Sikkim 2023 floods: one Teesta dam restored, downstream recovery remains unresolved

NHPC Teesta Stage-V was reported restored and recommissioned in 2026, but that is not the destroyed Chungthang Teesta-III dam—and it does not establish that downstream communities have recovered.

The 2023 flood destroyed the Chungthang Teesta-III dam. A 2026 government update says a different project, NHPC’s Teesta Stage-V, was restored and recommissioned. That milestone does not establish that damaged downstream communities have recovered: the available record describes relief and planned works, but gives no current count of displaced households or comprehensive account of their losses.

What happened in the Sikkim floods?

In early October 2023, an outburst flood from South Lhonak glacial lake sent a sudden surge down the Teesta. A Government of India brief described bridges, parts of National Highway 10 and the Chungthang dam being washed away. The Sikkim State Disaster Management Authority’s situation report also catalogued severe damage to settlements, roads, bridges, utilities and public facilities, including in Chungthang and Rangpo.

The disaster affected both infrastructure and people living along the river. The authority’s report, current as of 16:00 on 19 October 2023, recorded 1,163 people in 13 relief camps — Sikkim State Disaster Management Authority, 2023. That is an early-response snapshot, not a count of people displaced today.

Which dam was destroyed, and which one was restored?

Two separate Teesta projects are central to the story. The Chungthang Sikkim Urja project, also known as Teesta-III, was reported washed away in 2023. The restoration update issued in 2026 concerns NHPC’s Teesta Stage-V site, not the destroyed Chungthang project.

Project What the dated record says What that establishes
Chungthang Sikkim Urja / Teesta-III The Sikkim State Disaster Management Authority’s October 2023 situation report listed the dam as washed away. The latest rebuilding status is not established by the available record. It should not be described as the facility restored in the 2026 update.
NHPC Teesta Stage-V A Gangtok District Level Safety Monitoring Committee inspection dated 22 September 2026 said the site had been restored following the 2023 flood and recommissioned in July 2026. This is a project restoration and recommissioning milestone, not evidence that all safety directives or community recovery measures are complete.

What did the latest safety inspection find?

The Gangtok district committee’s 22 September 2026 release paired its restoration update for NHPC Teesta Stage-V with unresolved safety requirements. It said essential emergency safety gear and equipment were not yet available at the site, directed NHPC to procure and install them, and instructed the project to update and submit its Disaster Management Plan. The release does not establish that those directives have since been completed.

Shri Sisum Wangchuk Bhutia, Additional District Collector (ADC), Gangtok, said: “The District Level Safety Monitoring Committee will continue to monitor the implementation of the directives issued during the inspection, and compliance will be reviewed during subsequent inspections.” The statement describes ongoing oversight, not completed compliance.

What is known about downstream damage and recovery?

Residents and places affected

Scroll’s reporting describes downstream destruction associated with debris from the dam and other dams along the Teesta. It covers low-lying communities including Teesta Bazaar, Melli and Rangpo, as well as North Sikkim places including Naga, Mangan and Dzongu. These are reported places and experiences, not a complete survey of the river basin or a quantified assessment of present-day recovery.

Bridge and resettlement measures reported in 2024

In an account dated 15 August 2024, Sikkim Herald reported that the L. D. Kazi Bridge at Sirwani had been washed away. Traffic was using a temporary arrangement atop an upcoming dam, while a detailed project report for a new double-lane bridge was under preparation. The same account said the state government had allocated cash relief and would implement the Punar Awas Yojana to support displaced families.

Those statements record arrangements and intentions at that time. They do not, by themselves, show whether the bridge was later completed, whether all eligible families received compensation, or whether displaced households were able to return or rebuild.

Why a restored dam does not mean communities have recovered

Infrastructure status and household recovery answer different questions. A project can be restored and operating while nearby roads, bridges, homes, livelihoods or access to services remain affected. Conversely, announcements of relief or a planned bridge are not proof that the work was completed or that every household’s losses were resolved.

  • Project status: The 2026 update is specifically about NHPC Teesta Stage-V; it is not a current status report on Teesta-III.
  • Safety readiness: The same district inspection reported missing emergency equipment and a required Disaster Management Plan update.
  • Community outcomes: The 2024 government account describes relief and bridge measures, while reported resident experiences document effects in particular places. Neither supplies a comprehensive, current basin-wide recovery count.

The available sources do not establish how many downstream households remain displaced or uncompensated in October 2026. The 2023 relief-camp figure cannot be carried forward as a current displacement total.
