Turning an office building into apartments can add residents and housing to a downtown, but it is not a plug-in fix for empty offices. A project has to work for the specific building and local market: its layout must support homes, and the expected value of residential use must justify the purchase, conversion, financing and regulatory costs. That combination is possible in some places—not universal.
Why cities are considering office conversions
Where offices are underused and housing is in demand, conversion appears to address two problems at once. More residents could also bring activity to a downtown outside the workday. Boston and Seattle describe those aims in their respective municipal programs, but goals are not proof that conversions have already stabilized office markets or revived downtown economies.
The shift in work patterns helps explain the interest, but it does not establish how many offices are vacant or suitable for housing. The Center for American Progress, citing U.S. Census Bureau data, reports that 15% of U.S. workers worked from home in 2022, compared with 5.7% in 2019. Those figures describe work-from-home prevalence, not office vacancy or the feasibility of converting a particular building. Center for American Progress, 2024
Why an empty office is not automatically a housing site
The layout has to work for residential use
Office buildings were designed for office occupancy, not necessarily for apartments. Whether a layout can support residential use is a building-specific question, and the Center for American Progress identifies layout as a persistent constraint. There is no universal floor-plate or window-spacing cutoff established by the cited analysis; suitability needs to be assessed for the actual building rather than inferred from a simple rule of thumb.

The project must pass a local financial test
A developer weighs the value expected from residential use against the cost of acquiring and converting the property, financing it, and meeting applicable requirements. That result also has to compare favorably with the value of keeping the building in office use. Strong housing demand alone does not make the conversion viable if the acquisition price or project costs are too high, or if the office alternative is more valuable.
SPUR’s San Francisco study found that, under the construction costs and rents current for its 2023 analysis, office-to-home conversions were not financially feasible compared with continued office use. Financing and market conditions matter alongside the building
The Center for American Progress also identifies financing and local market conditions as persistent barriers. A building can be physically adaptable but still fail to attract financing or generate enough residential value to support the investment. Conversely, favorable economics in one neighborhood do not establish that a similar project will work elsewhere.

These figures come from the Office of the New York City Comptroller’s 2025 report. They do not establish a typical conversion cost or prove that tax incentives caused a citywide improvement.
What public incentives can—and cannot—do
Cities can use tools such as tax treatment, regulatory flexibility and public-private arrangements to improve a project’s feasibility. These measures can support housing that might not otherwise be built, but they also have public costs and may come with affordability, energy or other requirements. A decision about support should therefore weigh the housing produced against foregone revenue, the terms attached to the assistance and whether the project depends on that help to proceed.

New York’s Comptroller modeled fiscal costs alongside projected income-restricted units, rather than treating incentives as cost-free. The estimates in the table are conditional on the report’s assumptions; they are not a record of actual spending or a guarantee that the projected homes will be delivered.
Program terms vary by city and can change. Boston’s 2023 launch announcement described a payment-in-lieu-of-taxes arrangement alongside inclusionary-zoning and energy-code requirements; those are historical launch terms, not a statement of current eligibility or rules. Check the Boston Planning & Development Agency’s program page for current details, and the city’s 2023 announcement for the launch terms. Seattle also maintains an Office to Residential Conversion Program; its page references a 2026 rule, so applicants should consult the city for current requirements rather than assume earlier terms still apply.

Approved projects are progress, not proof of downtown resurgence
Calgary’s State of Downtown 2025 report records 1,498 units across 11 approved Downtown Calgary Development Incentive Program projects, including 300 below-market units. It also reports that 1.75 million square feet of vacant office space was approved for conversion during 2021–2024. These figures document program activity and approvals; they do not by themselves show that all units are complete or that the program caused a wider downtown recovery. For any city, it matters whether a reported figure counts proposed or pipeline units, approved projects, completed homes, or affordable homes. Those measures answer different questions. Even completed conversions would need to be considered alongside other changes in downtown activity before attributing a broader resurgence to the conversion program.
A practical way to judge a conversion proposal
- Test the specific building. Determine whether its layout can be adapted to residential use; vacancy alone does not answer that question.
- Build the local financial comparison. Evaluate expected residential value against acquisition, conversion and financing costs, and compare it with the value of retaining office use.
- Check local program terms. Confirm current zoning, code, tax and incentive requirements with the administering city; launch announcements and older analyses may not reflect current rules.
- Identify the public return and cost. If support is requested, examine its affordability or other conditions and the fiscal trade-offs, not only the number of proposed apartments.
- Track delivery separately from impact. Distinguish pipeline and approval figures from completed homes, and distinguish housing output from evidence of a broader change in downtown vitality.
What office conversions can realistically contribute
Conversions can be one part of a downtown housing strategy where a building, housing market and financing structure align. The evidence from New York City and Calgary shows substantial pipelines or approved program activity, while SPUR’s San Francisco analysis shows that costs and rents can make projects infeasible in a particular market and period. Taken together, the examples argue for selective, locally assessed projects—not a promise that converting offices alone will revive downtowns.
