Subiaco Administration Centre’s Poor Condition Was Documented for Years Before 2022 Fire

City records and contemporaneous reporting trace years of condition concerns at Subiaco’s administration centre before a 2022 fire, alongside competing accounts of maintenance and responsibility.

City of Subiaco records show that serious building-condition concerns—including persistent water penetration—were documented before a fire at the administration centre on 6 September 2022. Earlier redevelopment or refurbishment proposals in 2008 and 2015 did not proceed, and a professional assessment in May 2020 identified multiple problems. Those records establish a history of warnings and deferred proposals; whether the council deliberately failed to act remains an attributed criticism, not an independent finding of culpability.

What happened at the Subiaco administration centre?

The fire occurred in the server room of the City of Subiaco administration centre at 241 Rokeby Road in the early hours of 6 September 2022. The City’s initial notice said City systems, including phones, were offline. PerthNow reported that water leaking onto electrical wires caused the blaze. A later City council record also linked sustained water penetration with the fire, but the available material does not include a detailed independent forensic report establishing the precise ignition mechanism.

PerthNow reported the building would be closed for “some months” and staff would work from alternative locations. The incident brought renewed attention to a building whose condition had already been the subject of assessments and redevelopment discussions.

What building problems were documented before the fire?

May 2020 condition assessment

A City report says a structural engineer and building biologist assessed the building in May 2020. They identified concerns involving the roof, roof plumbing and drainage, window frames, fit-out, occupancy levels and air quality. The assessment also described effects of prolonged water penetration, including damaged furniture and mould. The City’s condition material records that assessment alongside the building’s history and earlier proposals.

Warnings in 2021

PerthNow reported that the City’s January 2021 State of the City report described “Significant structural issues (including roof and windows), resulting in persistent water penetration and damage over many years, resulting in increased maintenance costs,” and said, “(The) building is now in a poor state and needs urgent attention.” The report also said Rokeby Road needed “a serious overhaul to bring it up to contemporary standards.”

According to PerthNow, a February 2021 council agenda characterized the centre as being in a poor state of repair and warned that without a strategy, capital works could continue to be deferred. These reported warnings predated the fire by more than a year.

How did the building reach that point?

City material says the administration centre and council chambers were constructed in the 1960s, partially extended in 1979 and refurbished in 1996. The same material records redevelopment or refurbishment proposals in 2008 and 2015 that did not proceed. It does not, by itself, establish why each proposal failed or identify a single decision-maker responsible for the later condition.

In December 2022 council material, the City said it had carried out preventative and routine maintenance, while acknowledging that maintaining the building had become increasingly difficult. It identified the original flat-roof design and later extensions as particular challenges. The same record described “Systemic water penetration across different parts of the building, over a sustained period” as causing flooding, damage to fixtures and furniture, mould and, most recently, the September 2022 fire.

Was the building’s condition ignored?

Former mayor Ms Taylor told PerthNow that the council had known about hazards at the building for years “and chose inaction.” That is her criticism of the council’s response, rather than a formal finding that the council caused the fire or breached a duty.

The documented timeline supports a narrower conclusion: condition problems were identified before the fire, proposals had not proceeded, and City reporting described worsening difficulties. The City’s account of routine maintenance provides a different part of the record; the material cited here does not resolve whether that work was adequate or establish individual culpability.

What did the City decide after the fire?

After considering the building’s age, condition and design, the City recommended replacement rather than restoration. Its 241 Rokeby Road update and new civic building and gardens project page describe planning and consultation for a replacement civic building and gardens. A City consultation announcement also invited public input. The available project information does not establish a final construction completion date.
