The former Stirling landfill has moved into detailed site and geotechnical investigations, an important step toward understanding what remediation may be needed before redevelopment can be considered. It is not an approved construction project: the City of Stirling has not announced a final land use, remediation budget, selected developer or construction start date.
What has changed at the old Stirling tip site?
The City of Stirling appointed contractors to investigate the vacant former landfill at Civic Place, beside the City’s Administration Centre and the Mitchell Freeway in Stirling City. The work is intended to establish what material is present, how stable the ground is and the extent of contamination. Those findings will inform remediation and any later development decisions. The City announced the appointments on 13 May 2025.
The site operated as a municipal rubbish tip from 1958 to 1980, according to PerthNow’s 17 May 2025 report. That report describes domestic, organic and industrial waste; the City’s later financial statement describes degradable and household waste.
Why investigation and remediation come before building
A former landfill needs to be characterized before a developer or the City can reliably determine what construction, if any, is feasible. The investigation is expected to clarify material composition, ground stability and contamination extent. The City’s February 2026 financial statement lists the Civic Place former landfill on DWER’s contaminated-sites register as “Contaminated – remediation required.” It also identifies asbestos-containing material in stockpiled silos.

The City says it cannot yet estimate remediation costs. Further investigation and risk assessment are needed, along with agreement with the Department of Water and Environmental Regulation (DWER) on whether a risk-based approach is appropriate and what criteria would apply. PerthNow separately reported asbestos material in stockpiled soils; that is the media report’s description, distinct from the City statement’s reference to stockpiled silos.
The available sources do not state contaminant concentrations, a site-specific public-health assessment, a remediation method or a remediation timetable. The register classification signals that remediation is required; it does not by itself establish the eventual scope or cost of works.

What might be built—and what has not been decided?
The City’s Stirling City project page, last updated 16 April 2026, describes the former landfill as a potential sports and recreation precinct, with community areas, elite sporting clubs and playing fields, and says the site may also offer an opportunity for housing. The City’s 2025 announcement had also outlined earlier planning scenarios including schools, public open space, sport and recreation, and commercial and residential development.
These are possibilities, not approvals. No final scheme, planning approval, chosen developer or construction start date is established in the City material cited here. PerthNow reported discussions between the City and Pelligra Group, owners of Perth Glory, about possible use of the site; the City has not identified the company as a preferred or appointed developer.

What the City has budgeted—and what it has not
The City says it is investing $2.2 million in remediation investigation works and a land staging and subdivision plan intended to safeguard the surrounding environment. This is an investigation and planning allocation, not a published estimate of the eventual remediation bill. The City also says it is seeking federal funding for site infrastructure.
A separate figure can be easy to confuse with the site budget: the City’s 13 May 2025 announcement referred to more than $350 million in state and federal investment in transport infrastructure supporting the broader Stirling City Centre vision, including the Stephenson Avenue extension. That is precinct-wide transport context, not a landfill remediation allocation.

Where the project stands in the wider Stirling plan
The former landfill sits within the City’s broader Stirling City Centre planning area. The City describes that precinct as 351 hectares, within eight kilometres of Perth’s CBD, with a long-term aim of creating a higher-intensity mixed-use centre around Stirling Station. Its broader objectives include transport links, cycling routes, open space, commercial activity, community facilities and medium- to high-density housing. Those precinct ambitions provide context, but they do not determine the specific landfill site’s eventual use.
The City’s Corporate Business Plan 2025–2029 schedules continued investigation of redevelopment potential. In May 2025, the City said market sounding would follow the investigations; the available later material does not confirm that this step has been completed.

What happens next?
- Characterize the site. Complete the detailed site and geotechnical investigations to establish material composition, stability and contamination extent.
- Define remediation requirements. Assess risks and agree with DWER on the need for and criteria of any risk-based remediation approach.
- Develop staging and land-use plans. Use the investigation and risk findings to inform subdivision, infrastructure and possible end-use planning.
- Progress funding and approvals. The City is seeking federal funding for site infrastructure; a final scheme and construction would require decisions and approvals not yet announced.
The City’s latest project page and February 2026 financial disclosure still describe investigation and planning rather than a ready-to-build project. The move forward is a technical one: reducing uncertainty about the site before redevelopment choices are made.
