proposal includes 142 residential parking bays and seven additional bays for commercial use, according to PerthNow. These are planned spaces, not a measure of how much traffic the completed development would generate.

What concerns were raised
PerthNow reported that residents of nearby Aurelia apartments objected to the proposed height, bulk and scale, and raised privacy concerns. The article also quoted City of South Perth councillor Glenn Cridland saying Harper Terrace could face traffic issues. He said about 50 cars had been using the site for parking; that observation should not be read as a formal traffic count or forecast.
Panel specialist Tony Arias said the recommendations included conditions intended to minimise impacts, adding: “I think the recommendations acknowledge that and there are conditions which aim to minimise that, which I endorse.” The report does not establish how effective those conditions will be in practice.

- Authentic, Real-World Construction Experience: The Pitsco True Scale House Framing Kit delivers a realistic construction model rather than simple assembly play. Students build a true 1:16 scale house model using 485 precision-cut balsa wood pieces, following professional-style house plans and construction methods aligned to real building practices. This architectural framing kit helps learners understand stud framing, scale lumber, and structural design in a way traditional model kits cannot.
- Blueprint Reading & Skill-Building: Designed as a hands-on architecture lesson for ages 14+, this model house framing kit guides students through a structured learning progression. Learners begin by interpreting blueprints, measuring to scale, and understanding architectural drawings before cutting, framing, and assembling the structure. The challenge builds accuracy, focus, and confidence, making it ideal for homeschooling, high school engineering projects, and blueprint reading practice tools.
- Choice-Based Design & Structural Comparison: Unlike most balsa wood house kits, this architectural model making supply allows students to choose between two realistic roof systems: truss or hip. Comparing a truss building kit to a hip roof framing model gives learners firsthand experience with real-world structural approaches used in residential construction, reinforcing problem-solving, interpretation, and decision-making while maintaining authentic construction standards.
- Classroom-Ready & Collaborative by Design: This classroom building kit is designed for individual or paired work, supporting collaboration and communication as students divide tasks, measure materials, and assemble the wooden house frame model together. Instructions are student-facing, with minimal teacher prep required beyond gathering shared tools. Projects can be stored safely during multi-week builds, making it well suited for extended classroom use.
- Career Pathways in Construction & Design: The True Scale House Framing Kit connects hands-on building to real careers in construction, architecture, engineering, drafting, and skilled trades. By applying construction terminology, reading plans, and working with a realistic construction model, students gain exposure to Career and Technical Education (CTE) construction concepts and civil engineering foundations, positioning this as a powerful architecture study kit and vocational training resource.
Deputy Presiding Member Francesca Lefante was reported as calling the project “exceptional” and saying she was fond of its design. Cridland said: “Perhaps it looks a little high, but that is not a reason for me to not approve it.” He also said he expected further unhappiness but thought the development would be attractive and part of the area’s rejuvenation and change. These are the panel members’ and councillor’s views as reported by PerthNow, rather than independent assessments of design or future impacts.
What approval means—and what is not confirmed
The City of South Perth describes development approval as a legal document permitting a use or development on a particular parcel. The City says approvals are intended to ensure compliance with the Town Planning Scheme, Residential Design Codes and other relevant legislation and policies. Its development approval guidance explains the general process; it is not the project’s determination or a record of its current construction status.

The City says Local Planning Scheme No. 7 was published in the Government Gazette on 27 March 2024. The Scheme sets local zoning, permissible land uses, development scale and other standards. That general planning context does not by itself explain the panel’s reasoning or the specific conditions attached to this approval. See the City’s Local Planning Scheme information.
PerthNow named Edge Visionary Living as developer and Hillam Architects as the design firm. Its report said the approval would last four years and could lapse if substantial works had not commenced in that period. Because the actual determination date and conditions are not established here, that reported period should not be used to calculate a current deadline.

Has construction started?
The 17 June 2025 report establishes that MIDAP approved the proposal, but it does not establish whether substantial works have since started, whether the approval has been amended, or whether an appeal or lapse has occurred. Approval and construction progress are separate milestones. A current project record or the panel’s determination would be needed to confirm the latest status.
