A multimeter can help you check a North American 120 V outlet by comparing voltage between hot, neutral, and ground. These readings involve an energized receptacle: proceed only if you can use a correctly rated meter and probes safely. The checks below can reveal clues, but they do not certify an outlet as safe or prove that its grounding is effective.
Before testing: confirm the scope and safety limits
This guide is for standard North American residential receptacles on nominal 120 V circuits. Receptacles, voltage, and electrical practices differ elsewhere; use equipment and guidance appropriate to your location. Fluke gives 110–125 V AC as a general reference range for a standard US residential outlet, not a universal limit for every circuit or condition (Fluke residential outlet troubleshooting).
- Inspect the receptacle, meter, and leads for visible damage. Do not use damaged equipment. Keep fingers behind the probe guards and away from metal contacts; do not work with wet hands or in wet conditions.
- Use a meter and probes rated for the circuit, with leads in the correct jacks and the meter set to AC voltage before measuring a live outlet.
- If the outlet is damaged, you are uncertain how to use the meter, or you suspect a wiring defect, stop and contact a qualified electrician. Do not remove the receptacle for these voltage checks.
Fluke’s outlet troubleshooting procedure calls for visual inspection and equipment checks; Klein’s meter manual warns against using damaged equipment and against resistance or continuity tests on live circuits (Klein ET270 manual).
Five useful outlet checks
1. Measure hot to neutral
Set the meter to AC voltage, then measure between the short slot (hot) and the long slot (neutral). For a standard US residential 120 V outlet, Fluke gives 110–125 V AC as a general expected range. A reading outside that range is a reason to investigate, not by itself a diagnosis. The actual reading depends on circuit conditions, and the reference does not apply universally to other countries or systems.

2. Measure hot to ground
Measure between the short hot slot and the round ground opening. A reading close to the hot-to-neutral reading is consistent with a ground path being present. It does not prove that the ground is correctly installed or able to protect you. Compare it with the other readings rather than treating this one measurement as a grounding certification (Fluke receptacle power diagnostics).
3. Measure neutral to ground
Measure between the long neutral slot and the ground opening. With no load, this reading is generally near zero. Under load, neutral current and circuit conditions can produce a voltage difference. Fluke describes about 2 V or a little less as typical under the conditions discussed in its guidance; that is contextual, not a universal pass/fail threshold.

A zero reading under load can warrant checking for an improper neutral-to-ground connection, but a single reading cannot establish that fault. If the value is unexpected or you are unsure how to interpret it, stop and ask an electrician to diagnose the circuit.
4. Compare all three readings under load
Interpret hot-to-neutral, hot-to-ground, and neutral-to-ground readings together. Fluke says hot-to-ground should normally be the highest of the three readings under load. If hot-to-neutral exceeds hot-to-ground, Fluke identifies a possible neutral-ground reversal and a potential safety hazard. These are diagnostic clues, not a substitute for professional assessment. Do not create a load or alter wiring to perform this check if you are not qualified to do so.

5. Check continuity only on de-energized wiring
Continuity or resistance testing is not a way to probe a live receptacle. It is an advanced check that may require opening the outlet, so it is generally best left to a qualified electrician. If you are qualified and the inspection is necessary, turn off the circuit breaker before switching the meter to continuity or resistance and before opening the receptacle; verify the circuit is de-energized using an appropriate method. Fluke says to turn off the breaker before continuity testing, and Klein warns never to use resistance or continuity mode on a live circuit.
What other outlet testers can—and cannot—tell you
Non-contact voltage pens
A non-contact voltage pen may indicate possible live voltage near a hot slot, but it does not test grounding or identify incorrect wiring. Fluke recommends checking the pen on a known live circuit before relying on it (Fluke guide to voltage tester pens).

Plug-in receptacle testers
A plug-in tester can help identify common wiring faults, but its indicators do not establish that an outlet is safe. Klein documents limits for the ET270 receptacle mode: it does not indicate ground quality, two hot wires, multiple wiring faults, or reversed ground and neutral. Under a dual-open fault, it can show a false no-voltage/open-hot result (Klein ET270 manual).
Choosing a tester by its purpose
These North American product examples have different functions; ratings and capabilities are those stated by the manufacturers, not a ranking or guarantee of suitability for every job.

Check a GFCI or AFCI outlet with its built-in buttons
For GFCI/AFCI outlets, ESFI recommends a monthly functional check using a small lighted device. Plug it in, press TEST, and confirm that the light turns off; press RESET and confirm that the light comes back on. ESFI says a device that fails this check should be replaced. This test checks the device’s function; it is not a comprehensive wiring test (Electrical Safety Foundation International home safety guidance).
