EV Battery Fire Protection: What Owners, Builders and Responders Need to Know

EV battery fire protection combines vehicle safeguards, model-specific responder information, and trained emergency response. Learn the safe steps for owners and the limits of vehicle and stationary-storage standards.

EV battery fire protection depends on several layers: battery design and vehicle safety requirements, accurate vehicle-specific information, and trained emergency response. A damaged or flooded high-voltage battery can release toxic or flammable gases and may catch fire immediately or later. If an emergency occurs, call emergency services; do not try to extinguish a traction-battery fire with a consumer extinguisher or blanket.

How EV battery fire protection works

An electric vehicle’s traction battery is a system of interconnected cells, supported by battery-management hardware and software. Most modern EV packs use lithium-ion chemistries such as nickel manganese cobalt (NMC) or nickel cobalt aluminum (NCA); lithium iron phosphate (LFP) is another lithium-ion chemistry. Thermal management helps keep the battery within an operating temperature range, including in harsh environments, but uses some energy that would otherwise be available for driving. NHTSA’s battery and charging safety guidance describes these systems and their hazards.

Protection is not a single device or response tactic. It combines vehicle-level safeguards intended to manage risks, information that helps responders identify the vehicle and its construction, and professional emergency procedures for the incident. These layers serve different purposes; none makes a damaged battery safe to approach.

What should an owner do if an EV is damaged, flooded, or on fire?

NHTSA warns that physical damage to a vehicle or its high-voltage battery may cause an immediate or delayed release of toxic or flammable gases and fire. Treat exposed high-voltage components as energized and fully charged; do not touch them or attempt to inspect or repair the battery.

  1. If there is an emergency, call 911 immediately. Move away from the vehicle and follow emergency-service instructions. Do not attempt to extinguish a traction-battery fire with a generic consumer fire extinguisher or fire blanket.
  2. After damage, contact the dealer promptly. Tell them what happened and follow the vehicle manufacturer’s guidance. Use the vehicle manual for towing instructions rather than assuming ordinary towing procedures apply.
  3. If flooding is suspected, contact the dealer and/or emergency services. Follow NHTSA’s vehicle-specific precautions, including keeping the vehicle away from buildings, other vehicles, and combustible materials as directed in its guidance.

These precautions apply to suspected damage as well as visible flames: the hazard may not be apparent at first. NHTSA’s guidance for electric and hybrid vehicles covers damaged batteries, fire, and submersion.

What information helps responders handle a specific EV?

EV construction and emergency procedures differ by make and model, so a general description of an EV is not a substitute for the correct response information. NHTSA’s Emergency Response Guides page provides manufacturer-submitted guides and rescue sheets for covered electric-powered passenger vehicles, trucks, and buses.

Responders should identify the vehicle and consult the exact make-and-model resource where available, rather than assume that battery location, construction, or safe handling is the same across vehicles. The NHTSA page organizes resources by vehicle make and model.

Why can a damaged lithium-ion battery remain hazardous?

Thermal runaway is a major failure mode for lithium-ion battery packs in EVs and hybrids. The National Fire Protection Association’s report identifies electrical failure, mechanical damage, and excessive heat as possible triggers. A battery incident can therefore involve more than visible flames: gas release, high voltage, and delayed fire are among the hazards described by NHTSA.

The NFPA report discusses performance tests in which water was directed at the battery pack to cool cells and reduce propagation or re-ignition. It cites test water use as high as 2,600 gallons (9,850 liters). That figure belongs to the report’s test context; it is not a universal quantity for every incident and is not an instruction for owners to fight a battery fire. Suppression decisions belong to trained fire-service personnel.

What vehicle safety requirements address battery fire?

NHTSA says Federal Motor Vehicle Safety Standard (FMVSS) No. 305a includes requirements intended to mitigate fire involving EV propulsion batteries during normal vehicle operation, charging, and post-crash conditions. The standard is part of the vehicle-safety layer; it does not replace emergency response or make every damaged vehicle risk-free.

NHTSA’s Battery Safety Initiative covers data collection, research, enforcement, investigations, and coordination on standards. NHTSA also describes international work on battery thermal runaway and water immersion.

What should builders and building operators know about charging and battery standards?

Vehicle fire-safety requirements and building or charging requirements address different contexts. FMVSS No. 305a concerns vehicle propulsion-battery fire mitigation. Local building, charging, parking, and fire-code obligations depend on jurisdiction and site conditions; they cannot be determined without the project location and installation details. Project teams should confirm applicable requirements with the authority having jurisdiction and qualified design and fire-safety professionals.

UL 9540A applies to stationary energy storage, not road vehicles

UL 9540A is a test method for evaluating thermal-runaway fire propagation and fire and explosion hazards in stationary battery energy storage systems. UL Standards & Engagement lists its fifth edition as published March 12, 2025. It is not an EV vehicle standard, and a UL 9540A test result does not establish compliance of a road vehicle with vehicle requirements. See UL Standards & Engagement’s UL 9540A page.

What newer guidance is available to fire services?

On August 4, 2026, UL Research Institutes’ Fire Safety Research Institute (FSRI) announced EV fire-response guidance and a tactical decision aid based on full-scale experiments. FSRI says the materials address suppression, firefighter exposure hazards, fireground decision-making, and post-fire operations. They are responder resources, not consumer extinguishing equipment.
