Pakistan’s old net-metering framework has been replaced by NEPRA’s Prosumer Regulations, 2026, which an official-sector summary describes as net billing. The practical change is that electricity taken from the grid and surplus electricity sent to it are valued separately, rather than treated as equal credits. NEPRA lists the regulations as notified on February 9, 2026, with amendments dated April 28 and August 6; the exact rate and treatment for an individual system depend on the operative rules, tariff and agreement.
What changed under the 2026 regulations?
NEPRA’s legal register identifies the Prosumer Regulations, 2026 as S.R.O. 251(I)/26, notified February 9, 2026, and says they came into force at once. The register also lists amendments on April 28 and August 6, 2026. “Kills net metering” is headline shorthand, not the legal name of the change: the new regulations replace the earlier distributed-generation framework.
The National School of Public Policy’s February 2026 Policy Pulse characterizes the replacement arrangement as net billing. Under that description, a prosumer’s grid imports are billed at the applicable retail tariff while exported surplus is purchased separately. That difference means one exported unit should not be assumed to cancel one imported unit at the same value.
How net billing changes the value of solar exports
With net metering, imports and exports could be offset through the earlier billing mechanism. With net billing, the two flows are accounted for separately: using solar electricity in the building avoids buying that electricity from the grid, while unused generation exported to the grid earns the applicable purchase rate. A simple illustration is a building that imports electricity after sunset and exports surplus at midday. The midday export does not necessarily erase the later import at the retail price; the two amounts may be valued differently.

The NSPP summary described surplus purchases at around Rs 11 per unit and retail prices often above Rs 50 per unit. Those are approximate contextual figures in a February 2026 secondary summary, not universal rates or a guaranteed current tariff for every consumer. The operative calculation should be checked against the current regulations and the relevant tariff for the consumer’s distribution company and category.

The ECC’s March 2025 announcement said imported units would be billed separately at applicable peak or off-peak rates, including taxes and surcharges. It also reported Government estimates of Rs 159 billion transferred to grid consumers by December 2024 and a projected Rs 4,240 billion by 2034 without amendments. Those are estimates attributed to the Government, not independently verified outcomes or a calculation of an individual user’s bill. The same announcement counted 283,000 net-metering consumers and 4,124 MW installed by December 2024, compared with 226,440 consumers in October 2024 and 321 MW in 2021.

Are existing solar agreements protected?
The March 2025 ECC announcement said consumers holding a valid old license, concurrence or agreement would retain existing terms until that license or agreement expired. In February 2026, NEPRA published a document explicitly titled as a draft amendment that proposed continuing the old rate and mechanism for a distributed generator with a valid agreement under the repealed rules until expiry, with the provision deemed effective February 9, 2026. Because that document is a draft, it should not by itself be treated as proof of the final operative protection.

NEPRA’s legal register lists later amendments dated April 28 and August 6, 2026. A consumer with an older arrangement should check the signed agreement, its expiry date and the current applicable NEPRA text, then confirm billing treatment with the relevant distribution company. Do not assume that a verbal description of “grandfathering” or the draft wording settles how a particular account is billed. The draft is available at NEPRA’s February 2026 amendment document.

- Agreement status: Identify the agreement or license in force, its date and remaining term.
- Import tariff: Confirm the applicable distribution company, consumer category and peak/off-peak or time-of-use tariff.
- On-site use versus export: Estimate when the building consumes power and how much solar generation would otherwise be exported. Under separate valuation, direct use and export can have different bill effects.
- Export purchase rate and billing method: Verify the current applicable rate and calculation in the operative rules and tariff rather than relying on a 2025 announcement or an approximate summary figure.
- Interconnection and equipment: Check whether the existing inverter, bidirectional meter, protection, earthing and breakers meet the distribution company’s current requirements before making changes.
Power Division’s net-metering consumer FAQ describes the former arrangement and lists solar PV panels, inverters, bidirectional meters, earthing and breakers among relevant system elements. It is useful as legacy technical context, not as current 2026 application guidance. Adding a battery may shift some generation to on-site use or provide backup, but whether that is suitable depends on a site-specific assessment and the rules that apply to the installation.

What to verify before relying on a bill estimate
- Find the latest applicable Prosumer Regulations and amendments in NEPRA’s legal register.
- Ask the relevant distribution company which export rate, billing formula and import tariff apply to the specific account and connection.
- For an older system, compare that answer with the signed agreement and its expiry date; seek written confirmation if the old and new terms appear to conflict.
- Recalculate using the building’s own consumption schedule and likely exported energy, not a national approximate rate alone.
