Start by checking your fire department’s current rules and fire restrictions. If fireworks are allowed, use them only in a clear, noncombustible area—preferably a paved surface where local guidance permits—and keep them well away from plants, dry debris, fences, buildings, and other combustible materials. Skip fireworks when conditions are dry or windy; a garden hose nearby does not make an unsafe location safe.
Check local rules before planning fireworks
Fireworks laws and temporary fire restrictions differ by city, county, and state, and they can change with conditions. Contact your local fire department or other local authority before buying or using fireworks. If the rules are unclear, choose a professional display instead of setting off fireworks at home.
Recent rules show why a single nationwide answer is unreliable: Virginia’s Department of Fire Programs says some localities prohibit all fireworks, while Utah issued a statewide restriction for the 2026 holiday period with limited municipal flexibility. Those are examples tied to specific places and dates, not rules to assume apply where you live now.
Choose a location that keeps sparks away from landscape fuels
Where fireworks are legal, follow local instructions for the launch area. Corvallis Fire Department identifies a large paved surface, such as a driveway, as the safest setting for legal fireworks. Do not light fireworks on grass or near dry grass, brush, trees, leaves, wood fences, buildings, lawn furniture, or other combustible materials. Move people and combustible items well away from the area, and never aim fireworks toward plants or structures.

A green-looking yard is not automatically fireproof. UC ANR Fire Network notes that even hydrated green plants can burn when exposed to enough heat or flame. Grass, shrubs, trees, fences, and other materials can also connect into horizontal or vertical fuel pathways toward a home.
Use the weather and fire conditions as a go-or-no-go check
Do not set off fireworks in windy conditions or when dry grass and other combustibles are present. Wind can carry sparks or embers beyond the intended area, while dry vegetation can ignite readily. Follow any local burn bans or fire restrictions even if fireworks would otherwise be legal.

Hawaiʻi Emergency Management Agency’s July 2, 2026 guidance warns against fireworks when it is windy or dry grass and combustibles are present. Its rules and recommendations are specific to Hawaiʻi; apply your own local authority’s current instructions rather than importing another state’s requirements.
Prepare before lighting anything
- Keep water within reach: Have a garden hose or another water source ready before fireworks begin. Virginia fire guidance and Hawaiʻi emergency guidance both recommend nearby water for stray flames or embers.
- Keep fireworks away from vegetation and structures: Water is a response tool, not a substitute for a safe location or permission to ignore restrictions.
- Keep children and spectators back: Have a responsible adult supervise fireworks and maintain a clear separation between the activity and people, plants, and buildings.
- Stop if conditions change: If wind picks up or the area becomes unsafe, do not continue.
Handle duds and spent fireworks carefully
Do not approach or pick up a firework that fails to go off immediately. Follow your local fire department’s instructions for waiting and handling duds. Corvallis Fire Department advises soaking duds and soaking spent fireworks overnight before placing them in outdoor trash. Disposal rules may differ locally, so use your own fire department’s guidance.

Reduce yard fuel before the holiday
Separate from the immediate fireworks precautions, routine yard maintenance can reduce combustible material around a home. UC ANR Fire Network recommends assessing the property and maintaining vegetation and other fuels with defensible space in mind. Remove dead vegetation, dry brush, and leaf piles; pay attention to grass that links shrubs and plantings, and to vegetation beside wooden fences or near eaves.
Hawaiʻi’s July 2026 wildfire-preparation guidance also recommends short grass, trimmed tree branches, and a five-foot combustible-free zone around the home. Those are Hawaiʻi agency recommendations, not universal legal standards. Follow local wildfire-preparedness advice for your property and region.
