The decision ended that planning pathway; it did not cancel the separate environmental approval issued in 2014. Neither decision, by itself, meant the marina was built or had final planning authorization.
What was proposed at Point Peron?
The Metropolitan Region Scheme (MRS) amendment sought to rezone parts of the Point Peron reserve in the City of Rockingham to allow a marina and associated tourism, commercial, residential and public open-space uses. The Environmental Protection Authority (EPA) described the proposal as an onshore marina with a single entrance and capacity for up to 500 boat pens and moorings, surrounded by land development. The EPA identified Cranford Pty Ltd as the proponent; the Government described the proposal as a joint venture between Landcorp and Cedar Woods. Why was the marina proposal withdrawn?
The WAPC considered the amendment in September 2017 and resolved not to support it for final approval. Planning Minister Rita Saffioti accepted the Commission’s recommendation. The stated concerns included the scale of the proposed development relative to the Point Peron reserve and the importance of Rockingham Lakes Regional Park, including Lake Richmond, as a link in a chain of reserves. The Government reported receiving 496 submissions, including 403 from nearby suburbs that objected to the amendment. Non-supportive submissions raised concerns about environmental impacts, recreational space, policy compliance, regional roads, the scale and mix of proposed land uses, and land tenure. Was Mangles Bay Marina approved?
“Approved” needs qualification: the environmental assessment and the planning amendment were separate decisions.

What happened at Cape Peron after the withdrawal?
After the marina proposal was withdrawn, Cape Peron became a Planning Investigation Area in 2018. A working group considered land tenure, tourism opportunities, lease management, recreation and community needs, environmental protection, Aboriginal and historic heritage, coastal setbacks, regional roads and bushfire risk. The State accepted the group’s recommendations, which included staged Class A reserve classification and a proposed MRS change for land at Mangles Bay from Port Installations to Public Purposes—Commonwealth Government and Parks and Recreation. In a 30 August 2023 update, the State said Stage One of the Class A reserve classification covered approximately 66 per cent of Cape Peron, or approximately 120 hectares, moving from Class C to Class A reserve. That is a dated stage update, not a statement that the whole peninsula is now Class A reserve. WA Government statement, 30 August 2023

Transport planning is a separate, continuing issue. The City of Rockingham says it commissioned an independent study of Cape Peron’s long-term transport needs and sought a collaborative process for the area’s future following the marina decision.
