The City of Stirling’s $500,000 allocation was for a feasibility study—not for building a boardwalk between Scarborough and Trigg. The proposal has moved into further design and approval work, but the City’s 2026–2030 plan schedules a 15% design milestone for 2026/27; it does not establish that construction has been approved or funded.
What the $500,000 was allocated to
On 25 June 2024, the City adopted its 2024–2028 Corporate Business Plan with $500,000 allocated to a Coastal Boardwalk Feasibility Study. The City said the funding would cover an independent environmental impact assessment, an economic study, design options and community consultation—not construction. How the proposal reached this stage
The City says a coastal boardwalk had been considered in 2005 and 2013, but neither proposal proceeded. Council motions renewed attention in 2021, 2022 and 2023. The 2024 feasibility allocation restarted formal work on the idea. City of Stirling: project history
The proposed route concerns South Trigg Beach Reserve. In July 2025 the City presented concept designs and reports for consultation, then on 25 November 2025 council resolved to move the proposal into a next phase: develop a 15% design, progress environmental approvals with State Government agencies and prepare an external funding proposal. What the concept and economic figures mean
The City published an estimated concept cost of $18.5 million in 2025. That is a concept-stage estimate, not a final construction price. The City also reported Urbis modelling that estimated $3.30 in return per dollar invested and $100 million in benefits over 30 years. These are projections, not measured returns or realized benefits. Environmental constraints and reserve approvals
The City describes South Trigg Beach Reserve as a Class A reserve and Bush Forever Area 308, with Quindalup dunes and a threatened ecological community. These designations bring substantial scrutiny and approval requirements, but do not by themselves establish that every path or boardwalk is prohibited—or that this project is permitted. The 2025 concept announcement described a buffer of at least 15 metres from the threatened ecological community. Separately, the project page says a preliminary environmental report recommends an approximately 15-metre setback where possible, subject to reassessment once the community’s exact extent is known. What consultation submissions showed
For consultation held from 30 July to 30 August 2025, the City reports 2,499 verified submissions: 70% supported the proposal and 30% objected. Those figures describe submissions received, not a representative poll of all residents or beach users. The case for the boardwalk centers on pedestrian safety, access and tourism. The objections and unresolved questions concern environmental impacts, the cost of the proposal and whether the benefits justify development in a protected coastal reserve. The consultation figures show both support and opposition; they do not settle those planning questions.

The City’s 2026–2030 Corporate Business Plan lists the project as continuing across the four-year plan and marks a 15% design milestone in 2026/27. For that year it records “Nil Budget carried forward.” This means the plan shows no new 2026/27 budget and a carried-forward budget entry; it does not erase the earlier $500,000 feasibility allocation. The available City material describes further design, environmental approvals and funding advocacy, but does not establish final approvals, a final construction cost, secured construction funding or a commitment to build.
