Who could apply for the Shire of Murray facade grant?
The program was intended to support landowners and local business owners seeking to improve building facades in the town centres of Pinjarra and Dwellingup. Eligibility depended on the property being inside the program’s mapped area and the proposed work meeting the guidelines. A property being in either town did not automatically qualify.

Applications were assessed against the program criteria and presented to Council for approval. Meeting the requirements did not guarantee an award, and the historical allocation should not be treated as currently available.
Does my building in Pinjarra or Dwellingup qualify?
Only properties in specified town-centre areas were covered. The guidelines described eligible parts of George Street, Pinjarra Road, Murray River Square and the Murray River foreshore in Pinjarra, and parts of McLarty and Newton Streets in Dwellingup. The precise boundaries matter: use the Shire’s official program map or ask the Shire to check the property address.

What facade work did the subsidy cover?
Eligible work was generally intended to improve the street-facing appearance of a building or its interaction with public space. Examples in the guidelines included:
- Restoration or improvement of a street-facing facade, including facade design work.
- Awnings or verandahs and improved exterior lighting. Exterior wall lighting is one possible type of upgrade, but purchasing a light by itself does not establish eligibility.
- Windows that encourage interaction with the public realm.
- Replacing solid fencing with visually permeable fencing.
- Landscaping that activates a public-facing area and disabled access improvements.
Signage, internal alterations, routine maintenance, work already started or completed, and work not visible from a street or public space were excluded. Confirm how the Shire would classify a specific item before including it in a budget.

How to apply and how proposals were assessed
The guidelines encouraged prospective applicants to contact the Shire before applying. The submission for the 2024/25 round called for a completed form, scaled plans and a registered builder’s itemised estimate. Plans had to be at least 1:100 scale and show materials and colours; the estimate had to separate eligible and ineligible components and identify GST. The form requested owner and applicant details, property information, proposed work, eligible-work cost, owner contribution and requested Shire contribution.
The Shire assessed applications against program criteria and put them to Council for approval. Relevant considerations included planning and Building Code compliance; consistency with the Pinjarra Revitalisation Strategy and Activity Centre Plan; the applicant’s financial contribution; visibility from public space; design quality and fit with local character; and how the building related to the public realm.

What successful applicants had to do
Funding was reimbursement-based: the Shire would reimburse an approved contribution after satisfactory completion, rather than simply paying the grant upfront. Successful applicants were required to:
- Obtain at least two quotations from appropriate registered builders, then sign a written agreement with the Shire.
- Secure necessary approvals and complete the agreed work within 12 months, unless the Shire agreed in writing to a different timeline.
- Notify the Shire when the work was complete, provide evidence of payment and receipts, and submit a tax invoice.
- Allow the Shire to inspect the completed work before reimbursement.
The Shire said it would waive its planning and building application fees relating to eligible work, but applicants remained responsible for state statutory building fees. Applicants also bore any cost overruns.

What the Shire said about the program
In its 15 October 2024 announcement, Shire of Murray CEO Dean Unsworth said: “This program supports one of our key focus areas ‘Place’, helping us create active, vibrant, attractive and safe places for our community and visitors to enjoy,” The announcement also described the program as an incentive for landowners and local business owners to improve the appearance and activation of the Pinjarra and Dwellingup town centres.
The Shire identified Dwellingup General Store as a previous recipient; its facade had received artwork inspired by the natural environment by Perth artist Kyle Hughes-Odgers. The announcement presented this as a prior example, not as an award from the 2024/25 round.
Is the 2024/25 funding still open?
The available announcement and guidelines describe the historical 2024/25 round, but do not say when applications closed, whether its allocation was exhausted, how much was ultimately awarded, or whether any funding remains. A current Shire program page and application links do not establish that the old allocation is open. Contact the Shire directly for current program status and terms before spending money or starting work.
