A graveyard can support more wildlife while remaining a cared-for place of burial, remembrance and heritage. The practical approach is not to stop maintaining it, but to agree a site-specific plan: understand what is already there, choose suitable areas for different management, protect graves and historic features, and monitor the results.
What rewilding a graveyard means
In a cemetery, rewilding is deliberate habitat management within a place that continues to serve people and protect memorials. It might mean mowing some areas less often, creating a species-rich meadow in a suitable open space, or managing existing trees and habitats more thoughtfully. It does not mean abandoning the grounds or applying one landscape treatment across the whole site.
Natural burial grounds offer examples of possible habitats, including woodland, species-rich meadow, orchards, sustainably managed farmland and aquatic habitats. These are options described for natural burial grounds, not a prescription for every established cemetery. The right choice depends on the site’s ecology, landscape, use and maintenance capacity. The Ministry of Justice’s natural-burial guidance sets out those habitat examples.
Start by understanding the site
Before changing mowing or planting, make a record of the existing landscape and how people use it. Map graves, memorials, paths, trees, open grass, water features and existing wildlife habitats. Note areas that need clear access for visitors, burial operations or maintenance, as well as places where vegetation is already valuable.

Historic cemeteries can be both wildlife habitat and places of commemoration and mourning. Historic England’s cemetery guidance recommends conservation-management planning to identify what is significant about a site. That work can help managers distinguish areas where habitat changes are suitable from places where a historic layout, feature or view should be retained.
Choose a management approach for each area
There is no single mowing pattern that suits every graveyard. A practical plan can combine regularly maintained routes and memorial areas with less intensively managed grass or meadow where conditions allow. Consider the habitat objective alongside access, visibility, grave care, community expectations and the work required to maintain the change.

A native wildflower seed mix may be relevant where a meadow is appropriate, but no generic mix is suitable everywhere. Base planting on local ecology and existing vegetation, and seek advice from the site manager or an ecological adviser before introducing seed.
Change maintenance carefully
Frequent mowing is one pressure on biodiversity in burial places. A review of burial-place biodiversity also identifies logging, invasive species and reductions in grassland area as pressures. Those findings support considering less intensive or more targeted management where appropriate; they do not establish that stopping all mowing will improve every cemetery.

Agree the change as a management plan rather than a one-off makeover. A useful sequence is:
- Confirm responsibility. Establish who owns and manages the cemetery, who authorizes changes, and who will carry out ongoing maintenance.
- Map features and use. Record graves, paths, memorials, trees, habitats, operational areas and places visitors need to reach.
- Check constraints. Identify heritage significance, ecological designations, environmental risks and any relevant local requirements before selecting areas for change.
- Set out the management zones. Specify where mowing remains regular, where it becomes less frequent, and where meadow or another habitat approach is feasible.
- Plan access and communication. Keep routes legible, protect access to memorials, and explain the purpose of changes so that visitors understand the grounds remain cared for.
- Monitor and adjust. Review the habitat, access, maintenance burden and community response, then adapt the plan if the results or site needs differ from expectations.
Check environmental, legal and heritage requirements
Rules depend on the site’s location and on the work proposed. In England, the Environment Agency says cemetery operators have responsibilities to avoid pollution and discusses risk assessment, groundwater sensitivity and permitting. Its low-environmental-risk exemption conditions concern new cemeteries and extensions in England; they include limits and separation requirements relating to groundwater, drains, protected sites and burial density. They are not a general rewilding checklist. Consult the current guidance and confirm requirements for the specific site and project. Burial-management guidance also differs across the UK. The Ministry of Justice operator guide applies to England and Wales and covers subjects including burial law, disability legislation, memorial rights, exhumation, public services and access. Scotland has separate burial regulations guidance, which includes general ground maintenance and environmental and biodiversity strategies, including rewilding plans. Do not assume that one jurisdiction’s rules apply across the UK. The England-and-Wales operator guidance and Scottish burial-ground management guidance provide the relevant starting points.
Historic markers, landscape features and community memory are part of the site, not obstacles to be cleared away. In the United States, the National Park Service says cemeteries are “protected, managed, and administered as suitable and dignified burial grounds and significant cultural resources,” and quotes its Director’s Order #61 on preserving their historic character and solemn nature. Those statements concern U.S. national cemeteries, not UK law, but they express the cultural responsibility that cemetery managers must also consider in their own jurisdiction. Set realistic expectations and measure change
There is no attributable figure in the cited sources for how much biodiversity a graveyard rewilding project will add. Instead of promising a guaranteed gain, define what the site is trying to support and record conditions before the management changes. Monitoring can help establish whether the chosen approach is working for the habitat and remains compatible with remembrance, access and ongoing cemetery care.
For construction and grounds teams, the central task is coordination: protect the site’s physical and cultural features, make the maintenance plan clear, and ensure the proposed landscape work can be sustained by the people responsible for the grounds.
